Davis, P.E. / ' Aufri) City Engineer Gv Subject: Transportation Studies—Shooting Range, Sports Park HECO Engineers proposes to complete the Transportation Studies for the proposed shooting range and the Eagle Sports Park through a subcontract with Kittelson and Associates (Kittelson). Both HECO Engineers and the City of Eagle have successfully worked with Kittelson on previous projects. The proposed Scopes of Work and costs for both studies have been reviewed by Nichoel Baird Spencer and are summarized below. Detailed Scopes of Work are attached (prepared by Kittelson). Shooting Range Scope of Work • Phase 1 — Project Scoping: Coordination with agencies, review of the proposed development, and confirmation of the likely scope of work for the trip generation letter and collection of land use specific traffic counts to determine an appropriate trip generation rate for the shooting range. • Phase 2 — Trip Generation Letter: A formal trip generation letter for the project based on the scope identified in Phase 1 will be prepared for development review. • Phase 3— Follow Up Work & Meetings: This includes additional meetings and follow-up work after the submittal of the Trip Generation Letter to respond to questions and additional meetings and hearings not included in the scope of work for previous phases. Costs We propose to conduct the Phase 1 and 2 services on a lump sum basis for$15,400. Phase 3 will be on a Time& Materials Basis as needed. ,lpo(r�d by ha l ii/y/a.2 Sports Park Scope of Work • Phase 1—TIS Scoping: Coordination with agencies and the developer of the Spring Valley development, review of the proposed development, and confirmation of the likely scope of work for the transportation impact study (TIS) and collection of land use specific traffic counts to determine an appropriate trip generation rate for the sports park. • Phase 2—TIS: A formal TIS for the project based on the land uses identified in Phase 1 will be prepared for development review. • Phase 3— Follow Up Work & Meetings: This includes additional meetings and follow-up work after the submittal of the TIS to respond to questions and additional meetings and hearings not included in the scope of work for previous phases. This phase also includes any additional work pertaining to gaining access permits from ITD assuming the development will be accessed directly through ITD facilities (SH- 16). Costs We propose to conduct the Phase 1 and 2 services on a lump sum basis for $39,600. Phase 3 will be on a Time & Materials Basis as needed. 419 Gd h� eai ia 7 Co/111 - HECO Engineers Page 1 \J v � City of Eagle Transportation Studies SHOOTING RANGE - SCOPE OF WORK PHASE 1 — PROJECT SCOPING Phase 1 includes coordinating with ACHD and the City of Eagle to confirm the project scope of work and assumptions and identify potential issues or concerns regarding the site layout and off- site roadway and intersection impacts. • Obtain the latest site plan in CAD and PDF format. • Review background information related to the site location and access spacing requirements for ACHD. • Review the site plan layout as it relates to ACHD local street policy and their Master Street Map. • Work with the development team regarding internal street layout and connections to the existing street network. • Given the nature of this development, the standard reference manual ITE Trip Generation Manual, 11th Edition does not provide a representative land use to develop a trip generation estimate. As such, it is recommended to use an existing site with a similar land use to develop a trip generation rate. Site access traffic counts will be collected at the similar use for up to two peak hour periods (2 hours) for two days each to create a trip generation estimate for the weekday p.m. peak hour trips and weekend peak hour trips for the Eagle Shooting Range. • The City of Eagle will supply recent data from a similar site (Nampa Rod and Gun Club) that will be used to assist in trip generation estimates for the Eagle Shooting Range. • Conduct a meeting with ACHD and the City of Eagle to determine a scope of work for the project, including study area, analysis scenarios, and how to present findings. • Submit an email to ACHD confirming the scope of work outlined in the meeting. ITD will be Cc'd on the email to confirm they have no concerns with the project. PHASE 2 —TRIP GENERATION LETTER Phase 2 includes preparing a trip generation letter for the proposed development. The letter will be based on the scope of work defined in Phase 1 and agency requirements. Following is an estimated scope of work based on our review of the site and prior experience. This scope of work and budget may change based on the results of Phase 1 and scoping with ACHD. A. Data Collection • Confirm the