Civic Lane September 27, 2021, 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:30 p.m. 2. ROLL CALL: Present: FEND, D'ANDREA, DUNN, MACFARLAND A quorum is present. 3. PUBLIC COMMENT: None This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter,up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three(3)minutes. 4. INTRODUCTIONS: Karen MacFarland introduced herself to the commission. She is a new resident to Eagle. Welcome Karen! 5. UNFINISHED BUSINESS: A. ACTION ITEM: Sears Kit House 4520 N. Linder Rd: Dunn reported that Tatanka Livestock & Cattle Co. has sold 5.3 acres (house and property) of the 40 acres to Scott Cutler and Roberta Schoenwald and they have been making minor improvements to the house. The remaining 34 acres has been divided into a 6-lot subdivision. Dunn will contact owners of the Sears house to discuss the history and historic value of the home. Commission agreed to leave this property on the agenda as Unfinished Business to monitor any changes that arise in the future. B.ACTION ITEM: Brookside School House, 22871 Ranchero Dr. Middleton, ID: Nothing new to report. Commission agreed to follow up after pandemic eases. C. ACTION ITEM: Formation of Historic House Resource Guide for Homeowners: Fend has nothing to new to report. He is waiting to meet with Ellen Mattila and Devonte Goodman who manages the city's website. The HPC would like to add an Historic Preservation Resource Guide as a drop down to the HPC option on the website. Dunn will set up a group email for Ellen, Devonte, Fend and Dunn to introduce the idea. D.ACTION ITEM: Quonset Hut home 1901 N. Eagle Rd.: D'Andrea met with Mrs. Janet Stevens, owner of this property, who shared the history of the home. D'Andrea learned that this house along with three others nearby had been moved from Gowen Field and they were Barrack Buildings. Mrs. Stevens was unaware of any previous history associated with her house. All three of these Barrack Buildings have been remodeled. With only the age of the home meeting the criteria for inclusion in the Historic Registry, the commission chose not to pursue this property. Page 1 of 3 E.ACTION ITEM; Tyler Hoon property 1861 Washam Rd. Fend visited this address and learned that Alan Hochstrasser and his mother Carol Hochstrasser are the owners. Carol lives in the older home and Alan and his wife live in a house at the back of the property. Mr. Tyler Hoon, a family friend, was interested in buying a back parcel. The original home has had some substantial modifications. The commission with Fend's recommendation, decided to pass on this property for inclusion in the Historic Registry. 5. NEW BUSINESS: A. ACTION ITEM: Minutes of April 30, 2021 Fend makes a motion to accept the minutes of April 30, 2021 as presented. Seconded by Dunn. ALL AYE...MOTION CARRIES B.ACTION ITEM: Harvest Festival, October 9,2021 9am-2pm Dunn reported the Museum and HPC will share a table at this year's event. The museum will be handing out Halloween bags filled with some candy, pencils and slap bracelets and will also include a coupon to visit the new museum for a free prize. The HPC decided they will provide their tablecloth and will get a few pumpkins for decoration. They will have the Walking Tour brochures to give out and will hand out candy. Joel and Karen are available to work this event. John will be out of town. C.ACTION ITEM: 2500 W. State Street demolition Dunn reported she was contacted by Mike Williams, Eagle City Planner, who let her know that River Engineering Co. is scheduled to tear down 2500 W. State St. Mike had checked the Registry and noticed it was listed. Dunn doesn't feel this Craftsman home needs to be saved, the Commission agreed. Fend acknowledged it was nice that Mike Williams brought this to the attention of the HPC for review. Dunn will follow up with a letter to Kent Adamson, Representative for the River Engineering Co. and cc Mike Williams with the HPC's outcome concerning this property. D.ACTION ITEM: Future Agenda Items: Dunn suggested keeping the Thomas Aikens home at 78 E. Aikens, on the agenda as Unfinished Business. The home is slated to be a future Boutique Hotel or B&B. The HPC will keep on top of the progress. D'Andrea suggested the HPC quarterly meetings go back to the second Wednesday at 5:30pm. Commissioners agreed, next meeting will be November 10, 2021 @ 5:30 6. REPORTS: A. Fend reported of Commissioner Robinson's resignation. Fend also reported on a webinar he took from the National Alliance of Preservation Commission which addressed Outreach Tips. He said the HPC is doing most of the ideas but was suggested the outreach of getting kids involved. The HPC was looking into this a few years ago and maybe can revisit this in the future. B. Council Liaison: 1. Reported the Public Hearing for the Budget meeting is September 28, 2021 Page 2 of 3 7. ADJOURNMENT: There being no further business.Vice Chair D'Andrea moves to adjourn.
