EAGLE CITY COUNCIL
November 10, i986
The council met in regular session at the Eagle City Hall, on
Monday, November 10, 1986 at 7:30 p.m. MAYOR CAROL HALEY presiding.
Roi1 call showed the following members present: MAILE, MATLOCK,
MINOW. GUERBER excused.
Motion made by MAILE to approve the minutes of the October 14, 1986
meeting as presented. Motion seconded by MATLOCK. ALL AYE: MOTION CARRIED.
' Motion made by MAILE to approve the minutes of the October 20, 1986
meeting as presented. Motion seconded by MATLOCK. ALL AYE: MOTION CARRIED.
MAYOR CAROL HALEY declared that it was the time and the place for
the first public hearing regarding a Variance Application submitted by
Albert Courtial. The time was 7:35 p.m.
A1 courtial gave .testimony in favor of his request, there was no
unfavorable testimony. MAYOR CAROL'HALEY closed the public hearing at
7:37 p.m.
Motion made by MATLOCK to grant the Variance Application as presented.
Motion seconded by MINOW. Discussion: that the variances approved be
spelled out in the Findings of Fact and Conclusions of Law. Roll call on
the motion resulted as follows: AYE: MAILE,,IMATLOCK, MINOW. Motion carried.
Courtes]' review of Banbury: presented by Tom Wright. Project on its
way with 23 lots , 44 acres in Phas~el. Discussion i. nlwhich the representative
reque~t~da letter from the City of Eagle approving the final Plat of Banbury
Phase 1, to Hoff's Co. in which the city states that they will have on site
sewage system. Approva~ of Ada

County prior to Eagle's annexation of that
approval upon annexation, so directed by
Fire Hydrant request/Eagle Fire Dept.: request, made by Fire Dept
for the city to pay for a fire hydrant on Park and State St. The proposed
cost of the hydrant is $1,700. Motion made by MINOW to pay the funds neede'd
for the fire hydrant not to exceed the requested $1,700. Motion seconded
by MAmLOCK. Roll call on the motion resulted as follows: AYE: MAILE,
MATLOCK, MINOW. Motion carried.
Presentation Centrac Eng: would like to apply for City Engineering
projects for the City of Eagle. Proposal would be an hourly rate estimated
between $27-$54, or even a flat rate. MAILE requested a designated hourly
· rate to.be presented to the city by Centrac for consideration.
Southwest Private Industry Council: Moved by MAILE to initiate the
paperwork to obtain no less than 3 summer youth for general projects in
the Eagle area. Motion seconded by MINOW. ALL AYE: MOTION CARRIED.
MAYOR CAROL HALEY declared that it was the time and place for the
second public hearing regarding the Senior Citizens Community Block Grant,
approval of Request of Release of Funds. The time was 8:14 p.m.
There were three letters approving the project, from the Eagle Sewer

District, Wayne Crosby and Dr. Merle Wells of the State Historic Preser-
vation Office. No opposition. Public hearing closed at 8:20 p.m. Motion
made by MINOW to approve the Release of Funds for the block grant. Motion
seconded by M~LE. Roll call on the motion resulted as follows: AYE:
MAILE, MATLOCK, MINOW. MOTION CARRIED.
Representative of James Gipson, Associates, presented the Senior Citize~
building plans to council. It was moved by MATLOCK to approve James Gipson
as architect and award him the contract. Motion seconded by MINOW. ALL AYE:
MOTION CARRIED. Motion made by M~/qs~.to approve the preliminary plans for
the center. Motion seconded by MINOW. ALL AYE: MOTION CARRIED.
Treasure Valley Mobile Home Park Findings of Fact and Conclusions of
Law: motion made by MINOW to approve the Findings of Facts with the
correction in section h), page 5, that it be from an appropriate licensed
engineer. Motion seconded by M~SE. Discussion: amendment to the motion
to read "licensed engineer, designated by the City of Eagle". ALL AYE:
MOTION CARRIED.
Motion by MAILE to modify the prior library motion in the meeting of
October 14, 1986 which read "to approve request of purchase by the library
prior to purchase with the exception of salaries". Motion modified to read
"to allow the librarian to incur expenses up to $100.00 for daily operational
needs of the library. Any purchase anticipated in excess of $100.00 must
have approval of City Council". Motion seconded by MINOW. Roll call on
the motion resulted as follows: AYE: ~ILE, MATLOCK, MINOW. MOTION CARRIED.
Motion made by MATLOCK to award Gipson & Assoc. the contract for the
Community and City portion of the architectual design.. MAILE seconded the
motion. Roll call resulted as follows: MAILE, ~ATLOCK, MINOW. MOTION
CARRIED.
Carlyle Briggs discussed with council the legal description of the
land designated for the new building. The legal reads "Carpenters Third
Addition", which is incorrect. The legal should read "Carpenters Additon".
B&A Engineers will obtain a correction and have recorded in the Ada County
Recorders Office.
