Water Line Installation to the Northwest Corner of the Chase Property Located on Eagle Road, Approximately 50’ North of the Dry Creek Bridge: The Water Department is requesting approval of the bid from Eagle Water company to install a 1½” water service, meter base and vault. The installation of the service is $11,940 plus a meter connect fee of $560 for a total project cost of $12,500. (KA) E. Agreement for Development of Bike Park Feature: An Agreement between the City of Eagle and Southwest Idaho Mountain Bike Association to construct and donate a bike park feature located at the Ada/Eagle Sports Complex. (EZ) F. Master Pathway License Agreement: Approval of the Master Pathway License Agreement between the City of Eagle, Middleton Mill Ditch Company, and Middleton Irrigation Association, Inc. Findings of Fact and Conclusions of Law for the Approval of A-06-21/RZ-10-21 & PP- 12-21 – Annexation and Rezone from RUT to R-E-DA and Preliminary Plat for Pescara Estates Subdivision – 801 BTH, LLC: 801 BTH, LLC, represented by Becky McKay with Engineering Solutions, LLP, is requesting an annexation, rezone from RUT (Rural-Urban Transition – Ada County designation) to R-E-DA (Residential-Estates with a development agreement), and preliminary plat approvals for Pescara Estates Subdivision, a 10-lot (8- buildable, 2-common [1-private road]) residential subdivision. The 16.34-acre site is located on the south side of East Beacon Light Road, approximately 630-feet west of the intersection of East Los Luceros Drive and East Beacon Light Road at 801 East Beacon Light Road. (DLM) H. Findings of Fact and Conclusions of Law for the Approval of CU-04-21/PPUD-04-21/PP- 06-21 – Application for Conditional Use Permit, Preliminary Development Plan, and Preliminary Plat for Snoqualmie Basin Subdivision – Red Butte LLC: Red Butte, LLC, represented by David Sterling, P.E., with T-O Engineers, is requesting conditional use permit, preliminary development plan, and preliminary plat approvals for Snoqualmie Basin Subdivision, a 35-lot (26-residential, 4-commercial, 5-common) mixed use planned unit development. The 12.84-acre site is located at the southwest corner of West Floating Feather Road and North Palmer Lane at 1833 North Palmer Lane. (MJW) 8. UNFINISHED BUSINESS: None 9. NEW BUSINESS: A. ACTION ITEM: Canvas Votes for the 2021 General Election: Acceptance of the November 2, 2021, election results as canvased by the Ada County Commissioners. [I.C. §50-412] (TEO) B. ACTION ITEM: Ordinance No. 863 (Eastfield Rezone): An ordinance changing the zoning classification of the real property described herein from A-R (Agricultural-Residential) to R-7-DA (Residential with a development agreement); amending the zoning map of the City of Eagle to reflect said change; and providing an effective date. The 4.58-acre site is located on the northwest corner of East Hill Road and North Edgewood Lane at 200 North Edgewood Lane. (MJW) 10. EXECUTIVE SESSION: A. Idaho State Code §74-206(1) - Personnel Matters & Pending/Threatened litigation: When authorized. (1) An executive session at which members of the public are excluded may be held, but only for the purposes and only in the manner set forth in this section. The motion to go into executive session shall identify the specific subsections of this section that authorize the executive session. There shall be a roll call vote on the motion and the vote shall be recorded in the minutes. An executive session shall be authorized by a two-thirds (2/3) vote of the governing body. An executive session may be held: (b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student; (f) To communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated.
