Minutes - 2022 - City Council - 05/24/2022 - Regular EAGLE CITY COUNCIL MEETING MINUTES May 24,2022 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: GINDLESPERGER, PIKE, BAUN, RUSSELL. All present. A quorum is present. 3. PLEDGE OF ALLEGIANCE: 4. ADDITIONS,DELETIONS OR MODIFICATIONS TO THE AGENDA: A. Mayor and Council Reports: Gindlesperger reports on the Joint Library Board and Council meeting.As discussed at the meeting,the Board is interested in creating office space for the Library Director, something else and a potential satellite location on the west side of the city. The Arts Commission held a reception for the Art That's Small event and had a nice turn out. The Commission is investigating a possible mural project in downtown, that may cross fiscal years. Pike thanks City Staff for attending a downtown infrastructure meeting was held last week. B. City Hall Department Supervisor Reports: Chief Wilke reviews Eagle Police statistics. 1. City Treasurer,Financial Reports for April. C. City Attorney Report: 6. PUBLIC COMMENT 1: The Eagle City Council is taking both in-person and remote public comment via WebEx. Out of courtesy for all who wish to speak,the City Council requests each speaker limit their comments to three (3) minutes. Barbara McGunn 9201 Grand Mason Eagle, Idaho. Ms. McCunn states she is representing the equestrian population of the community. They are not opposed to the shooting range, but they are opposed to the location. They have met with Spring Valley and Avimor representatives and had good conversations. However, the proposed site of the shooting range will eliminate the current parking used for equestrians, the noise associated with the range would startle the horses. They understand that they do not own the property, but remain opposed to the proposed range location. Discussion. Tami Bromley 8866 W. Silver Springs Lane Middleton,Idaho.Ms.Bromley has been riding in the Eagle foothills for the last 20 years. She is in favor of the shooting range, but not the proposed location. Avimor has graciously allowed equestrian riders to use their property. She would hope that more public input would be sought. Discussion. Authorization of use of ARPA Funds-Purchase of interior digital signage for City Hall: Staff is requesting Council approval of the purchase of devices, hardware and software for digital display devices to be utilized at City Hall. The cost shall not exceed$4,000.Approved purchasing procedures will be followed for all expenditures. Staff is recommending the use of ARPA funds for this expenditure. (DNG&TEO) E. Authorization to use ARPA funds to enhance and upgrade security measures for Eagle City Hall. The City has received an estimate of $14,309.71 from Integrated Security Resources, Inc., to replace the existing Intrusion Alarm Panel and Keypads with Bosch, add devices for new areas,and add a wireless receiver for panics.Approved purchasing procedures shall be followed for all expenditures. (DNG&KR) F. Authorization to use ARPA funds to enhance security to the City of Eagle Museum. The City has received an estimate of$2,894.85 from Integrated Security Resources, Inc., to add a camera,a wireless panic button and a high powered wireless repeater to communicate with the alarm panel in City Hall. Approved purchasing procedures shall be followed for all expenditures.(DNG&KR) G. Authorization of use of ARPA Funds - Fiber Optic Project: Staff is requesting Council approval of dedication of ARPA funds in an amount not to exceed$118,776.48 for the purchase of fiber optic vaults to be used for the fiber optic installation.Approved purchasing procedures will be followed for all expenditures. DR-99-05 MOD—Galileo STEM Academy Field Modification—Galileo STEM Academy: Galileo STEM Academy, represented by Melissa Drew with The Land Group, Inc., is requesting design review approval to convert the existing lawn field and play area mulch to a synthetic turf. The 2.61-acre site is located on the southeast corner of North Linder Road and West Saguaro Drive at 4735 West Saguaro Drive.(ERG) I. Site specific condition#26 the applicant shall be permitted to submit a cash surety as allowed in Eagle City Code 9-4-2-2 for the pathway improvements located with in lot 1 block 2 of Rene Commons. The open areas area a very important part of the appeal aspect of the subdivision. Tami Brohmley 8866 Silver Spur Middleton Idaho. Ms.Brohmley asks if Highway 44 and Palmer is scheduled to be signalized to improve safety. Tamara Thompson states that the applicant had voluntarily provided a revised plan was submitted last Thursday,addressing several of the conditions of approval. Baun asks if the applicant would be willing to participate in the Conservation and Education Program (CEP) to offset the loss of agriculture land or open space or they may submit a plan to offset the loss of open space and agriculture land.Baun asks if they would consider utilizing some of the open space as a dog park. Mr.Thompson asks for clarification on the CEP, how it would be implemented and the legality of incorporation into the CC&R's City Attorney Victor Villegas reviews the CEP language and how it is incorporated into the CC&R's.
