CITY OF EAGLE
COUNCIL MINUTES
APRIL 9, 1985
The Council met in regular session on April 9, 1985, at
the Eagle City Hall at 7:30 p.m. Mayor HALEY presiding.
Roi1 call showed the following members present: WALKER,
STOPPELLO, MAILE, GUERBER.
Boy Scout Troop #129 lead the Pledge of Allegiance at the
opening of the meeting.
The Council consented to delay the approval of the minutes
of the Meeting of March 12, 1985.
Moved by WALKER and seconded by STOPPELLO to approve the
Findings of Fact and Conclusions of Law on the Eagle Rim Sub-
division. Motion resulted as follows: AYE: WALKER, STOPPELLO,
MAILE, GUERBER. Motion carried.
Moved by MAILE and seconded by WALKER to adopt the minutes
of the special meeting on March 27, 1985 as printed. Motion
resulted as follows: AYE: WALKER, STOPPELLO, MAILE, GUERBER.
Motion carried.
Bob DeShazo was present concerning the P.U.D. for River-
stone Townhouses. Moved by MAILE and seconded by STOPPELLO
that at this time the Zoning Administrator certify the document
turned in as a preliminary plat, submitted by the developer on
March 12, 1985, and set it for public hearing. Roll call on the
motion resulted as follows: AYE: STOPPELLO, MAILE. NO: WALKER,
GUERBER, MAYOR HALEY. Motion failed.
Moved by WALKER and seconded by GUERBER to approve the
minutes of the March 12, 1985 meeting as printed with an amend-
ment to the last section of the first paragraph of page 21 by
eliminating the words "public hearing and final plat" and replace
them with "council review". Motion resulted as follows: AYE:
WALKER, MAILE, GUERBER. NO: STOPPELLO. Motion carried.
Design review #3-85 for Mr. Dorey was presented to the Council.
Moved by STOPPELLO and seconded by GUERBER to approve Design Review
#3-85. Motion resulted as follows: AYE: STOPPELLO, WALKER,
MAILE, GUERBER. Motion carried.
Design Review #4-85 - Carter was presented to the Council.
Moved by GUERBER and seconded by WALKER to approve DR#4-85. Motion
resulted as follows: AYE: WALKER, STOPPELLO, MAILE,GUERBER.
Motion carried.
Design Review #5-85 - Fabco was presented to the Council.
Moved by STOPPELLO seconded by GUERBER to approve DR#5-85. Motion
resulted as follows: AYE: WALKER, STOPPELLO, MAILE, GUERBER.
Motion carried.
Design Review #6-85 - Eagle Feed and Seed was presented to the
Council. Moved by WALKER and seconded by M~ILE to approve DR#6-85.
Motion resulted as follows: AYE: WALKER, STOPPELLO, MAILE. GUERBER.

Ada County Transmittal 985-10-CU-Packer, was reviewed by
the Council. Moved by STOPPELLO and seconded by WALKER that the
City of Eagle chooses to make it's recommendation on this matter
after Tuesday, April 16, 1985 because of the fact that there is
a possibility we might adopt the County rural policies in the
Comprehensive Plan which would allow the approval of this appli-
cation. Motion resulted as follows: AYE: WALKER, STOPPELLO,
MAILE, GUERBER. Motion carried.
Mayor HALEY read a proclamation on the spring clean-up
campaign and it is a permenant part of the minutes as page 28.
Jim Gipson was present for a pre-application meeting with
the Council on behalf of Teutsch who is the owner of approximately
nine acres West of Eagle Road and South of State Street across from
Eagle Glen Lane. The request is for a Conditional Use Permit to
allow mini-storage units to be built on a portion of the property
as an interim use until the situation justifies a Planned Unit
Development consisting of commercial and residential units. He was
able to get a feeling of how the council would approach the subject.
Planning and Zoning matters were discussed by the Council and
it was decided that applications for Subdivisions, P.U.D.'s, etc.,
would be reviewed by an engineer and attorney prior to setting a
public hearing.
The financial report was given by the Clerk and it was
moved by STOPPELLO and seconded by GUERBER to approve the claims
against the City. Roll call on the motion resulted as follows:
AYE: WALKER, STOPPELLO, MAILE, GUERBER. Motion carried.
Mayor HALEY adjourned the meeting at 10:05 P.M.
