May 12, 2022
Minutes
CALL TO ORDER: Meeting called to order at 6:03 p.m.
ROLL CALL: Present: DUPERAULT, LINDGREN, MERRILL, GREER. Absent: GRUBB,
SAYER, MIHAN. A quorum is present.
Lindgren presiding as Chairman.
Board member Lindgren introduces new Board member Jo Greer.
Board member Mihan arrives at 6:05 and is present for the meeting.
3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless a Design Review Board member, City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion.
Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-21-22 — Common Area
Landscaping within Kody Corner Subdivision — Rowe Sanderson: Rowe Sanderson,
represented by Ben Semple with Rodney Evans & Partners, PPLC, is requesting design
review approval for the common area landscaping within Kody Corner Subdivision. The 3.5-
acre site is located on the west side of North Parkinson Street at 525 North Parkinson Street
and 543 North Parkinson Street. (ERG)
C. Findinl4s of Fact and Conclusions of Law for the Approval of DR-22-22 — Common Area
Landscaping along Aerie Way within Sprint Valley PUMP No. 1— GWC Capital: GWC
Capital, represented by Eric Langvardt with Langvardt Design Group, is requesting design
review approval of the common area landscaping along Aerie Way within Spring Valley
PUMP No. 1. The 14.55-acre site begins approximately 1.07-miles east of State Highway 16
and 1.37-miles north of the terminus of Hartley Road within Spring Valley PUMP No. 1 (Ada
County Assessor parcel numbers S0322141800, S0323110015, and S0323336000). (BAW)
D. Findings of Fact and Conclusions of Law for the Approval of DR-23-22 — Common Area
Landscaping alone Big Gulch Parkway, Linder Road, and Aerie Way (East) within
Spring Valley PUMP No. 1— GWC Capital: GWC Capital, represented by Eric Langvardt
with Langvardt Design Group, is requesting design review approval of the common area
landscaping along Big Gulch Parkway, Linder Road, and Aerie Way (east) within Spring
Valley PUMP No. 1. The 67.46-acre site begins approximately 0.74-miles east of State
Highway 16 and 1.25-miles north of West Beacon Light Road within Spring Valley PUMP
No. 1 (Ada County Assessor parcel numbers S0327311100, S0327130000, S0327110000,
S0326142300, S0326220000, S0323336000, S0323110015, and S0324130000). (BAW)
E. Findings of Fact and Conclusions of Law for the Approval of DR-24-22 — Two
Community Entry Monument Signs for Spring Valley Subdivision — GWC Capital: GWC
Capital, represented by Eric Langvardt with Langvardt Design Group, is requesting design
review approval for two community entry monument signs on both Aerie Way and Linder
Road within Spring Valley PUMP No. 1. Two community entry signs are proposed to be

within the park like setting to the southeast of the clubhouse to be reviewed by staff and
one member of the Board.
Site specific condition #20: Approve the proposed alternative method of compliance as
provided which will reduce the required plant material to 60% of what is typically
required with increases as proposed with the specified plant materials, sizes of trees to be
specifically identified in calipers to be reviewed by staff and one member of the Board.
Seconded by Milian. Discussion.
Lindgren amends the motion #5 the commercial landscape buffer will be deferred until
the signing of the first plat of phase four of the residential portion or the signing of the
final plat, of the commercial plat, whichever one comes first.

B. ACTIONITEM: DR-27-22 — Two Subdivision Entry Features and One Entry Monument
Sign for Terra View Subdivision — Terra View: Terra View, represented by Jaime Snyder
with T-O Engineers, is requesting design review approval for two subdivision entry features
and one subdivision entry monument sign for Terra View Subdivision. The approximately
330.8-acre site is located on the northeast corner of West Beacon Light Road and State
Highway 16. (ERG)
Jaime Snyder, T-O Engineers, 2471 S. Titanium Place, Meridian presents an overview of the
application. City Planner, Emily Gero, provides an overview of the application. Board
discussion.
Marty Goldstein, 4601 W. Floating Feather, Eagle, responds to questions from the Board
regarding the entry features.
Lindgren moves to approve DR-27-22 presented with the standard conditions of
approval as written with the following condition.
Add site specific condition #5: Applicant to provide an elevation of the backside of the
monument sign, which is the two flanking arms to be provided for review by staff and
one member of the Board.
Seconded by Merrill. ALL AYES... MOTION CARRIES
C. ACTION ITEM.- DR-29-22 — Common Area Landscaping, Pool House, Pool, and 23
Townhome Buildings (124-units) within Skyview Subdivision — Lennar Homes of Idaho,
LLC: Lennar Homes of Idaho, LLC, represented by Dave Yorgason with Tall Timber
Consulting, is requesting design review approval for 23 townhome buildings (124-units),
common area landscaping, pool house, pool, and amenities within Skyview Subdivision. The
15.36-acre site is located on the northwest corner of North Park Lane and State Highway 44 at
101 North Park Lane. (BAW)
Dave Yorgason, 14254 W. Battenberg Drive, Boise provides an overview of the application.
Jeff Addison, Kevin L. Crook Architects provides additional details of the application. Greg
Baer Design, Greg Baer Architects, provides additional details of the application. Barry
Pattison, Kevin L. Crook provides additional details of the application. Amanda Bidwell,
Neudesign Architecture, 725 E. 2nd Street, Meridian provides overview of pool/club house.
City Planner, Barb Williams, provides an overview of the application. Board discussion.
Lindgren moves to approve DR-29-22 presented with the standard conditions of
approval as written and the site specifics with the following modifications to the site
specifics:
Site specific condition #4: Submit a phasing plan when anticipated power poles to be
removed as the phases progress to be reviewed by staff.

Site specific condition 013: To clarify that the area between the larger ten -foot -wide
concrete pathway along eastside of West Flint Drive, the applicant will provide revised
landscape information as to what sort of landscape or treatment is going to happen
between that pathway and the roadway to be reviewed by staff and one member of the
Board.

If the Cite approves the removal of the trees and does not require mitigation, no additional trees are required.

if the City approves the removal of the trees and does required mitigation, the applicant shall be required to
provide a revised landscape plan showing an additional 132-caliper inches of tree (66, 2-inch caliper trees)
planted on site. The revised landscape plan shall be reviewed and approved by staff prior to the submittal of a
final plat application.
-OR-
If the City approves the removal ofthe trees and does required mitigation, the applicant may opt to pa} an in F
lieu fee into the tree fund in the amount of $23.100.00 (132-caliper inches x $175.00 per caliper inch). The
payment to the tree fund shall be received by the City prior to the submittal of a final plat application.
-OR-
Any other combination of planting additional trees on site and/or a contribution to the tree fund as may be
approved by the City. A revised landscape plan and/or contribution to the tree fund shall be reviewed and
approved and/or submitted to the City prior to the submittal of a final plat application or commencement of any
construction/demolition on the site, whichever occurs first.

shall not be required in this area. The revised landscape plan shall be
reviewed and approved by staff prior to the submittal of a final plat
application.
