ROLL CALL: Present: SAYER, GREER, DUPERAULT, LINDGREN, MERRILL Absent: GRUBB, MIHAN. A quorum is present. Lindgren presiding as Chairman. 3. ALL CONSENT AGENDA ITEMS AREA CTION ITEMS. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for the Approval of DR-26-22 — Common Area Landscaping within Terra View Subdivision, including a Clubhouse and Pool — Terra View: Terra View, represented by Jaime Snyder with T-O Engineers, is requesting design review approval for the common area landscaping within Terra View Subdivision, including a 3,378-square foot club house and pool. The 331.9-acre site is located on the northeast corner of West Beacon Light and State Highway 16 at 8040 West Beacon Light Road. (BAW) B. Findings of Fact and Conclusions of Law for the Approval of DR-27-22 — Two Subdivision Entry Features and One Subdivision Entry Monument Sign for Terra View Subdivision — Terra View: Terra View, represented by Jaime Snyder with T-O Engineers, is requesting design review approval for two subdivision entry features and one subdivision entry monument sign for Terra View Subdivision. The approximately 330.8-acre site is located on the northeast corner of West Beacon Light Road and State Highway 16. (ERG) C. Findings of Fact and Conclusions of Law for the Approval of DR-29-22 — Common Area Landscaping, Pool House, Pool, and 23 Townhome Buildings (124-units) within Skyview Subdivision — Lennar Homes of Idaho, LLC: Lennar Homes of Idaho, LLC, represented by Dave Yorgason with Tall Timber Consulting, is requesting design review approval for 23 townhome buildings (124- units), common area landscaping, pool house, pool, and amenities within Skyview Subdivision. The 15.36-acre site is located on the northwest corner of North Park Lane and State Highway 44 at 101 North Park Lane. (BAW) Merrill moves to approve the consent agenda as presented. DR-07-22 — Vehicle Storage Building Associated with the Wastewater Treatment Facility for Eagle Sewer District — Eagle Sewer District: Eagle Sewer District, represented by Lowell Alseth with ZGA Architects and Planners, Chartered, is requesting design review approval for a 4,200- square foot vehicle storage building associated with the wastewater treatment facility. The 14.46-acre site is generally located on the southeast corner of State Highway 44 and South Urban Gate Avenue approximately 300-feet south of State Highway 44 at 100 South Urban Gate Avenue. (ERG) This item was continued from the April 14, 2022 Design Review Board meeting. Lowell Alseth, ZGA Architects and Planners, 300 E. Mallard Drive, Boise, provides an overview of the application. ACTION ITEM: DR-03-09 MOD3 — Restored Community Church Building — Restored Community Church: Restored Community Church, represented by Randy Haverfield with Architecture Northwest, PA, is requesting design review approval for a 26,818-square foot church building. The 5.51-acre site is located on the south side of West Floating Feather approximately 1,000- feet east of North Park Lane at 3633 West Floating Feather. ACTION ITEM: DR-33-22 — Restaurant Building in Truman Cove Subdivision No. 4 — MCRF Properties, LLC: MCRF Properties, LLC, represented by Zach Turner with Rennison Companies, is requesting design review approval for a 9,431- square foot restaurant building in Truman Cove. The 0.53-acre site is located on the south side of East Riverside Drive approximately 200-feet east of South Stellar Cove Avenue at 2121 East Riverside Drive within Truman Cove Subdivision No. 4.
