concerns or comments they would like to provide to the commission. Out of courtesy for all who wish to
speak, the commission requests each speaker limit their comments to three (3) minutes.

A. ACTION ITEM: Spring Valley (PUMP 1) is the western phase of and large residential and
commercial subdivision in Northwest Eagle that borders 1600+acres of BLM Land. The
Commission will be asked to make a recommendation for trails and pathways to be required in this
phase (STN).

1. CALL TO ORDER: The meeting was called to order at 5:33 P.M.

3. APPROVAL OF MINUTES:
A. Minutes of November 18, 2021
Commissioner Blaine moved to approve the minutes of November 18, 2021, as written.
Seconded by Vice Chairman Stirrat. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. MAYOR / COUNCIL REPORT:
Council Member Baun met with BLM and discussed the Concept Plan.
6. PARKS AND RECREATION REPORT:
Mayor Jason Pierce provided an update for Parks and Recreation. Brandon Johnson resigned. The interview
process is currently taking place for a new Recreation Director.
Mayor Pierce stated that Parks and Recreation is currently at 20% cost recovery, but he would like to see 70%
-80%.
7. PUBLIC WORKS REPORT:
Eric Ziegenfuss discussed fiber optics, vandalism at the parks, and Charlie Wood Park. The volleyball court
at Stephen Guerber Park will get a new border. Security cameras will be added to the parks. A storage shed
will be added to Stephen Guerber Park. The large dog park is currently closed because of the grass.
8. TRAIL SUPERINTENDENT REPORT:
Steve Noyes presented on Development Tracking. Resolution 21-24 was adopted by the City Council on
December 14'x' and currently working on City Code 9-4-1-6 & 7. Ditch company master agreements are
completed.
9. NEW BUSINESS:
Brook Cole — GWC Capital - 730 N. 1500 W. Orem, UT. Presented on Spring Valley.
Comments from Burke Mantel — 4690 N. Hartley Rd.

Commissioner Blaine discussed the endorsement of the CIP.
