1. CALL TO ORDER at 6:01pm
2. ROLL CALL: HYER present, THAEMERT present, SOELBERG absent, MORTENSEN present,
LEWIS present
3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA
a. ADDITION: Mayor Jason Pierce added as new section 4 to the Agenda.
i. Mortensen moved to approve the addition to the agenda, Thaemert seconds.
Approval unanimous.
4. Mayor Jason Pierce: Appeared to introduce himself and express excitement of partnering with the
library and others in the community.
5. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless an Eagle Public Library Board of Trustees member, City Staff, or a citizen
requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order.
Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted
as part of the Eagle Public Library’s Board of Trustees Agenda approval motion unless specifically stated
otherwise.

Approval of Bills
Bulletin Board Policy: Annual policy review. This policy was adopted on August 12, 2019, and last reviewed and
reaffirmed on January 16, 2019. There ae no recommended changes.
Distribution of Free Material: Annual policy review. This policy was adopted on August 12, 2013, and last
reviewed and reaffirmed on February 16, 2019. There are no recommended changes.
Donations: Annual policy review. This policy was adopted on July 8, 2013, and last reviewed and reaffirmed on
February 16, 2019. There are no recommended changes.
Thaemert moved to approve the consent agenda, Mortensen seconds. Approval of consent
agenda unanimous.
6. REPORTS
a. Director’s Report
Circulation increased 4.5% over last year. Phasing out hot spot devices, citing narrow distribution and change
in filtering laws related to minors (Boise and Meridian cited as example of trend). Many new staff members
appeared for introduction, as well as sharing sample marketing materials and marketing research strategy.
b. Library Liaison / City Hall Reports
Councilmember Miranda Gold appeared to introduce herself as new liaison from City Hall. No report, just
introduction.
c. Board Specialists Reports
i. Growth and Development
Mortensen: met with Mayor to introduce Library Board, share ideas about future library services,
express desire for alignment with City planning to ensure consistency, and invite to next meeting
for introduction with entire Library Board. Discussed benefits of public/private partnerships and
Foundation as a vehicle to facilitate growth and development.

ii. Finance
Thaemert: nothing to report.
iii. Personnel
Hyer: continued job description and org chart architecture work.
iv. Foundation
Soelberg (email update): continued work on identifying founding board members, including
conversation with Friends of the Library.
7. OLD BUSINESS

8. NEW BUSINESS
A. Job Descriptions
Propose converting programming position from adult and youth specific roles to a general
programming role.
Mortensen moves to approve converting programming role to a general programming
position.
Hyer seconds.
Unanimously approved
9. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library Board of Trustees
regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is
not the time slot to give formal testimony on a new business item or pending application or proposal.
