SPECIAL MEETING-WORKSHOP
February 16, 1987
Special meeting and workshop of Eagle City Council, Monday
February 16, 1987, at 6:00 p.m. at City Hall. Mayor CAROL HALEY
presiding.
Discussion regarding bypass meeting Monday at 10:00 brought
to the Council's attention by Mayor HALEY.
LIBRARY: Library Board and the City Attorney, Mike Moore
discussed with the Council Library resDonsibilities in financing.
After discussion and review of State Law it was decided that for
the 1987-88 Budget that the Library will levy a portion of the
property tax for operating expenses and that the Library Board
will assume full responsibility for operation and maintenance
of the Library including appointing a Treasurer to establish
a seperate bank account and administration of all Library finances.
WORKSHOP: The Citv of Eagle's future ~oals: The city will
have a one year, 2 year-and 5 year goal program for improvements
within the city. Those are:
One year goals:
Furnishing of new City Hall
Covered shelters at Orval Krasen Park
Sidewalk improvements within the city proper
Improve Street lighting
Tennis Court Lights at Friendship Park
Town entrance signage
Two year goals:
Purchase of the Water Co.
Bond election for acquisition of Water Co.
Bonding for same
Growth plannin~

Prior to the 5 year plan there will be scheduled a meeting with
the Community in general for input.
Five year ~oals:
New Library
Dissolution o~ Sewer District,advisory ballot, growth planning
Swimming Pool
Airport
Eagle bypass
