Eagle City Hall, 660 E. Civic Lane
February 9, 2022 5:30 P.M. (Originally scheduled for January 12,2022)
1. CALL TO ORDER: Meeting called to order at 5:29 P.M.
2. ROLL CALL: Present: Fend, D'Andrea, Dunn, Macfarlane
A quorum is present.
3. PUBLIC COMMENT:
Mr. Carl Vote, 1432 W. Edward Ct. gave his opinion that if removing the Kunkler Barn to
allow for a south entrance to State St. from the proposed Banari Sub-Division, he has no
objection.
Ms. Kelly Allred, 1420 W. Powder Ct is curious if the Kunkler Barn is historic or not what
the commission and/or city is going to do to save it.
This time is reserved for the public to address the Historic Preservation Commission regarding concerns or
comments they would like to provide to the Commission regarding any matter, up to and including any subject
on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their
comments to three(3)minutes.
4. PRESENTATION: Mayor Pierce was unavailable for tonight's presentation on the Jackson
House. Will invite Mayor Pierce to next meeting.
5. UNFINISHED BUSINESS:
A. Sears Kit House, 4520 N. Linder Rd.
Dunn reported that there has been no change to the Sears Kit House, 4520 N. Linder, and the
Thomas Aikens Home,78 E. Aikens Rd. (ACTION ITEM A&C)therefore suggested keeping
both properties on the agenda as Unfinished Business to keep monitoring any changes.
B. Brookside School, 22871 Ranchero Dr. Middleton
Fend gave a history of the Brookside School house and stated the reason for lack of work on
this project was due to Covid. He suggested to continue to list the Brookside School in
Unfinished Business until the commission can continue to research the building. Dunn
reported that the museum recently has come upon a photo of the Brookside School building
in the old Eagle High School yard, confirming the building was moved to the Eagle High
School field in the 50's. According to oral history, when the EHS was going to tear the
building down a private citizen purchased it, and it was moved to a resident's field in
Middleton. With this photo the museum can excitedly verify that it is the same building.
Dunn will email the photo to the commissioners. Further research into the buildings
condition by the HPC is needed. The HPC then can provide a recommendation to the city to
ascertain if they want to purchase the Brookside School building or not.
C. Thomas Aikens Home, 78 E. Aikens Rd. (See ACTIONITEMA)

D. Mary Aikens House, 79 E. Aikens Rd.
Dunn reported Mary Aikens house, 79 E. Aikens Rd., has been torn down making way for a
3-story mixed use facility. The owners donated 3 bricks from the original chimney to the
museum. Dunn suggested removing this property from further agendas.
E. Formation of Historic House Resource Guide for Homeowners
Fend reported he has not had the opportunity to meet with the city to create a website to be
included on the city's web page. He will forward all the information he has gathered to the
HPC to follow up on this project.
F. Country Christmas Wrap-up
Fend, D'Andrea and Dunn reported the event was a huge success. The Museum/HPC
booth was very busy handing out Bell Ringers and Walking Tour brochures. All agreed
next year more of both hand outs are needed.
7. NEW BUSINESS:
A. ACTION ITEM: Kunkler Barn, 1770 W. State St.
Dunn reported she had watched both the P&Z and Council meetings and there was a lot of
heated debate over the barn. Mayor Pierce had hoped to get an Historic Structure report and
a recommendation from HPC to present to council but in the meantime, Dunn has heard the
developer has filed for a demolition permit. Councilmember Gindlesperger had not heard of
this and had no further information regarding the barn. Dunn will verify with P&Z if the
developer has applied or been issued a demo permit. Fend suggested the commissioners to
drive by this address to familiarize themselves with the barn and area. D'Andrea asked what
is the criteria for this barn to be in the Municipal Registry? Dunn reported it is 50 years old
(1905) and it belonged to one of the "second wave"of settlers to downtown Eagle.
B. ACTION ITEM: 96 E. Idaho Street
Dunn reported the owner of this residence recently met with museum staff and presented
them with documentation that this building is the Enterprise School. The museum was aware
the Enterprise School was located in the downtown area of Eagle, but had no knowledge of
the location. The museum had a photo and a little info, but with this added documentation
the museum can confirm this is the school building. Dunn encouraged the commissioners to
drive by to see the building. D'Andrea asked if the HPC needed to place a plaque at this
location or any other designation was needed. Dunn suggested a plaque (with owner's
permission)and inclusion in the Walking Tour.
C. ACTIONITEM: Minutes Approval of November 10,2021 and November 23, 2021
Special Meeting
Fend makes a motion to accept the minutes of November 10,2021, and November 23,
2021 as presented.

After 3 years of service to the Historic Preservation Commission Chairman John Fend
announced he is resigning.

E. ACTION ITEM. Future Agenda Items
Dunn suggested the Eagle Creamery, 360 E. State St. be put on New Business for the next
meeting to discuss a plaque to be placed at this location. The building is now on the Walking
Tour.
6. REPORTS:
A. Commissioner Reports:
Macfarlane gave a recap of the "Revitalizing Idaho Main Streets"webinar from December 8,
2021. It was hosted by the City of Nampa, Mayor Debbie King. The theme was"Change is
Coming, How Do We Plan for It.?" Macfarlane said it mainly focused on Planning &
Development but had some historical development aspects and a lot of shared ideas.
Macfarlane will attach her notes to the minutes to have on record.
Dunn reported she has submitted the 3 CLG Grants. The HPC will hear from Idaho State
Historic Preservation Office (SHPO) in March if the HPC was awarded any funding.
1- Historic Structure Report for the Jackson house
2- Full Windshield Study for the historic downtown area
3- Funding to send one commissioner to the National Alliance of Preservation Commissions
Forum 2022 Conference, July 13-17, 2022, in Cincinnati, Ohio.
B. Council Liaison: Councilmember Gindlesperger reported the city hall expansion is
on schedule and should be completed April 1, 2022.
