1. CALL TO ORDER at 6:03 pm
2. ROLL CALL: HYER, SOELBERG (phone), LEWIS, HOPKINS, RYZA
3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA
4. ACTION ITEM: ELECTION OF BOARD OFFICERS FOR FY 2021/22, with the following roles:
Soelberg: President
Lewis: Vice President
Hopkins: Secretary
Hyer: Past President
Ryza: Newest Member
5. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
a. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless an Eagle Public Library Board of Trustees member, City Staff, or a citizen
requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order.
b. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted
as part of the Eagle Public Library’s Board of Trustees Agenda approval motion unless specifically stated
otherwise.
c. Minutes of September 15, 2021
d. Approval of Bills.
e. Guest Care Policy: Annual policy review. This policy was adopted on October 19, 2016.
f. Collection Development Policy: Annual policy review. This policy was adopted on November 18, 2020.

6. REPORTS
a. Director’s Report
Circulation for September was up 33% with 422,000 items circulating for the fiscal year. There is a
new app on Apple and Play store that will replace the old Lynx app; this will allow library to do
online curbside pickup program.
The consortium agreement coming to an end; a consulting group is working on new agreement. The
consultant will want to meet with one representative for each board.
b. Friends of the Eagle Public Library Report
The Friends may be able to start activities as soon as the first of the year (2022). They will host a
luncheon in November to get volunteers up and running again. The next step will be to come up with
plan with Steve and build up inventory.
c. Library Liaison / City Hall Reports
Ongoing construction on City Hall going well. Scheduled to be completed April 2022.
d. Board Specialists Reports
i. Growth and Development – nothing to report
ii. Finance– nothing to report
iii. Personnel– nothing to report
iv. Foundation—have not been able to get in touch successfully with lead for Foundation. Will work
with Steve on other contacts.

9. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library Board of Trustees
regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is
not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy
for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes.
