This Task Order is issued by the City and accepted by the Consultant pursuant to the mutual
promises, covenants and conditions contained in the Agreement between the above -named parties
dated January 20, 2009.
BACKGROUND
This Task Order presents the scope of services, schedule, and compensation for a cursory site
assessment and evaluation of the site as a potential public open space/ park area.
SCOPE OF SERVICES
Part 1: Baseline Site Assessment:
Timeline: 3 weeks
Review, assessment and mapping of the site (see "Exhibit A") including general site characteristics,
cultural (Section 106 Review), existing vegetation, wildlife survey (including special status
species), water quality and source survey, and general wetland identification (not a full delineation).
Each site characteristic shall be mapped and delivered to the City in both paper and an electronic
format. Review of City records for conditions and encumbrances on the site. City may choose to
end this task order based on these findings. City may choose to move forward with land transfer
upon completion of Part 1.
Completion: Requires mayoral approval before moving to Part 2.
Part 2: Site Evaluation as City Open Space/Park:
Timeline: 4 weeks from notice to proceed.
Based on the site baseline site assessment, conduct a preliminary and cursory evaluation of the site
for use as public open space/park area including strengthens and weaknesses and initial
development costs. A minimum of three (3) scenarios shall be developed with one being a
natural/native area and one being a fully developed and amenitized park with active recreation, the
third is to be determined by the consultant and staff after completion of Part 1. All scenarios will
be finalized based on the findings of Part 1. City may choose to end task order based on these
findings.

Part 3: Ongoing Operation and Maintenance Estimation:
Timeline: 4 weeks from notice to proceed.
In cooperation and consultation with the Eagle Public Works Department, Planning and Zoning
Department, and Parks and Recreation Department develop an estimate for one-year of operation
and maintenance as well as any greater five-year costs that should be considered for each of the
scenarios in Part 2.
SCHEDULE
Project is estimated to be completed by December 11, 2018.
COMPENSATION
Task order will be paid at an hourly rate with the total not to exceed: $5,215.00 + reimbursable as
detailed in the Environmental Consulting Services, Inc. proposal attached hereto (see "Exhibit B")
The following rates, with the total expenditure:
Senior Level Ecologist: $85/hour
Senior Level GIS: $75/hour
Mid Level Biologist $65/hour
Administration $45/hour
Reimbursable Cost plus 1%
EFFECTIVE DATE
This Task Order No. 18-01 is effective as of the day of September, 2018.
IN WITNESS WHEREOF, duly authorized representatives of the City and of the Consultant have

Proposal to Assist the City of Eagle Idaho with a Site Assessment and Concept
Plan for the Subject Property
Currently, the City of Eagle is determining the potential course(s) of action associated with a parcel
within the city limits to potentially be used as public open space/park. This proposal is for services
from Environmental Conservation Services Inc. (ECS) to support the process through a cursory site
assessment and development of three concept plans with associated cost estimates and potential
issues and constraints for each. Based on the scope of work, services will be provided on a time and
materials (T&M) basis with a not to exceed amount (see cost estimate below).
SCOPE OF SERVICES
Part 1: Cursory Site Assessment:
Review, assessment and mapping of the site (see "Exhibit A") including general site characteristics,
existing vegetation, wildlife survey (including special status species), general wetland identification
(not a full delineation), and cultural survey. Each site characteristic, with the exception of cultural,
shall be mapped and delivered to the City in both paper and an electronic format. Only a summary
of the cultural resources will be included. Actual mapping of sites that is available to the public is
not authorized under the Nation Historic Preservation Act (NHPA).
Part 2: Site Evaluation as City Open Space/Park:
Based on the site assessment, conduct a preliminary and cursory evaluation of the site for use as
public open space/park area including strengthens and weaknesses and initial development costs. A
minimum of three (3) scenarios shall be developed with one being a natural/native area, and one
being a fully developed and amenity -based park with active recreation. This will be a narrative
summary only, concept graphics will not be developed.
Part 3: Ongoing Operation and Maintenance Estimation:
In cooperation and consultation with the Eagle Public Works Department, Planning and Zoning, and
Parks and Trails develop and estimate for 1-year of operation and maintenance as well as any larger
five-year cost that should be considered for each of the scenarios in Part 2.
COST ESTIMATE
The time and cost estimates below are broken out by the Scope of Services and the approved hourly
costs identified. Assumptions for each component are outlined.
Part 1:
• Senior Biologist to conduct site assessment and coordination with resource agencies to
identify the baseline conditions of the site and develop summary report: estimated
hours/cost- 10hrs/$850.00
• Senior GIS Analyst to digitize City of Eagle site maps and develop summary maps and
figures for report: estimated hours/cost- 5 hrs/$375.00
• A Cultural Survey, meeting department of Interior Standards, will be conducted by a
certified specialist to comply with Section 106 of the NHPA: estimated cost- $1,100.00

Part 1 Assumptions: The City of Eagle will provide all map/survey files of the site in hard copy,
GIS, or KML format prior to 1 July, 2018. Site surveys will be limited to cursory vegetation,
wildlife, and infrastructure. Full wetlands or hydrologic surveys will not be completed.
Part 2:
• Senior Biologist to develop a minimum of three natural open space/park concepts with one
being a natural/native area and one being a fully developed park with amenities and active
recreation: estimated hours/cost- 18hrs/$1,530.00
Part 2 Assumptions: Total concepts will not exceed three unless mutually approved by the City of
Eagle and ECS.
Part 3:
• Senior Biologist to coordinate with the City of Eagle Public Works Department, Planning
and Zoning, and Parks and Trails to develop a cursory cost estimate for each concept
developed in part, to include operation and maintenance, as well as any larger five-year cost
that should be considered: estimated hours/cost- 16hrs/$1,360.00
Part 3 Assumptions: City of Eagle Staff will be available for a single planning meeting to be
facilitated by ECS at City Hall. Staff cost estimates will be completed and submitted to Mr. Baun in
a timely manner. If data supplies to ECS is not received in a timely manner less than 3 working
days, final deliverables may exceed August 1, 2018 as the final due date. Cost estimate assumes a
hard copy and electronic copy of the final report and a single presentation to the City Council.
COMPENSATION

Based on the outlined approach and billing rates identified above, the not to exceed amount for the
project would be $5,215.00. In the event that additional funds are required to complete the identified
tasks, written approval is required by the City of Eagle. Invoices will be sent out on a monhtly basis
unless otherwise specified. This estimate is valid for 7 days from proposal date. ECS reserves the
right to review costs if proposal is accepted beyond 7 days, or start of work is delayed beyond 1
October, 2018.
