The Eagle City Council met in regular session on December 19, 1995.
Mayor GUERBER presiding.
The following members were present:

1995 meeting as presented. ALL AYE: MOTION
UNFINISHED BUSINESS:
Kestrel Cove Agreement - The City Attorney addressed the agreement
which was originated by the developer, Bill Narver, Kestrel Cove
Subdivision. The agreement has been sent to Shari Sharp and Bill
Narver for review with changes requested by Ms. Sharp.
Moved by MASNER and seconded by YZAGUIRRE to continued the matter
until Jan 9, 1996. Mona will address the issue at that time and
circulate the agreement to the Council ahead of time. ALL AYE:
MOTION CARRIED.
Beer, Wine & Liquor License renewals (continued): The City Clerk
informed the Council that the Trolley does not want to renew for
the upcoming year, the Arbor has not responded to certified letters
and the Seven Mile Liquor permit may be in escrow and to close on
December 28.
Alternative Transportation/Van & Ride Sharing (continued): A report
from Mayor GUERBER outlined the budget. Discussion took place
regarding the mailing costs.
Moved by BASTIAN to authorize the printing and delivery through the
Eagle Express to promote the ridership on the county wide van pool
program. MOTION DIES FOR LACK OF A SECOND.
Moved by YZAGUIRRE and seconded by MASNER to invite Pat Nelson to
the next meeting on January 9, 1996 to discuss the project and
mailing.
Meridian School District #2 - CUP has been withdrawn.
Ada County Transmittal 956-223-V/Pillot:
Moved by MASNER and second by YZAGUIRRE to deny the transmittal
recommended by the Eagle Planning and Zoning Commission.
ALL AYE: MOTION CARRIED.

Fire District: Discussion on exempting the CUP fees was discussed.
The hard costs will be paid by the Fire District.
City Clerk: The sound system proposal was presented. Moved by
MASNER and seconded by BASTIAN to delay any change to the system
until we hear back from the court on the Wintry River issue.
Attorney: will meet with EASON on December 28 or 29, on Trash
Franchise and will meet with BASTIAN and YZAGUIRRE on the personnel
policy. ALL AYE: MOTION CARRIED.
CLAIMS AGAINST THE CITY: Moved by BASTIAN and seconded by MASNER to
approve the claims as presented. ALL AYE: MOTION CARRIED.
Moved by YZAGUIRRE and seconded by EASON to return to executive
session to discuss acquisition of property.
Moved by BASTIAN and seconded by YZAGUIRRE to return to the regular
session. The time was 9:30.
MASNER and Jack Kunz will do the negotiating on the land and bring
the figures back to the Council.
