1. CALL TO ORDER: Meeting called to order at 6:01 p.m.
2. ROLL CALL: Present: GUERBER, MCCAULEY, MCLAUGHLIN, SMITH. Absent: WRIGHT.
A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS.
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval

Smith moves to approve the consent agenda as presented. Seconded by McLaughlin. ALL
AYES... MOTION CARRIES.

PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS.
A. RZ-16-21 & PP-16-21 — Cadenza Court Subdivision — MJV Properties, LLC: MJV
Properties, LLC — Mike Groff, represented by Jay Gibbons with South, Beck, and Baird, is
requesting a rezone from R-4 (Residential) to R-6-DA (Residential with a development
agreement) and preliminary plat approval for Cadenza Court Subdivision, a 14-lot (8-buildable,
5-common, 1-private street) residential subdivision. The 1.38-acre site is located on the east side
of South Parkinson Street approximately 35-feet south of the intersection of South Parkinson
Street and East Syringa Street at 540 South Parkinson Street. (MJW)
Jay Gibbons, 2002 South Vista Boulevard, Boise, Idaho, the applicant's representative. Gibbons
provides an overview of the application.

Acting Chairman Guerber opens the Public Hearing.
David Southwick, 410 Parkinson Street. Southwick opposes the application, and expresses
concerns related to the development interacting with nearby farming communities.
Southwick responds to questions from the Commission.
City Attorney, Victor Villegas, responds to questions from the Commission.
Planner Williams provides comment regarding farm animal regulations per Eagle City Code.
Jay Gibbons, 2002 South Vista Boulevard, the applicant's representative. Gibbons addresses
concerns raised during the Public Hearing and provides rebuttal.
Acting Chairman Guerber closes the Public Hearing.

MOTION: Smith moves to recommend approval of RZ-16-21 & PP-16-21 — Cadenza Court
Subdivision — MJV Properties, LLC with suggested changes included, I cannot recall
Commissioner McLaughlin... is 24 to be added?
Commissioner McLaughlin: Yes, 24 and 25. It would be to add a sport amenity in the
common area of some kind. 24 and 25 would be to maintain the right to farm for
surrounding properties.
Commissioner Smith: As stated.
Smith provides comment regarding the application.
Seconded by McCauley. ALL AYES ... MOTION CARRIES.
B. A-08-21/RZ-09-21/CU-06-21/PPUD-06-21/PP-11-21 — Beaconwood Subdivision — Jane
Su s: Jane Suggs — Gem State Planning is requesting an annexation, rezone from R2 (Low
Density Residential — Ada County designation) to R-2-DA-P (Residential with a development
agreement — PUD), conditional use permit, preliminary development plan, and preliminary plat
approvals for Beaconwood Subdivision, a 77-lot (72-buildable, 5-common) residential planned
unit development. The 37.34-acre site is located on the southeast corner of West Beacon Light
Road and North Lanewood Road. (MNB)

concerns related to traffic patterns with through access being established in the Homewood
Subdivision.

addresses concerns raised during the Public Hearing and provides rebuttal.

General discussion amongst the Commission.
MOTION: McLaughlin makes a motion to deny A-08-21/RZ-09-21/CU-06-21/PPUD-06-
21/PP-11-21 — Beaconwood Subdivision — Jane Suggs due to the preponderance of the low
minimum lot size in the PUD..do I have to give a percentage? I'll leave it at that. Seconded
by Smith.
Discussion amongst the Commission.
TWO AYES (McLaughlin & Smith), TWO NAYS (McCauley & Guerber). TIE
VOTE ... MOTION FAILS.

A. Commission: Commissioner Smith provides comment relating to the fire departments

B. City Attorney: Attorney Villegas answers questions regarding HOA CC&Rs.
C. Staff- Next Planning and Zoning Commission meeting is on March 21, 2022. McCauley will
be absent.

PU-01-21 — Spring Valley Planned Unit Master Plan No.1 — GWC Capital, LLC: GWC Capital,
LLC, represented by Brook Cole, is requesting approval of Planning Unit Master Plan (PUMP) No. 1
for the Spring Valley Planned Development (formerly known as M3 Spring Valley). PUMP No.1
consists of +/- 1,005.91 -acres, 2,200 residential units, 150,000 sq. ft. of non-residential uses, and
504.39-acres of regional and community open space. The 1,005.91-acre site is generally located
3,000-feet northeast of the intersection of State Highway 16 at Equest Lane (approximately 1 mile
