The Design Review Board met in regular session on January 13, 2022, Grubb presiding.
1. CALL TO ORDER: Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, LINDGREN, MERRILL,
MIHAN. Absent: GERMANO. A quorum is present.
3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent Agenda
for discussion. Items removed from the Consent Agenda will be placed on the Regular
Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.
A. Minutes of December 9, 2021.
B. Findings of Fact & Conclusions of Law for the Approval of DR-03-15 MOD—Building
Addition to an Assisted Living Facility — William Hines: William Hines, represented by
Tom Lennon with Erstad Architects, is requesting design review approval to construct a
19,467-square foot(23-unit) addition to an existing assisted living facility. The 5.25-acre site
is located at the western terminus of West Bavaria Street approximately 1,390-feet west of
North Meridian Road at 3600 West Bavaria Street.(BAW)
C. Findings of Fact& Conclusions of Law for the Approval of DR-48-21 —Office(Medical
and Dental) Building for Primary Health—Matthew Witt: Matthew Witt, represented by
David Blodgett with Rudeen Architects, is requesting design review approval for a 6,340-
square foot office (medical and dental) building for Primary Health. The 1.03-acre site is
located on the south side of East McGrath Road approximately 1,016-feet west of North
Parkinson Street at 1895 East McGrath Road. (BAW)
D. Findings of Fact & Conclusions of Law for the Approval of DR-49-21 —Three Building
Wall Signs and One Monument Sign for Primary Health—Matthew Witt: Matthew Witt,
represented by David Blodgett with Rudeen Architects, is requesting design review approval
for three building wall signs and one monument sign for Primary Health. The 1.03-acre site
is located on the south side of East McGrath Road approximately 1,016-feet west of North
Parkinson Street at 1895 East McGrath Road. (BAW)
E. Findings of Fact & Conclusions of Law for the Approval of DR-50-21 —Common Area
Landscaping within Kingfisher Cove Townhomes Subdivision — Don Newell: Don
Newell, represented by Doug Russell with The Land Group, Inc., is requesting design review
approval for the common area landscaping within Kingfisher Cove Townhomes Subdivision.
The 10.68-acre site is located on the northeast corner of West State Street and State Highway

Member Lindgren recuses himself on items 5A-5I, as he is representing these
applications.
Member Mihan recuses himself on items 5A-5C, as he is the landscape architect on these
applications.
A. ACTION ITEM: DR-60-21 — 17 Townhome Buildings (91-units)within Molinari Park
Subdivision — Holmes Homes: Holmes Homes, represented by Walter Lindgren with
Lindgren:Labrie Architecture, is requesting design review approval for seventeen (17)
townhome buildings (91-units)within Molinari Park Subdivision(one— 10,933-SF, one—
10,492-SF, one — 11,374-SF, four— 10,792-SF, two — 6,695-SF, two — 19,858-SF, two —
8,066-SF, one — 13,432-SF, one — 15,614-SF, one — 21,584-SF, and one — 21,874-SF).
The 2.8-acre site is located on the south side of East Plaza Drive approximately 300-feet
east of the intersection of South 2nd Street and East Plaza Drive. (ERG)

Grubb moves to approve DR-60-21 the with the site specific and standard
conditions as written with the following modifications:
Site specific condition #11: Provide revised elevations showing the gutters and
downspouts for the buildings to be approved by staff and two members of the
Design Review Board.
Site specific condition #12: Provide details and material types and colors for the
handrails at the elevated patios and architectural accent pieces on the towers to be
approved by staff and one member of the Design Review Board.
Site specific condition #13: Provide an enlarged elevation along East Plaza Drive
showing the back of sidewalk to the fence line in the area for the landscaping to be
approved by staff and one member of the Design Review Board.
Seconded by Merrill. Discussion.
Grubb amends his motion to add a comment that the Design Review Board is in
favor of the elevations of the Italianate style as represented in December 2, 2021,
drawings received for design review. The Board is in favor of those over the original
Molinari Subdivision development agreement that was Exhibit D, that was
originally presented.

B. ACTION ITEM: DR-61-21 — Multi-tenant Retail/Restaurant Building within East
End Marketplace—Rennison Companies: Rennison Companies, represented by Walter
Lindgren with Lindgren:Labrie Architecture, is requesting design review approval for a
8,163-square foot multi-tenant retail/restaurant building within East End Marketplace.
The 1.19-acre site is located on the north side of State Highway 55 approximately 500-
feet east of South Edgewood Lane at 650 & 750 South Edgewood Lane and 1800 East

Grubb makes a motion to continue DR-61-21 until the applicant desires to bring the
information in with the following comments:
To provide additional information and screening for the gas and electrical meters
and whether or not they are packs or individuals and how that is going to be
addressed and the location.
Provide revised elevations to show more Italianate architecture and more different
materials and different architectural interest points.
Provide additional details on the canopy and canopy structure and what that looks
like.

C. ACTION ITEM: DR-62-21 — Master Sign Plan for a Multi-tenant Retail/Restaurant
Building within East End Marketplace—Rennison Companies: Rennison Companies,
represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design
review approval for a master sign plan for a multi-tenant retail/restaurant building in East
End Marketplace. The 1.19-acre site is located on the north side of State Highway 55
approximately 500-feet east of South Edgewood Lane at 650 & 750 South Edgewood

7,900-square foot multi-tenant retail/restaurant building within East End Riverside. The
1.19-acre site is located on the south side of State Highway 55 approximately 225-feet
east of South Edgewood Lane at 1632 East Riverside Drive. (ERG)

Grubb moves to continue DR-63-21 to the next available meeting that the applicant
is ready for with the basic comments of:
Provide some more architectural interest on the backside of the building, north side
and provide more architectural interest in Italianate style and specific attention to
the gas meters and electrical meters and where they are going to be mounted and
how they are specifically going to be screened, how high they are on the exterior
walls, things of that nature.

E. ACTION ITEM: DR-68-21 — Master Sign Plan for a Multi-tenant Retail/Restaurant

review approval for a master sign plan for a multi-tenant retail/restaurant building in East
End Riverside. The 1.19-acre site is located on the south side of State Highway 55
approximately 225-feet east of South Edgewood Lane at 1632 East Riverside Drive.

facility No. 1 within Spring Valley PUMP No. 1. The site is located 2-miles east of State
Highway 16 within the Spring Valley Development(Ada County Assessor parcel number

No. 1 within Spring Valley PUMP No. 1. The site is located approximately %2-mile east

No. 1 and wastewater treatment plant within Spring Valley PUMP No. 1. The site is
located approximately 3,200-feet east of State Highway 16 within the Spring Valley
Development(Ada County Assessor parcel number S0327311100). (BAW)

6. REPORTS:
A. Design Review Board:
Member Sayer believes the City Christmas tree and lighting is beautiful, Chairman Grubb
agrees. Member Merrill would like a small "Eagle Museum" sign above the front door as
there have been questions as to why we have a church on City property. Per City
Planner, Barb Williams, the Mayor would like to add something on the front of the
museum, but this has not been figured out. The current sign on the backside of the
building was the sign from the previous museum location on State Street.
B. Staff:
City Planner, Barb Williams, provides an update on applications that will be on the next
agenda.
