City of Eagle
2022
Scope
The City of Eagle plans to begin a compensation analysis in 2022 to assess external
competitiveness and internal equity. Updated job descriptions are needed in order to complete a
compensation analysis.
The City of Eagle engaged the professional services of AmeriBen HR Consulting to conduct a pilot
update of 5 job titles (effectively updating 10 job descriptions) to adequately scope the full
project and to refine the approach to update the City's job descriptions.
The City currently has approximately 81 job descriptions.Upon completion of the Pilot, there are
71 job descriptions to be updated.Approximately 18 of these job descriptions represent
variations such as seasonal or part time that could be combined into a single description per job,
representing approximately 8 jobs.This reflects a final deliverable of approximately 61 job
descriptions.
To accomplish the update to its job descriptions,AmeriBen HR Consulting is pleased to provide
the City of Eagle with the following project options:
Option#1
The project flow for Option #1 will entail the following steps:
• City of Eagle to identify participating employees,one incumbent per job title
• Participating employees will complete a Position Description Questionnaire (PDQ)provided by
AmeriBen
• Participating employees will review the current job description (JD),note anything that they feel
has changed or any detail that is missing
• AmeriBen will review the PDQ and notes from incumbents,and then use this information to
redline edit job descriptions with updates and notes (using Microsoft Word Track Changes)
• Redlined JDs sent through secure file transfer for City of Eagle to review
• City of Eagle to verify updates, acceptor reject redline edits, finalize own JDs
City of Eagle will provide to AmeriBen participating incumbents' names and contact information.
City of Eagle will provide current job descriptions to participating incumbents. Project work by
AmeriBen includes emailing PDQ to incumbents and answering any questions through email,
time spent reviewing PDQ and updated job descriptions,editing time, and ensu ring JD details
capture Equal Pay Act factors —skill, effort,responsibility, and working conditions. Redline edits
will be placed on the section(s) of the jobs where updates are proposed including:the job
summary, duties and responsibilities, knowledge, skills, and abilities, and
qualifications/education and experience.Option #1 does not include comprehensive re-write of

duties; edits will reflect updates based on incumbent input. Meetings, anticipated to be 3-5 as
needed,may be held at a mutually agreeable time.
Project timeline dependent on receipt of input from participating incumbents and time to edit.
Anticipated project timeline is approximately 45-60 days.
Option#2
The project flow for Option #2 will entail the following steps:
• City of Eagle and AmeriBen HR Consulting collaboratively standardize the City's job description
template,which includes
❑ Identification of section title conventions and consistency(e.g.,'Education and Experience'
vs.'Minimum Qualifications')
❑ Identify any boilerplate language to be used across all job descriptions (e.g.,organizational
values statement, ADA accommodation statement,authorization to work in US, etc.)
❑ Once finalized,the updated template will be fixed,any further changes will be captured in
a list given to the project sponsor for organizational implementation
• City of Eagle to identify participating employees,one incumbent per job title
• Participating employees will complete a Position Description Questionnaire (PDQ)provided by
AmeriBen
• Participating employees will review the current job description (JD),note anything that they feel
has changed or any detail that is missing
• AmeriBen will convert existing JD content into new,standardized template
• AmeriBen will review the PDQ and input from incumbents,using this input to edit each job
description's sections, combining and editing details as needed
• AmeriBen will meet with City of Eagle leadership to review each of the updated JDs
• AmeriBen will finalize the JDs as approved or will make updates as recommended by City
leadership
• AmeriBen to finalize JDs based on direction from City of Eagle, final deliverable will be clean
(redlines accepted)updated job descriptions in Word format
City of Eagle will provide to AmeriBen participating incumbents' names and contact information.
City of Eagle will provide current job descriptions to participating incumbents. Project work by
AmeriBen includes emailing PDQ to incumbents and answering any questions through email,
time spent reviewing PDQ and updated job descriptions,editing time, and ensuring JD details
capture Equal Pay Act factors -skill, effort,responsibility,and working conditions. Project work
also includes time spent implementing changes and edits based on input from City leadership.
Approximately 61 meetings -one to review each job title -with City leadership may be held at a
mutually agreeable time. Option #2 includes research as needed and includes revising job
summary,job duties and responsibilities, knowledge, skills, and abilities, and
qualifications/education and experience.
Project timeline dependent on receipt of input from participating incumbents and time to edit.
Anticipated project timeline is approximately 90-120 days.

Both Options
Will update job descriptions as though the position were vacant. Incumbent experience,training,
or performance is not a consideration.
Will include a cross-reference of the position title on the job description and the title listed on the
City's Kinds and Levels chart.This will be delivered as a list of any discrepancies between the
title on the job description and the title on the K&L chart.
Will include a statement regarding departmental hierarchy implications (i.e., do the titles make
sense based on the department org chart or typical career progression).This will be delivered as
a document listing any titles observed as affected,and brief description of the concern.
Will not include FLSA analysis.
Will not include standardization of language outside of boilerplate info that is identified for
Option #2.
