Special Meeting Minutes
July 13, 2016
1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 4:33 p.m.
2. ROLL CALL: KUNZ, BASTIAN, PRESTON, SOELBERG. All present. A
quorum is present.
3. PLEDGE OF ALLEGIANCE: Mayor Ridgeway leads the Pledge of Allegiance.
4. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA:
A. City Staff requests. None
B. Mayor or City Council requests: Mayor requests that an Executive Session be
added to the Agenda.
Kunz moves pursuant to I.C. Section 74-206-1(c) that we enter into an Executive
Session to acquire an interest in real property which is not owned by a public
agency. Seconded by Preston. Bastian: AYE; Preston: AYE; Kunz: AYE; Soelberg:
AYE: ALL AYES: MOTION -CARRIES .................
Council goes into Executive Session at 4:40 p.m.
Council discusses acquiring an interest in real property which is not owned by a public
agency.
Council leaves Executive Session at 5:05 p.m.
5. BUDGET DISCUSSION:
Mayor: General discussion on the budgeting process.
General discussion on the City Breakout spreadsheet prepared by Councilmember
Soelberg. General discussion.
General discussion on the budget.
General discussion on the Capital Projects Budget.
Council concurs that the $247,500 for the Adventure Playground Sports Complex line
item in the Capital Projects Fund be moved to the General Fund and placed in a Future
Purchase of Land Reserve.
Council concurs that the $247,500 for the Adventure Playground line item in the Park
Fund - Capital Projects Budget be moved to the Land Purchases -Leases line item in the
Park Fund — Capital Projects Budget.
Discussion on the VRT funding. Council concurs to move the VRT funding in the
General Fund Capital Projects in the amount of $17,448 to the General Fund Contracts.
