1. CALL TO ORDER: The meeting was called to order at 5:31 P.M.
2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
ABSENT: ELWER AND COUNCIL MEMBER BAUN
Commissioner Blaine makes a motion to accept the second amended agenda. Seconded by
Commissioner Crockett. ALL AYES ... MOTION CARRIES.
3. APPROVAL OF MINUTES:
A. Minutes of October 21, 2021
Commissioner Blaine moved to approve the minutes of October 21, 2021, as written.
Seconded by Commissioner Crockett. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. NEW BUSINESS:
A. Nichole Baird Spencer, Director of Long -Range Planning and Projects for the City of Eagle. Nichole
presented on the Capital Plan.
B. Nichole Baird Spencer presented on Charlie Wood Park.
C. Penelope Constantikes representing Mangat Investments — P.O. Box 405 Boise, ID. 83701 presented on
Headwaters Grove Subdivision.
C. Steve Noyes suggests reviewing the PPRC recommendation regarding Headwaters Grove Subdivision.
Chairman Huffaker makes a motion that our PPRC recommendation being made as amended as
presented to us tonight in its entirety for the Headwaters Grove Subdivision. Seconded by
Commissioner Crockett. ALL AYES ... MOTION CARRIES.
6. MAYOR / COUNCIL REPORT:
None
7. PARKS AND RECREATION REPORT:
Brandon Johnson introduced Faith Endebrock (MYAC Youth Liaison).
Country Christmas Saturday, December 4t1i at Heritage Park downtown Eagle.
Currently accepting Santa Letters with the -final day being Saturday, December 4t1i.
Basketball registrations have 191 kids currently signed up and registration doesn't end for another month.
Winter Break Camp is coming up the last 2 weeks of December located at Eagle Academy.
Recreation Coordinator, Maya Rodgers is moving to Colorado.
Discussion of 80% Recovery Rate for Parks and Recreation.

8. PUBLIC WORKS REPORT: 1:35:24
Eric Ziegenfuss stated CIP and CMP projects were discussed in depth regarding the tennis courts and
pickleball court lights. All the lights are fixed and on a timer.
Commissioner Deckers asked that in a few years and replacing the parking lots in the parks, will that be
redesigning and ripping up trees and center islands or is just re -doing the asphalt. Eric Ziegenfuss stated it's
redoing the asphalt.
Commissioner Deckers asked that as the City of Eagle puts in security lighting in our parks, are there different
options. Eric Ziegenfuss stated for security lighting the City of Eagle would follow the city ordinance.
Eric Ziegenfuss stated that Public Works has slowed down except for cleaning up the leaves.
Several training opportunities for the Public Works staff is coming up.
The bidding process is coming up for Orval Krasen Park regarding playground equipment.
Pamela Baker Park agreements are drafted up and currently waiting on signatures before construction can
begin.
City Hall expansion with trusses delivered yesterday. Completion date is still scheduled for March 2022.
9. TRAIL SUPERINTENDENT REPORT:
Steve Noyes discussed the shift in maintenance priorities for regional trails.
Williamson River Trails are complete.
Eagle Island State Park is on hold until the first of the year.
An appointment has been scheduled for December 9th at the Four Rivers in Boise with management
regarding the BLM Recreation Plan.
10. NEW BUSINESS:
A. Steve Noyes presented on Eagle City Code 9-4-1-6.
B. Steve Noyes presented on Eagle Trail and Pathway Design and Construction Standards.
