The Eagle City Council meeting scheduled for November 10, 1987
was cancelled due to a lack of quorum.
There were two public hearings scheduled. Those public hearings
were held. Any decisions regarding the public hearing will take
place at the regularly scheduled meeting set for November 17,
1987.
Those events that took place on November 12, 1987, are as
follows:
TRI CITY REZONE: Speaker representing the application was Duane
Hicks. Mr. Hicks stated that Tri City wants to buy his property
in order to expand the Tri City business.
Speaker questioning project was Sherry Sharp. Ms. Sharp is in
favor of the project but wants assurance that it must go through
the design review process. Paster Ruddles of the Baptist Church
is in favor of the project also but is concerned about the use of
the property, fencing, trash problem and pest control. Jerry
Hedrick, an owner of Tri City stated that there are no plans for
the property at the present time, at least for a year. Tri City
will use the property for parking.
EDWARDS TROUT FARMs Speakers representing the application were
Monty Edwards and Marie Edwards. They presented a drawing of the
project as would look completed. The project would take a 2-3
year time period. They advised the council that P&Z requested
central sewer, upon investigating that the Edwards discovered
that it would be a $20,000 cost, prohibitive to them. They
stated that they are willing to have the greenbelt go through
their property and that they have a 14 foot or more path for the
greenbelt. There are 4.6 acres total to the property. They will
have camping, swimming, hot tubs, bakery, lunch counter and
parking facilities. They will include in the project a
playground fenced off by a 6 foot fence. They plan on having the
bakery, swimming pool, teepees, and hot tubs this year.
They stated that they are equipped with a 2000 gal. septic tank
with a 150 foot drainage field, and that Central district health
has given them indication of approval on that. In the camp
grounds they will rent and maintain portable facilities. The

forest service will supply and maintain them for the Edwards for
$60.00 with weekly service.
Erv Sinclair of Eagle Planning and Zoning advised the council
that the P&Z was concerned with central sewer and highway
requirements, otherwise it met with P&Z approval.
LES CULLEN PRESENTATION~ Mr. Cullen has purchased 5 acres zoned
M-1 south of the Valley Broiler. Mr. Cullen requests a letter
from the city for approval to move another business into the
location that he now maintains. He is aware that he may need a
conditional use permit, and cites Eagle City Code, nonconforming
uses (C). He asked that the council put the conditional use
permit on the building rather than the business in order that
when other people moved into it they will not have to go to
public hearings. Attorney, Michael Moore believes that this
would require a change in our Ordinances in order to comply with
this request.
