Civic Lane cLE m October 21, 20219 5:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:31 P.M. 2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT LIAISON: COUNCIL MEMBER BAUN Absent: Deckers, Elwer 3. APPROVAL OF MINUTES: A. Minutes of September 16, 2021 Commissioner Blaine moved to approve the minutes of September 16, 2021, as written. Seconded by Commissioner Crockett. ALL AYES... MOTION CARRIES. 4. PUBLIC COMMENT: None 5. NEW BUSINESS: 5A. Penelope Constantikes with Riley Planning Services — P.O. Box 405 Boise, ID. Presented on Headwaters Grove Subdivision. Steve Noyes presented on Headwaters Grove Subdivision. Vice Chair Stirrat makes a motion to approve the staffs recommendation for the Headwaters Grove Subdivision as revised in blue on the staff report and as agreed to by the developer's representative that is in attendance. Seconded by Commissioner Minch. ALL AYES ... MOTION CARRIES. 5B. Laren Bailey with Conger Management Group - 4824 Fairview Ave Boise, ID taking questions regarding Benari Estates Subdivision. Steve Noyes presented on Benari Estates Subdivision. Vice Chairman Stirrat makes a motion to approve the staff report showing the sidewalks and easements as depicted as in exhibit A in the staff report and move to approve it as drafted. Seconded by Commissioner Crockett. ALL AYES ... MOTION CARRIES. 5C. Presenter will be arriving late. 5D. Steve Decker's has been added to volunteer on the ACHD Bicycle Committee. 5E. Discussion of creating a FAQ page on the city website. Chairman Huffaker makes a motion to submit the frequently asked questions on the BLM Foothills Recreation Plan to Council for approval and to put on their website and distribute in any other way that might be requested. Seconded by Vice Chairman Stirrat. ALL AYES ... MOTION CARRIES. 6. PUBLIC WORKS REPORT: Eric Ziegenfuss stated that sprinklers and water fountains are being winterized. The City of Eagle is looking into Fiber Optics. Recently meet with Terra View Park which is currently in the plat process. Met with the HOA for Pamela Baker Park. Waiting on legal for funding. In the planning phase of building a storage building at Stephen Guerber Park. Christmas lights should be on by the week of Thanksgiving. Commissioner Minch asked about trail maintenance and with rainy weather and leaves still falling, the curves on some of the pathways get slick. Does the city have a sweeper or a strategy that is used. Eric Ziegenfuss stated the city does not have a sweeper but uses a tow behind blower. Chairman Huffaker asked what type of fiber is coming to the City of Eagle. Eric Ziegenfuss stated this would be a city owned utility and currently working with 3 separate contractors. 7. TRAIL SUPERINTENDENT REPORT: Brandon Johnson presented the Parks and Recreation report before the Trails Report. Steve Noyes stated Day of Caring was cancelled due to Covid and too much smoke in the air. Trail inventory has been updated. 25.43 miles of trails and pathways are maintained by City of Eagle staff. Bald Eagle Point is almost completed. Connecting to Eagle Island State Park is on hold. 8. PARKS AND RECREATION REPORT: Brandon Johnson stated that Saturday Market season has closed but Country Christmas is coming up on December 0i. Brandon Johnson shared a story about a Saturday Market vendor that is working with Albertson's to have their product in stores. Soccer is wrapping up its season, Basketball registrations are open. Camps and classes are having some struggles. The struggle is finding those that want to teach and because background checks are now required for instructors. Chairman Huffaker asked how Brandon Johnson feels about the 5 -year Capital Improvement Plan from the Parks perspective. Brandon Johnson states that things are good, and the Parks Department is already meeting about it. 9. MAYOR / COUNCIL REPORT: Council Member Baun stated a Concept Plan is being developed for the 85 -acre sports complex. The Concept Plan is moving forward. An RFP is being put together for a Trails and Parks Master Plan. 9. NEW BUSINESS: 5C. Dave Yorgason representing Skyview Subdivision. The location is the northwest corner of Park Lane and Highway 44. Vice Chair Stirrat makes a motion to move to recommend to City Council to adopt the staff's recommendation on the Skyview Development with the understanding that for the requirement for the pathway labeled "G" that the developer uses its best faith good faith efforts to work with IDT and the neighboring property owner to obtain an easement with reasonable conditions for connectivity to the bridge that is labeled "D" as far as the staff recommendation. Chairman Huffaker so essentially your motion is to go forward entirely with the staff recommendation and with those additional conditions that the developer act in good faith and its efforts to obtain an easement with both ITD and Shady Acres.
