Civic Lane clE ° March 17, 2022, 5:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:33 P.M. 2. ROLL CALL: BLAINE, C1KETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT LIAISON: COUNCIL MEMBER BAUN Absent: DECKERS, STIRRAT, COUNCIL MEMBER BAUN 3. APPROVAL OF MINUTES: A. Minutes of February 17, 2022 Commissioner Blaine moved to approve the minutes of November February 17, 2022, as written. Seconded by Commissioner Crockett. ALL AYES... MOTION CARRIES. Vice Chairman Stirrat entered the meeting at 5:34pm 4. PUBLIC COMMENT: None 5. MAYOR / COUNCIL REPORT: None 6. PARKS AND RECREATION REPORT: Tyler Leenknecht introduced himself as the new Recreation Coordinator of Camps and Classes. Brian Allen stated that basketball season just ended with 121 more players than last year. Soccer season is starting with approximately 580 players. Tyler will be holding Spring Break Camp next week with 20 participants. Preparing for Eagle Fun Days. 7. PUBLIC WORKS REPORT: None Steve Noyes requests a motion to move New Business before the Trails Superintendent Report. Commissioner Blaine makes a motion to move number 9, the Trails Superintendent Report be moved down on the agenda and the agenda item number 10 be moved up on the agenda. Seconded by Vice Chairman Stirrat. ALL AYES ... MOTION CARRIES. 8. NEW BUSINESS: A. Steve Noyes presented on Millstone Farm Subdivision. A. Tamara Thompson with the Land Group — 462 E. Shore Dr. Eagle, presented on Millstone Farm Subdivision. Chairman Huffaker makes a motion to approve the recommendation made by staff in its entirety with the exception of the section 1A first bullet point, pathway type A be changed to an 8ft wide public access. I would leave the width of the easements as proposed and everything else as proposed. Seconded by Vice Chairman Stirrat. ALL AYES ... MOTION CARRIES. B. Steve Noyes presented on Soaring Feather Ranch Subdivision. B. Sheridan Hodson — 5772 N Assisi Way Meridian. Presented on Soaring Feather Ranch Subdivision. Vice Chairman Stirrat makes a motion to adopt staff recommendation for the project in light of the fact that there is no disagreement with the developer and the pathways depicted on figure 1 are approved. Seconded by Commissioner Blaine. ALL AYES ... MOTION CARRIES. C. Katie Miller with Bailey Engineering 1119 E State St. presented on Kingswood Subdivision. Vice Chairman Stirrat makes a motion that we move to adopt the staff recommendation for the Kingswood Subdivision in light of there not being a disagreement with the developer and the developer agreeing to the pathways as depicted in figure 1 and the easement language staff has recommended. Seconded by Commissioner Elwer. ALL AYES ... MOTION CARRIES. 9. TRAIL SUPERINTENDENT REPORT: Steve Noyes stated that Eagle Island State Park connection is still on hold. FEMA repairs will start work next week. The Eagle City Council approved and signed an agreement with New Dry Creek Ditch Company. The city purchased a trackhoe. 10. UNFINISHED BUSINESS: None 11. PPRC LIAISON ASSIGNMENT REPORT: Commissioner Blaine presented on the open house for the proposed Eagle Shooting Range. 12.
