SPECIAL MEETING MINUTES
December 9,2021
1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 3:8 p.m.
2. ROLL CALL: Present: GINDLESPERGER, BAUN, PIKE. Absent: PITTMAN. All
present. A quorum is present.
3. PLEDGE OF ALLEGIANCE:
4. NEWLY ELECTED 101:
A. The City Attorney will provide an overview of topics including, but not limited to, State and
Local laws regarding Open Meetings,ex-parte contact,the Local Land Use Planning Act and public
records.
Mayor introduces the item.
City Attorney Victor Villegas. Discussion topics include executive and legislative branch and
duties of municipal government; Idaho Open Meeting laws; recognition by the Mayor prior to
speaking in order to maintain a clear audio record; public testimony requirements vs optional
settings; ex-parte contact on active applications vs pending applications; conflict of interest and
bias;meeting notice requirements, qualified executive session subjects.
General discussion.
5. ADJOURNMENT:
Gindlesperger moves to adjourn. Seconded by Baun. ALL AYE...MOTION CARRIES
