CITY OF EAGLE
COUNCIL MINUTES
JANUARY 10, 1984
The council met in regular session on Tuesday, January 10, 1984,
at Eagle City Hall at 7:30 p.m.. Mayor HALEY presiding.
Roll call showed the following members present:
WALKER, PEARMAN.
STOPPELLO,
Moved by STOPPELLO and seconded by PEARMAN to approve the
minutes of the meeting of December 13, 1983. Motion resulted as
follows: AYE: STOPPELLO, WALKER, PEARMAN. Motion carried.
Moved by STOPPELLO and seconded by WALKER to approve the
Findings of Fact and Conclusions of Law for the Flood Plain
Development Permit for ESCO, INC.. Roll call on the motion
resulted as follows: AYE: STOPPELLO, WALKER, PEARMAN. Motion
carried.
Moved by WALKER and seconded by PEARMAN to approve the claims
against the City. Motion resulted as follows: AYE: PEARMAN,
STOPPELLO, WALKER. Motion carried.
Mayor HALEY presented a plaque to former Mayor, Jerry Deckard,
in recognition of his dedication and service to the City of Eagle.
Mayor HALEY presented a certificate of appreciation to
LeRoy Pearman to his service as a councilman for the last few months.
The City Clerk administered the Oath of Office to CAROL HALEY
to beg~ her four year term as Mayor of the City of Eagle. The
Oath of Office was then administered to THOMAS MAILE and DAVID
ESCALANTE for their four year terms as councilmen for the City
of Eagle. Mayor HALEY announced that there would be a half hour
break in order for the press and public present to meet with the
new council. Meeting recessed at 7:35 p.m.
Mayor HALEY reconvened the meeting at 8:05 p.m. with the
following council present: STOPPELLO, WALKER, ESCALANTE, MAILE.
Mayor HALEY made the following appointments:
Planning and Zoning Liaison Frank Stoppello
Ada Planning Association Liaison - Thomas Maile
Park Commissioner Gary Walker
Finance Director - Gary Walker
Library Board Liaison - David Escalante
Mayor HALEY asked for council approval of the appointment
of Bonnie Krasowski as City Clerk, Finance Officer and Planning
and Zoning Administer. Moved by STOPPELLO and seconded by WALKER
to approve the appointment. Motion resulted as follows: AYE:
WALKER, STOPPELLO, ESCALANTE, MAILE. Motion carried.
Mayor HALEY asked for council approval of the appointment
of Ann Gallinger as Librarian. Moved by ESCALANTE and seconded by
MAILE to approve the appointment. Motion resulted as follows: AYE:
STOPPELLO, WALKER, MAILE, ESCILANTE. Motion carried.

Mayor HALEY asked for council approval of the appointment of
Vern Schoen as building inspector. Moved by MAILE and seconded
by ESCALANTE to approve the appointment. Motion resulted as follows:
AYE: STOPPELLO, WALKER, MAILE, ESCALANTE. Motion carried.
Mayor HALEY asked for council approval of the appointment
of Pat Riceci as City Attorney. Moved by STOPPELLO and seconded
by ESCALANTE to approve the appointment. Motion resulted as
follows: AYE: STOPPELLO, WALKER, MAILE, ESCALANTE. Motion
carried.
Moved by WALKER and seconded by ESCALANTE for FRANK STOPPELLO
to be the president of the council. Motion resulted as follows:
AYE: WALKER, ESCALANTE, MAILE. ABSTAINED: STOPPELLO. Motion
carried.
Bob DeShazo was present to voice concerns about a Conditional
Use Permit application that will be before the council at a public
hearing in February. Rhonda Hynes submitted a letter to the
council concerning the public hearing held through Planning and
Zoning on January 3, 1984 for Mr. DeShazo's C.U.P.. The letter
is entered into the minute book as page 3.
Wayne Crosby presented plans for a new City Hall and Community
Building. He presented the idea of building the Community
Building in stages with donated money and labor. Moved by MAILE
and seconded by STOPPELLO to approve in
plans and to allow Mr. Crosby to form a

consent to place a proclamation on the agenda. Motion resulted
as follows: AYE: STOPPELLO, WALKER, ESCALANTE, MAILE. Motion
carried. Mayor HALEY presented a Proclamation supporting
Alcoholism Awareness Week of January 15 through 21, 1984. Moved
by WALKER and seconded by ESCALANTE to approve the proclamation.
Motion resulted as follows: AYE: STOPPELLO, WALKER, MAILE,
ESCALANTE. Motion carried. The Proclamation is entered into the
minute book as page 4.
Mayor HALEY adjourned the meeting at 9:00 p.m..
