Minutes
The Design Review Board met in regular session January 27, 2022, Grubb presiding.
1. CALL TO ORDER: Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, LINDGREN, MERRILL, MIHAN.
Absent: GERMANO. A quorum is present.
Milian and Lindgren recuse themselves from the consent agenda.
ALL CONSENT AGENDA ITEMS ARE ACTIONITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless a Design Review Board member, City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion.
Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.

B. Findings of Fact & Conclusions of Law for the Approval of DR-60-21 — 17 Townhome
Buildings (91-units) within Molinari Park Subdivision — Holmes Homes: Holmes Homes,
represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design review
approval for seventeen (17) twnhome buildings (91-units) within Molinari Park Subdivision
(one — 10,933-SF, one — 10,492-SF, one — 11,374-SF, four — 10,792-SF, two — 6,695-SF, two —
19,858-SF, two — 8,066-SF, one — 13,432-SF, one — 15,614-SF, one — 21,584-SF, and one —
21,874-SF). The 2.8-acre site is located on the south side of East Plaza Drive approximately 300-

Facility No. 1 within Spring Valley PUMP No. 1 GWC Capital: GWC Capital, represented by

booster pump facility No. 1 within Spring Valley PUMP No. 1. The site is located 2-miles east of
State Highway 16 within the Spring Valley Development (Ada County Assessor parcel number

4. UNFINISHED BUSINESS:
Mihan and Lindgren recuse themselves from applications 4A and 4B
A. ACTION ITEM: DR-61-21 — Multi -tenant Retail/Restaurant Building within East End
Marketplace — Rennison Companies: Rennison Companies, represented by Walter Lindgren
with Lindgren:Labrie Architecture, is requesting design review approval for a 8,163-square foot
multi -tenant retail/restaurant building within East End Marketplace. The 1.19-acre site is located
on the north side of State Highway 55 approximately 500-feet east of South Edgewood Lane at
650 & 750 South Edgewood Lane and 1800 East Highway 44. This item was continued from the
January 13, 2022, Design Review Board meeting. (ERG)

overview of the application. City Planner, Emily Gero, reviews the application. Board discussion.
Grubb moves to approve DR-61-21 with the standard conditions of approval as written and
the site specifics with the following modifications to the site specifics:
Strike site specific conditions #2, #3 and #4.
Add site specific condition #13: Provide revised elevations depicting the color, height, and
material for the green screens to be approved by staff and one member of the Design
Review Board.
Site specific condition #14: Provide revised information on the lighting for adjustability to
be approved by staff and one member of the Design Review Board.
Site specific condition #15: Provide a revised elevation specifically of the meter pack, gas
meters and the screening of those to be approved by staff and one member of the Design
Review Board.

B. ACTION ITEM: DR-62-21 — Master Sign Plan for a Multi -tenant Retail/Restaurant Building
within East End Marketplace — Rennison Companies: Rennison Companies, represented by
Walter Lindgren with Lindgren:Labrie Architecture, is requesting design review approval for a
master sign plan for a multi -tenant retail/restaurant building in East End Marketplace. The 1.19-
acre site is located on the north side of State Highway 55 approximately 500-feet east of South
Edgewood Lane at 650 & 750 South Edgewood Lane and 1800 East Highway 44. This item was
continued from the January 13, 2022, Design Review Board meeting. (ERG)

Grubb moves to approve DR-62-21 Master Sign Plans with the standard conditions of
approval and the site specifics with the following modifications to the site specifics:
Site specific condition #1: General notes. No. 4 strike second to last sentence and replace
with each end cap unit are permitted up to three signs and interior units are permitted up
to two signs.

NEW BUSINESS:
A. ACTION ITEM.- DR-72-21 — Common Area Landscaping within Snoqualmie Basin
Subdivision - Red Butte, LLC: Red Butte, LLC represented by Jaime Snyder with T-O
Engineers: Jaime Snyder with T-O Engineers is requesting design review approval of the
common area landscaping within Snoqualmie Basin Subdivision. The 12.84-acre site is located
on the southwest corner of West Floating Feather Road and North Palmer Lane at 183 North
Palmer Lane. (ERG)
Jaime Snyder, T-O Engineers, 2471 S. Titanium Place, Meridian, Idaho provides an overview of
the application and responds to questions from the Board. City Planner, Emily Gero, reviews the

Grubb moves to approve DR-72-21 with the standard conditions of approval as written and
the site specifics with the following modifications to the site specifics:
Delete site specific condition #2.
Add site specific condition #3: End of the first sentence or approved by the Foothills Ditch
Company. Design Review Board feels tree mitigation is not needed due to the species and
style of those trees do not add value to the project. The fencing is approved as it has been
used in other areas of the subdivision and its backed up possibly against a solid fence.

B. ACTION ITEM: DR-73-21 One Subdivision Entry Monument Sign for Snoqualmie Basin
Subdivision - Red Butte, LLC: Red Butte, LLC represented by Jaime Snyder with T-O
Engineers, is requesting design review approval for one subdivision entry monument sign for
Snoqualmie Basin Subdivision. The 12.84-acre site is located on the southwest corner of West
Floating Feather Road and North Palmer Lane at 1833 North Palmer Lane. (ERG)

Grubb moves to approve DR-73-21 with the standard conditions of approval as written and
the site specifics with the additional site specifics:
Site specific condition #4: Applicant shall address the heights of the corten panels with
respect to required engineering and the location of the pots so they do not interfere with
sidewalk and anchoring of the sign to the ground to prevent much sway to be approved by
staff.

C. ACTION ITEM. DR-64-21 MOD — Common Area Landscaping Around Booster Pump

area landscaping around well house facility No. 1 within Spring Valley PUMP No. 1. The site is
located approximately 'h-mile east of State Highway 16 within the Spring Valley Development

requesting design review approval of the common area landscaping and two additional buildings
within the wastewater treatment plant within Spring Valley PUMP No. 1. The site is located
approximately 3,200-feet east of State Highway 16 within the Spring Valley Development (Ada
County Assessor parcel number S0327311100). (BAW)

site specifics with the following comment to refer to packet 5C for general note.

Grubb moves to approve DR-74-21 with the standard conditions of approval as written and
with the following modifications to the site specifics:
Add site specific condition #9: Revised details to include all access ladders to roof and any
venting to be approved by staff and two members of the Design Review Board.
Site specific condition #10: Provide revised drawings and samples of color for the exterior of
the structure to be approved by staff and two members of the Design Review Board.
Site specific condition #11: Provide revised drawings showing the retaining walls, materials
and heights to be approved by staff and one member of the Design Review Board.
Site specific condition #12: Provide some type of site survey, line of site to understand how
visible these will be from the Valley, as well as the surrounding areas to be approved by
staff and two members of the Design Review Board.
Comment: If the applicant wants to do a natural roof, the Board wouldn't be opposed, if the
applicant would like to do something like that.
Seconded by Duperault. ALL AYES ... MOTION CARRIES.
H. ACTION ITEM DR-75-21 — Spring Valley Water Tank No. 2 — GWC Capital: GWC Capital,
represented by Eric Langvardt with Langvardt Design Group is requesting design review
approval of the common area landscaping and water tank No. 2 within Spring Valley PUMP No.
1. The site is located approximately 2.22-miles east of State Highway 16 within the Spring
Valley Development (Ada County Assessor parcel number S0314110000). (BAW)
Grubb moves to approve DR-75-21 with the same conditions as DR-74-21.
