Minutes - 2022 - Design Review - 04/14/2022 - Regular THE CITY OF EAGLE DESIGN REVIEW BOARD April 14,2022 Minutes 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. 2. ROLL CALL: Present: SAYER, GERMANO, LINDGREN, MERRILL Absent: GRUBB, DUPERAULT, and MIHAN. A quorum is present. 3. ALL CONSENT AGENDA ITEMS ARE ACTIONITEMS. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of March 24, 2022. B. Findings of Fact and Conclusions of Law for the Approval of DR-06-22 — Office (Business and Professional) and Storage Building — Stefan Gleason: Stefan Gleason, represented by Andy Erstad and Nick Oelrich with Erstad Architects, is requesting design review approval to construct a 36,452-square foot two story(1st Floor=23,412-SF and 2nd Floor= 13,040-SF) office (business & professional) and storage building. The 3.17-acre site is generally located at the southwest corner of East State Street and East Plaza Drive at 933 East State Street. (BAW) C. Findings of Fact and Conclusions of Law for the Approval of DR-08-22 — The 148 Mixed Use Building — Glasgow Group Rentals. LLC: Glasgow Group Rentals, LLC, represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design review approval for a 7,840-square foot, three story, mixed use building (two residential units and one restaurant). The 0.32-acre site is located on the north side of East State Street approximately 60-feet east of Pt Street at 132 and 148 East State Street. (ERG) Merrill moves to approve the consent agenda as presented. Seconded by Sayer. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: Milian arrived at 6:03pm and is present for the meeting. A. ACTION ITEM- DR-07-22 — Vehicle Storage Building Associated with the Wastewater Treatment Facilitv for Eagle Sewer District — Eagle Sewer District: Eagle Sewer District, represented by, Chartered, is requesting design review approval for a 4,200-square foot vehicle storage building associated with the wasterwater treatment facility. The 14.46-acre site is generally located on the southeast corner of State Highway 44 and South Urban Gate Avenue approximately 300-feet south of State Highway 44 at 100 South Urban Gate Avenue. (ERG) This item was continued from the March 24, 2022 Design Review Board meeting. Lowell Alseth, ZGA Architects and Planners, 300 E. Mallard Drive 4325, Boise, presents an overview of the application. City Planner, Emily Gero, provides an overview of the application. Board discussion. Lindgren makes a motion to further continue application DR-07-22 Vehicle Storage Building with the following site specific conditions of approval to retain the site specific conditions#1-11 as presented by staff. Also, suggest an alternate material as proportionate. There is a lot of block, split face, smooth, and ground and there is an opportunity to introduce a material that is up high that is a little lighter and little warmer of a texture. NEW BUSINESS: Bill Vaughan, City of Eagle Zoning Administrator,asks for an amendment to the agenda to move item 5G, action item DR-19-22 to the beginning of the new business agenda items. Members Lindgren recuses himself on item 5G, as he is representing this applicant. Member Milian recuses himself on item 5G, as he is representing the applicant. Member Merrill becomes Chairperson of the meeting. Germano makes a motion to move item 5G to the front of new business. Seconded by Sayer. ALL AYES...MOTION CARRIES. G. ACTIONITEM: DR-19-22—Three Apartment Buildings fincl. 1.000-SF Retail] and Common Area Landscaping within Molinari Park Subdivision—Silverado Mana-zement: Silverado Management, represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design review approval for three(3)apartment buildings(one—85,029-SF [including 1,000-SF retail], one—69,844-SF, one—77,844-SF)and common area landscaping within Molinari Park Subdivision. The 7.16-acre site is located on the south side of East Plaza Drive approximately 1,200-feet east of the intersection of South 2nd Street and East Plaza Drive at 401 East Cedar Ridge Street. (ERG) Bill Vaughan, City of Eagle Zoning Administrator states that it is staff s position that the application is not consistent with the approved development agreement and the planned unit development approval. The applicant was directed to submit a development agreement modification to address the issue. The applicant elected to submit a design review application without seeking a development agreement modification. Staff does not recommend approval of the design review application. City Planner, Emily Gero provides a presentation. Based upon the information provided to the staff to date, the Board does not recommend approval of the requested design review application because it does not comply with the development agreement, preliminary development plan, preliminary plat approvals associated with RZ-07- 18/CU-03-18/PPUD-02-18/PP-06-18, common area landscaping associated with DR-18-20, and Eagle City Code Title 8, Section 2, Article A, Design Review District and Section 4, Off Street Parking and Loading. Design Review Board review and asks that City Council review and consideration of a development agreement and PUD modification prior to the approval of any design review application for the site. Merrill makes her previous statement a motion. DR-50-21 MOD — Common Area Structures within Kingfisher Cove Townhomes Subdivision — Don Newell: Don Newell, represented by Doug Russell with The Land Group, Inc., is requesting design review approval for the common area structures (mailbox, pool equipment, pool restroom, and pool pavilion structures)within Kingfisher Cove Townhomes Subdivision. The 10.68-acre site is located on the northeast corner of West State Street and State Highway 44. (ERG) Member Germano recommends DR-50-21 MOD and DR-50-21 MOD2 be presented together. Jo Greer, Draftech, 1344 E. State Street, Eagle, provides an overview of the application and responds to questions from the Board. Sean Connor, The Land Group, 462 E. Shore Drive, Eagle, responds to questions from the Board and provides a presentation of the common area landscape. Lindgren moves to approve DR-50-21 MOD with the site specifics as provided by staff with additional site specific conditions: Site specific condition #12: Encourage the applicant to consider additional lighting at pavilion/pool area for safety, security type lighting, and clarify hours of operation of the pool. To be reviewed by staff and one member of the Board. Site specific condition #13: Clarify the extent of fence line around the pool that is does not encapsulate the mailbox area. Site specific condition#4: All architectural drawings stamped. Site specific condition #14: Encourage a sidewalk access from the cul-de-sac to the main entrance to the pool line. The 16.36-acre site is located on the south side of East Beacon Light Road approximately 2,280-feet east of North Eagle Road at 801 East Beacon Light Road. Tyrell Lane, Suite 130, Boise, Idaho 83706 provides and overview of this application and application DR-16-22 and responds to questions from the Board. The 16.36-acre site is located on the south side of East Beacon Light Road approximately 2,280-feet east of North Eagle Road at 801 East Beacon Light Road. LLC: CC Chase, LLC, represented by Brian Garrett with Brian Garrett Architecture and Design, LLC, is requesting design review approval for the common area landscaping, including a pool house (1,205-SF) for Carrara Estates Subdivision. The 66-acre site is located on the north side of West Floating Feather Road approximately 2,190-feet west of North Eagle Road. (BAW) Brian Garrett, Architecture and Design, 472 E. Thurman Mill Street, Garden City provides an overview of the application and responds to questions from the Board. Site specific condition #3: Accept the first item that the City approves the removal of the trees, no mitigation. Strike other two options. Site specific condition #11: Applicant to provide material and color samples of the structures and fencing material to be reviewed by staff and one member of the Board. Site specific condition #12: Applicant to clarify the ground cover material around the play area. Site specific condition#13: All architectural drawings to be stamped by a licensed architect.
