1. CALL TO ORDER at 6:00 pm
2. OLL CALL: SOELBERG, LEWIS, HOPKINS, RYZA (Hyer absent)
3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA
4. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
a. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless an Eagle Public Library Board of Trustees member, City Staff, or a citizen
requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order.
b. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted
as part of the Eagle Public Library’s Board of Trustees Agenda approval motion unless specifically stated
otherwise.

5. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library Board of Trustees
regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is
not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy
for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes.
a. Joshua Wysong of 829 W Eagle Landing Court
Addressing a concern about an email promoting a LBGTQ book for family material. Believes that material was pushing
an agenda not in alignment with his values and family values. His children come to the library to obtain resources and
learn, not be presented a specific agenda. Has some ideas for materials he would like to see at the library. (Note: the
Tuttle Twins, as recommended, in the series books and is currently available at the library.)
b. Sarah Hayes of 5505 W Olympic Park Drive
Sarah is a preschool teacher who was offended by the book suggestion in an email. She was disappointed by the
suggested reading materials for preschoolers in Eagle. Sarah has requested books in the past, but Christian books have
not been obtained. She has many things she’s noticed that she believes are harmful.
(Steve clarified that library staff get to select the books due to standing orders with publishers; items that are pulled
and weeded out are those that are not used frequently. A member of the public can formally request the book. Citizens
are welcome to request material reconsideration by filling out the request to review library materials form. This section
on Collection Development is in About Us on the Library Website.
The Board considers Library Bill of Rights; this helps to guide how policies flow. Some materials may be offensive to
some people and may not agree. Collection must be representative of entire community, not just one perspective)
c. April Price of 2642 North Haven Drive
April is a reading therapist. She believes there is a lack of children’s literature and classics available at the library. She
decided to build an extensive home library for home schooling resources and would like to have quality children’s’
literature and a better selection of classics. April believes the teens and tween section is occult and depressing and
believes stories should be of truth and beauty and uplifting books. She doesn’t want to wait for interlibrary loans and
can provide research about how quality literature helps children.

Has been reading in tweens and teens section and doesn’t approve of recommendations from the librarians. This
individual only likes Christian literature.
(There used to be a teen advisory group; Terri advises teens to get involved in the teen advisory group.)
e. Donna Wysong of 829 W Eagle Landing Court
Donna is concerned about the suggestion for the recommendation that came through the email. She doesn’t approve of
tax dollars going towards a specific agenda. Donna asks that we do not put books on stands or in emails that she
doesn’t agree with. She does not think that the ability to request materials is apparent.
6. REPORTS
a. Director’s Report
Circulation for October was up 78% over last year, 46,000 items. New staff member started, with
guest services. Webex and conference line will no longer be available after this meeting.
b. Friends of the Eagle Public Library Report
The Friends of the Eagle Public Library held a luncheon was for volunteers; quite a few showed up,
many more were interested in future participation. Following the luncheon, president and secretary
met with Steve about getting back to business. Book store averaged $188 in sales per week prior to
COVID. Space for bookstore disappeared physically but moved to rolling carts; this still made
$79/week.
Steve gave Friends a very large donation box which can go on back of library with a label for
donations. Steve recommended accepting donations now. Recommended accepting magazines. Steve
installed shelves on West Library (9 feet of storage shelves) for a permanent sales location and agreed
to help advertise the opening of donation opportunity. The annual book sale in the parking lot will
likely be in May or June 2022.
c. Library Liaison / City Hall Reports

d. Board Specialists Reports
i. Growth and Development: nothing to report
ii. Finance: nothing to report
iii. Personnel: Hyer absent, no report
iv. Foundation: Have found 3 founding board members. Met with these members last Friday and
discussed steps for forming the Foundation and avenues for fundraising. There will be a monthly
meeting with Foundation members.
7. OLD BUSINESS
a. None
8. NEW BUSINESS
a. ACTION ITEM: Staff Development Day, request to change scheduled date from the first Thursday of
December to Sunday, December 5, 2021, and the request to close the library for the day.
