CALL TO ORDER: Meeting called to order at 6:00 p.m. ROLL CALL: Present:, GUERBER, MCLAUGHLIN, SMITH. MCCAULEY Absent:. WRIGHT A quorum is present. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS. A. ACTION ITEM- A-12-21/RZ-18-21 & PP-19-21 — Farmstead Landing Subdivision — WH Eagle 80, LLC: WH Eagle 80, LLC, represented by Dave Yorgason, is requesting an annexation, rezone from RUT (Rural -Urban Transition — Ada County designation) to R-2-DA (Residential with a development agreement [in lieu of a PUD]), and preliminary plat approvals for Farmstead Landing Subdivision, a 167-lot (140-buildable, 27-common) residential subdivision. The 80.23- acre site is located on the north side of West Floating Feather Road between North Park Lane and North Linder Road. (MNB) City Planner, Morgan Bessaw, provides explanation for a second public hearing on application A- 12-21/RZ-18-21 & PP-19-21 — Farmstead Landing Subdivision. Dave Yorgason, 14254 West Battenburg Drive, Boise ID, the applicant's representative. Yorgason provides an overview of the application. Yorgason responds to questions from the Commission. City Planner, Morgan Bessaw, provides an overview of the application. Planner Bessaw responds to questions from the Commission. Chairman Guerber opens the public hearing. Laura Swanson, 1000 Park Lane. Swanson opposes the application, and expresses concerns related to traffic increases and water uses. Swanson responds to questions from the Commission. Denver Lowe, 1830 North Racing Water Place. Lowe requests larger copies of the plans being reviewed this evening. Mr. Lowe was directed to submit a public records request. Dave Yorgason, the applicant's representative, addresses concerns raised during the public hearing and provides rebuttal. McCauley moves to approve A-12-21/RZ-18-21 & PP-19-21 — Farmstead Landing Subdivision — WH Eagle 80, LLC with the three items already included to include ... the addition of the fourth: to install additional buffering on the north end of the site. Seconded by McLaughlin. Planner Bessaw provides additional clarification on required landscaping on private properties. City Planner, Mike Williams, provides clarification on the original motion. McCauley moves to amend motion to strike site -specific condition #4. Second concurs. ALL AYES ... motion carries. B. ACTION ITEM. CU-05-22 — Waiver of Lot Coverage — Jared Borg: Jared Borg, represented by Curt Barber, is requesting a conditional use permit to waive the 15% lot coverage requirement of the R-E zone to permit the construction of a 5,400 square foot detached garage building, bringing total lot coverage up to 16.3%. The 1.9 acres site is situated on the North side of West Washam Road, at 1450 West Washam Road. (MNB) Curt Barber, 2437 East Chalice Drive, Meridian ID, the applicant's representative. Barber provides an overview of the application. Jared Borg, 1450 West Washam Road, the applicant. Borg provides an overview of the application. Borg responds to questions from the Commission. City Planner, Morgan Bessaw, provides an overview of the application. Planner Bessaw responds to questions from the Commission. Planner Williams responds to questions from the Commission. Chairman Guerber opens the public hearing. Ron Stone, 1495 Washam Road. Stone supports the application in favor of providing a place to park potential nuisances and other items typically parked on the road. Curt Barber and Jared Borg address concerns raised during the public hearing and provides rebuttal. Chairman Guerber closes the public hearing. McLaughlin moves to approve CU-05-22 — Waiver of Lot Coverage — Jared Borg. Seconded by McCauley. McLaughlin restates motion to recommend approval of CU-05-22 — Waiver of Lot Coverage — Jared Borg with all site -specific conditions of approval from staff. Second concurs. ALL AYES ...