latest proposed land uses and site layout for the development with the client. • Obtain the latest site plan in CAD and PDF format, as well as a list of anticipated land-uses and sizes. • Visit the site and identify the existing physical and operational characteristics of the adjacent roadway facilities; including lane configurations, sight distances, street widths, and posted speeds. • Obtain and review crash data from ITD on the study roadway. • Obtain 24-hr tube counts for a typical weekday and weekend on one segment, anticipated to be Willow Creek Road. • Review ACHD plans and policies to identify if any planned improvements exist for the study roadways. HECO Engineers Page 2 City of Eagle Transportation Studies • Determine a growth rate for the study roadway based on our knowledge of traffic patterns in the area. • Coordinate with ACHD to determine if any other in-process developments exist in the study area. If so, obtain the traffic impact studies for these developments to include as background traffic volumes. • Review planned roadway improvements related to any in-process developments. B.Trip Generation • Confirm trip generation for the development used in the scope of work. C.Operational Analysis • Perform a weekday p.m. peak hour and weekend midday peak hour operational analysis on the study roadway under existing conditions. • Perform a safety analysis on the study roadway based on the historical crash data. • Evaluate the weekday p.m. peak hour and weekend midday peak hour operational analysis on the study roadway under the buildout year background traffic conditions (without site generated traffic volumes). • Evaluate the weekday p.m. peak hour and weekend midday peak hour operational analysis on the study roadway and site accesses under the buildout year total traffic conditions (including site generated traffic volumes). • Analyze the 95th percentile vehicle queues at the site accesses under total traffic conditions. • Evaluate the need for turn lanes at the site accesses. • Evaluate the proposed access connections and internal circulation streets with respect to ACHD criteria regarding access spacing and daily traffic thresholds on local street connections. • Identify necessary mitigations on the study roadway to meet agency operational standards under existing, background, and total traffic conditions. • Attend one conference call to discuss the results of the analysis with the City of Eagle if desired by the client. D.Trip Generation Letter • The shooting range is not expected to be a major trip generator and is not likely to significantly impact the surrounding transportation network. As such, a formal TIS is likely not going to be required by ACHD,and a trip generation letter will likely be sufficient. • Prepare a trip generation letter summarizing the tasks included in Phase 2. A draft letter will be provided to the client and/or project team prior to submittal. • The TIS review fee (if required by ACHD) of$500 will be paid by Kittelson for the initial review of the Trip Generation Letter. PHASE 3 —ADDITIONAL MEETINGS & FOLLOW UP WORK (TIME & MATERIALS) Phase 3 includes all additional meetings, hearings, or analyses that may be needed to support the project as the Trip Generation Letter is reviewed, and the property progresses through the City approval process. The need for the services described below varies significantly based on the project issues and comments received from the agencies. All work not specifically requested by the client will be confirmed with the client prior to completion of the work. HECO Engineers Page 3 City of Eagle Transportation Studies SPORTS PARK - SCOPE OF WORK PHASE 1 —TIS SCOPING Phase 1 includes coordinating with ACHD, ITD and the City of Eagle to confirm the TIS scope of work and assumptions and identify potential issues or concerns regarding the site layout and off-site roadway and intersection impacts. - Obtain the latest site plan in CAD and PDFformat. - Review background information related to the site location and accessspacing requirements for ACHD and ITD. - Coordinate with the developers of Spring Valley to confirm access point(s) into the proposed development, whether access will be through private or public roadways. - Review the site plan layout as it relates to ACHD local street policy and their Master Street Map. - Work with the development team regarding internal street layout and connections to the existing street network. - Review the proposed interim site access at (Emmett Highway) SH-16/Equest Lane in relation to the planned SH-16 access for the Spring Valley development to ensure no conflictsexist. - Given the nature of this development, the standard reference manual ITE Trip Generation Manual, 11th Edition does not provide a