Civic Lane November 10, 2021 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:31 2. ROLL CALL: Present: FEND, D'ANDREA, MACFARLANE, DUNN A quorum is present. 3. PUBLIC COMMENT: None This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter,up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three(3)minutes. 4. INTRODUCTIONS: None 5. PRESENTATION: Nichoel Baird Spencer, Director of Long-Range Planning&Projects, gave an overview of the Capital Planning & Improvement Plan. She focused on what are the advantages of Capital Planning, what has been accomplished in the last year and what to look forward to moving ahead in 2022-26. She encouraged the HPC to engage in the planning process moving forward by getting involved in the Comprehensive Plan Review Committee. She will be contacting the commission later looking for input. 6. UNFINISHED BUSINESS: A.ACTION ITEM: Sears Kit House,4520 N. Linder Rd: New owners Scott Cutler and Roberta Schoenwald are doing minor exterior improvements, but no one has contacted owners to discuss plans for the house. The commission agreed to leave this property on the agenda as Unfinished Business and will continue to monitor the property and attempt to meet with the owners. B.ACTION ITEMS Brookside School House,22871 Ranchero Dr. Middleton,ID: Nothing to report at this time. The commission agreed to leave this on the agenda as Unfinished Business and will resume this project in 2022. C.ACTION ITEMS Thomas Aikens Home, 78 E. Aikens: D'Andrea reported he made contact with the tenant who is aware of the upcoming changes. The owners are planning to keep the historical presence of the home but update the property with modern conveniences. The owners have said they are planning for a Boutique Hotel/Airbnb. D'Andrea will continue to follow up with the tenant. D. ACTION ITEM: Mary Aikens House, 79 E.Aikens St: House was slated for demolition but is still standing. Dunn has gone through the house and taken photos of the interior and will file them for any future reference. E.ACTION ITEM. Formation of Historic House Resource Guide for Homeowners: Fend has nothing to report. He is still wanting to meet with Ellen Manila and Devonte Page 1 of 3 Goodman who manages the city's website. The commission is looking to possibly have an Historic Preservation Resource Guide included on the website. Dunn will set up a group email to address this idea. F. ACTION ITEM: Harvest Festival 2021 wrap-up: D'Andrea reported an overwhelming attendance at the event. The Walking Tour brochure was well received and all the Halloween treat bags were given out. Dunn reported that Parks& Recreation estimated approximately 9000 people in attendance. 7. NEW BUSINESS: A. ACTION ITEM: CLG Grants due in January 2022: Dunn reminded the commissioners that CLG Grant applications are due by January 31, 2022. The HPC was awarded a grant in 2019 for a pre-survey of the historic downtown buildings. The survey was done by Michelle Thompson who found the oldest building in downtown Eagle is the Meat Block(1899) at the n/e corner of State St. and 2°d St. Dunn stated the next step would be to apply for a CLG Grant for a Wind Shield Survey of the downtown buildings. This would be a more extensive research/report of the architecture styles and history of the downtown buildings. Dunn will write the grant if the commission would like to move forward with this. Dunn also reported that SHPO will award CLG Grants for the National Alliance of Preservation Commissions (NAPC'S)FORUM 2022 Conference, July 13-17, 2022, in Cincinnati, Ohio. If the commission would like to apply for this grant, SHPO is usually good about trying to award grants for commissioners to attend. Fend makes a motion to have Dunn apply for two CLG Grants. 1. A full Wind Shield Survey of the downtown buildings in Eagle 2. For a commissioner or commissioners to attend the NAPC Forum 2022 Conference Seconded by Macfarlane. ALL AYE...MOTION CARRIES Dunn advised that Dan Everhart is the interim CLG Coordinator for Pete L'Orange at SHPO, who has taken a position in Washington D.C. Dan will now be the contact for the HPC. B. ACTION ITEM: Country Christmas: Dunn reported Mayor Pierce would like the HPC and the Museum to partner again in one booth. Dunn shared that the Museum will be handing out Bell Shaker kits for the children. D'Andrea suggested the HPC get cookies to hand out. Fend and D'Andrea will be looking into providing a standing heater for the booth. C. ACTION ITEM: Minutes of September 27,2021. D'Andrea makes a motion to accept the minutes of September 27,2021,as presented. Seconded by Dunn. ALL AYE...MOTION CARRIES D. ACTION ITEM: Future Agenda Items: 1. Chairman Fend would like to review current HPC budget and discuss next year's budget at the January meeting. 2. Fend requested Dunn to provide copies of the pre-survey of the downtown buildings at the January meeting. 3. Dunn announced the HPC elections will be held at the January meeting, and she will provide an updated list of Commissioner terms. Page 2 of 3 6. REPORTS: A. Commissioner Reports: None B. Council Liaison: Councilmember Gindlesperger announced she will be the Council Liaison for the HPC for four more years. 7.
