MEETING MINUTES
January 31,2022
1. CALL TO ORDER: Meeting begins at 5:30 p.m.
2. ROLL CALL: BAUN, GINDLESPERGER, PIKE, RUSSELL
Present: Baun, Pike and Russell
Absent: Gindlesperger
3. TOWN HALL MEETING:
The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting.
The Mayor and City Council welcome your input and look forward to answering any
questions that you may have.
Johnathan Seal is an Eagle resident. He asks if the City is looking into creating a
landscape Ordinance due to the drought? What is the reasoning for the City annexing
the land near Home Road?
Discussion regarding the 17-acre parcel located off Homer Road,zero scaping,drought
tolerant plants, and firewise landscaping.
Jim Reynolds, 1118 N. Snead Place, Eagle, asks if Suez will be putting chlorine in
previous Eagle Water Company Customers water. Requests an update on Avimor.
The Mayor expresses the City of Eagle Water Department puts chlorine in their water
and Suez will be doing the same. An application from Avimor has not been turned into
the City at this point in time.
Bill Morrison, 19650 N. McCloud Way, Boise, is the Trail Coordinator and on the
HOA for the Avimor Community. He mentions longer response times for EMS and is
in the process of creating a community watch. What is the level of service goals for
developed park space and trails? Do sports parks and complexes have a separate level
of service?
Baun speaks to the level of service and references the City of Eagle Parks and Trails
Plans in addition to the Terra View Park and BLM plan.
Richard McPherson, 1843 W. Sugar Crest, Eagle, provides input regarding roads,
water, and wine.
Jeriel Field resides in Cedarfield Subdivision. She heard that HWY 55 is going to be a
freeway. Is that true?
Mayor expresses that he has not heard of any plans regarding an expansion of HWY
55. However, there is talks about a bypass near Avimor.
Adrian Collins resides in Canterbury Subdivision. Is there a plan for the lot on the
Corner of Eagle Road and Old State Street?
Pike states that he sits on the URA Board and expresses that it is on their radar to assist
with development. He believes there will be some activity soon,however the developer
needs to come to the City with a plan.

The Mayor provides an update on road projects in the near future as well as the new 20
mile an hour traffic signs in downtown.
Ms. Field recommends adding educational pieces for kids at Saturday Markets.
David Wilkinson resides in Legacy. What is the status on the NE corner of Linder and
State Intersection?
General discussion.
Wilkinson expresses that he was not aware of Linder being extended up to Spring
Valley and has concerns.
Richard McPherson asks if there is jurisdiction on Eagle Road and 184? The Mayor
states that the City does not.
Steve Bender resides in Eagle Pointe. He wants to acknowledge how great Eagle Fire
handled the fire in the Eagle foothills. He also wants to make the audience aware that
the City has plans and there is a group that is working on the Comprehensive Plan. He
likes the idea of the Western Idaho Fair being located at Eagle State Park.
Bender askes the Council that since they have been elected, is there anything they
should have done differently?
Pike expresses that his failure was representing the City in regard to ITD. Due to covid
there was a struggle. He hopes to be a positive liaison to the groups he is assigned to.
Once elected, Baun expressed that he wanted City water rights. However, once elected
and learned more, his plan on water rights was not best for the City.

Brian Elman discusses the Suez purchase of Eagle Water Company and Avimor. What
quality of life will Avimor bring to the current Eagle residents?
General discussion.
John Collins resides on Chaucer Way, Eagle, appreciates how the Council handled
covid and how much common sense they bring to the vision of the City and loves the
flags on the poles. He likes the fiber optic conversation and bringing more opportunity
of choices.
Richard McPherson comments on the National Fire Protection requirements and
appreciates the City Council.
Mayor provides a quick overview of the potential fiber optic project.
General discussion regarding fiber.