representative land use to develop a trip generation estimate.As such,it is recommended to work with the City of Eagle,ACHD,and ITD to identify two local sites that provide a sports park similar to that proposed by the project. Once the representative sites have been identified, traffic counts will be collected at those sites for two peak periods (assumed to be the weekday PM peak period and a weekend peak period). These counts will be used to create a trip generation estimate for the weekday p.m. peak hour trips and weekend peak hour trips for the development potential of the site. - Obtain an area of impact analysis from COMPASS specific to the site.The cost of this is assumed to be approximately$500 and is included in this scope and budget. - Develop a draft trip distribution based on the COMPASS area of impact modeling. - Coordinate with ACHD and ITD to review the access locations,scope of work, and identify issues to be addressed in the TIS if necessary. - Prepare a scope of work memorandum and submit to ACHD and ITD for confirmation on the study time periods, study intersections, and analysis scenarios for the TIS. - Respond to questions and comments on the scoping memorandum and update and finalize the TIS scope. The TIS will be based on the scope of work defined in Phase 1 and agency requirements. Following is an estimated scope of work based on our review of the site and prior experience. This scope of work and budget may change based on the results of Phase 1 and scoping with ACHD and ITD. A. Data Collection ▪ Confirm the latest proposed land uses and site layout for the development with the client. • Obtain the latest site plan in CAD and PDF format, as well as a list of anticipated land-uses and sizes. • Visit the site and identify the existing physical and operational characteristics of the adjacent roadway facilities; including lane configurations, sight distances, street widths, and posted speeds. ■ Obtain and review crash data from ITD on the study roadways and at the study intersections. • Obtain weekday p.m. peak and weekend midday peak period traffic counts at up to four(4)study intersections,anticipated to include at a minimum: o SH-16/Equest Lane o SH-16/Pollard Lane o SH-16/Beacon Light Road • Obtain 48-hr tube counts on one segment, anticipated to include: o SH-16 o Equest Lane o Pollard Lane • Review ACHD and ITD plans and policies to identify if any planned improvements exist for the study roadways and intersections. • Coordinate with ACHD to determine if any other in-process developments exist in the study area. If so, obtain the traffic impact studies for these developments to include as background traffic volumes. B.Trip Generation/Trip Distribution - Confirm trip generation for the development used in the scoping memo. • Verify trip distribution used in the scoping memo. • Assign the estimated peak hour trips to the study intersections and access points based on the estimated trip distribution pattern. C.Operational Analysis • Perform a weekday p.m. peak hour and weekend midday peak hour operational analysis at the study intersections under existing conditions. • Perform a safety analysis at the study intersections based on the historical crash data. • Evaluate the weekday p.m. peak hour and weekend midday peak hour operational analysis at the study intersections and roadway segments under the buildout year background traffic conditions (without site generated traffic volumes). HECO Engineers Page 5 City of Eagle Transportation Studies - Evaluate the weekday p.m. peak hour and weekend midday peak hour operational analysis at the study intersections, site accesses, and roadway segments under the buildout year total traffic conditions (with site generated traffic volumes). - Analyze the 95th percentile vehicle queues at the study intersections and site accesses for the site under existing, background, and total traffic conditions. - Evaluate the need for turn lanes at the site accesses. - Evaluate the proposed access connections and internal circulation streets with respect to ACHD criteria regarding access spacing and daily traffic thresholds on local and collector street connections. - Identify necessary mitigations at the study intersections to meet agency operational standards under existing, background, and total traffic conditions. - Attend one conference call with the client to discuss the results of the analysis with the City of Eagle if desired by the client. D.TIS Report - Prepare a report summarizing the tasks included in Phase 2 that follows the TIS requirements for ITD and ACHD.A draft report will be provided to the client and/or project team prior to submittal. - The TIS review fee required by ACHD of$500 will be paid by Kittelson for the initial review of the TIS.
