Minutes - 2022 - City Council - 06/07/2022 - Town Hall EAGLE CITY COUNCIL MEETING MINUTES June 7,2022 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:00 p.m. 2. ROLL CALL: Present: GINDLESPERGER, PIKE, BAUN, RUSSELL. All present. A quorum is present. 3. TOWN HALL: Arlin Hacker,43 South Pit Lane Nampa, Idaho. Hacker is the Director of the Idaho Horse Council and is at the meeting to object to the shooting range. Burke Mantell, 4690 N. Hartley Road, Eagle, Idaho. Mantell expresses that the City of Eagle changed the Ordinance regarding shooting and since then there is more shooting than ever since the change. He insists that Council has created a dangerous situation.The Eagle Gun Club has been helpful in cleaning trash in the area. He suggests applying for grants to fund the shooting range. Stanley Beck, 5413 W. Dennison Court, Eagle, Idaho. He is a retired chemist and states that lead pollution from firearms is not an issue. Mary Hunter, 173 N. Sierra Way, Eagle, Idaho. She is here to speak about the Fiber Optic project and is also opposed to the shooting within Eagle City Limits. She completed a Public Records Request and the information she received from the City did not look professional and feels like there is a lack of information being provided to the public. She is questioning what Council based their decision on with spending the citizen's money. Ann Joslin, 1750 Washam Road, Eagle, Idaho. She is here to speak about the fiber project. She believes the City of Eagle's current situation is a lot different from the City of Ammons scenario (population and density). In researching fiber projects in the US, 87%have not generated sufficient cash flow. In summary, she doesn't feel comfortable with the project. Joe Cacaparto, 1563 West Par Court, Eagle, Idaho. He would like to know more about the Avimor development and specifically the negotiations of what is keeping the taxes down. Mayor pierce says there is currently no negotiating because there is a legal land use process that has to happen and explains the process. Wayne Bridges, 903 N. Chastain Lane, Eagle, Idaho. He states that the City needs to represent everyone in the City. He is asking that the City conduct a survey for the residents to participate in regarding Avimor. Mayor Pierce expresses that there is a legal planning process, and the City cannot talk about Avimor since it is an active application. Aunti Pitchal, 1023 North Beachwood Court, Eagle, Idaho. She is opposed to the Avimor annexation and has concerns about water. Nancy Viano, 74 North Nicholas Lane, Eagle Idaho. She requests that the City conduct more of a broad survey regarding annexations in Eagle, shooting in City Limits and fiber. Linley Fratell,390 East Lake Briar Lane,Eagle,Idaho. She has clarification questions to comments that were made tonight. Will people be forced to shoot only in the shooting range?How many users will need to come online to the fiber system each year for it to be sustaining? Paul Blatin,5973 West Torraland,Idaho.He is a resident of Avimor. He speaks about the gun range in Avimor. He expresses that Eagle is very unique and calls Eagle"home." Tammy Bromlee, 8856 Silverspur Lane, Middleton, Idaho. She is a former teacher at West Ada, she was on the school board and is also an equestrian user. She has concerns with the shooting range location. Elizabeth Olsen, 5635 West Rosslare Drive, Eagle, Idaho. She has been a resident of Eagle for 7 months now and is grateful for the Council and appreciates the openness of discussion. 4.
