4. SERVICE RECOGNITION
1. Volunteer Of The Month – APRIL : Eagle Historical Society: The Eagle Historical Society has
been a part of Eagle for over 15 years and an integral part of the museum. They were loosely formed
in the beginning but soon gained momentum and oversaw the opening and continuing operation of the
museum. The first few members were quick to open up membership and had a full roster shortly
thereafter. Over the years the Eagle Historical Society and Museum have worked hand in hand to
encourage the education of the community. The Society was instrumental in different events over the
years including: A tour via a small bus that was borrowed from Boise that toured the historic
buildings and houses of Eagle, including a special tour during Christmas,a tour of the Old State
Penitentiary and of the Eagle Island Prison Farm. The Society also arranged for different lectures,
one bringing in local historian Arthur Hart. In addition to this, the Society also arranged for a re-
enactment of the Civil War at the corner of Eagle Road and State Street. Unfortunately, over the
years, membership has wound down and the Eagle Historical Society has closed its doors. However,
today we would like to honor three long standing members of the Society; Betty Fisher, Edith Fisher
Cohen, and Helen Fisher. All three have been volunteering with the museum and continued to be
much needed. Their warmth and willingness to help in anyway make them a delight. Their spirit of
volunteering and selflessness to help educate the public is what makes Eagle the great community it
is.
5. PUBLIC COMMENT:
This time is reserved for the public to address their elected officials regarding concerns or comments they
would like to provide to the City Council regarding subjects not on the agenda. At times, the City Council may
seek comments/opinions regarding specific City matters during this allotted time. This is not the time slot to
give formal testimony on a public hearing matter, or comment on a pending application or proposal. Out of
courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3)
minutes.

7. CONSENT AGENDA:
Consent Agenda items are considered to be routine and are acted on with one motion. There will be no
separate discussion on these items unless the Mayor, a Councilmember, member of City Staff, or a citizen
requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the City Council.

Any item on the Consent Agenda which contains written Conditions of Approval from the City of Eagle
City Staff, Planning & Zoning Commission, or Design Review Board shall be adopted as part of the City
Council’s Consent Agenda approval motion unless specifically stated otherwise.
A. Claims against the City.
B. Noise Waiver Request: Kurtis Nourse and Samantha Blass are requesting a one (1) hour
noise waiver extension for May 27, 2017at Eagle Hills Golf Course (605 N. Edgewood Ln.)
to accommodate their wedding reception.
C. Volunteers of the Month Proclamation – A proclamation of the City of Eagle declaring
April 13, 2016, Eagle Historical Society Day in the City of Eagle for their dedication and
volunteerism!
D. Agreement for Commission of Historical Murals: This Agreement for Commission of
Historical Murals (the “Agreement”) is entered into and made effective February 9, 2016, by
and between Bryon Schexnayder (“Artist”) and the City of Eagle (“Client”). The Scope of
this Agreement: This Agreement applies to the four (4) Historical Murals to be created by
Artist and delivered to the Client (collectively known as the “Murals”). (SR)

G. Lease Agreement between the City of Eagle and AM Enterprises for vendor space at

I FP-02-16 – Final Plat for Lakmoor Commercial Subdivision – Hawkins Companies, LLC:
Hawkins Companies, LLC, represented by Scott Wonders with J-U-B Engineers, Inc., is
requesting final plat approval for Lakemoor Commercial Subdivision, a 10-lot (8-buildable,
2-common) commercial subdivision. The 16.14-acre subdivision is located on the east side of
Eagle Road adjacent to the intersection of East Colchester and South Eagle Road. (WEV)
J. DR-09-16 – LED Lighting proposal for Epic Car Wash – Paul Hilbig: Paul Hilbig with
ZOKE is requesting approval of the building, vacuum, and menu order area LED lighting
plan for Epic Car Wash. The 1.04-acre site is located near the northeast corner of East State
Street and State Highway 55 at 2836 East State Street within Eagle Promenade Shopping
Center. (WEV)
K. Resolution 16-17: Fair Housing Resolution: A resolution for the City of Eagle declaring the
month of April as, Fair Housing Month in the City of Eagle. (SKB)
L. Re-appointment to Planning and Zoning Commission: In accordance with Resolution 14-
19 Mayor Ridgeway is requesting Council confirmation of the re-appointment of Victor
Villegas to the Commission. Mr. Villegas will be serving a three (3) year term, his new term
will expire in April 2019.. (SR)

9. PUBLIC HEARINGS:
Public Hearings are legally noticed hearings required by state law. The public may provide formal
testimony regarding the application or issue before the City Council. This testimony will become part of
the hearing record for that application or matter.
A. CU-01-16 – Conditional Use Permit – Tim and Debi Shaklee: Tim and Debi Shaklee are
requesting conditional use permit approval to establish a conforming use status of an existing
single-family dwelling unit located within the MU (Mixed Use) zoning district. The 0.30-acre
site is located on the north side of East State Street approximately 620-feet east of the intersection
of South Conover Street and East State Street on Lot 9, Block 1, in Randall Acres Subdivision at
2152 East State Street.(WEV)
B. RZ-08-15/PP-08-15 – Redstone Ranch Subdivision – A Team Land Consultants: A Team
Land Consultants, represented by Steve Arnold, is requesting a rezone from R-3 (Residential
Three) to MU-DA (Mixed Use with a development agreement in lieu of a PUD) and preliminary

plat approvals for Redstone Ranch Subdivision, a 111-lot (99-buildable and 12-common)
residential subdivision. The 10.06-acre site is generally located on the north side of Hill Road
approximately 400-feet west of the intersection of Hill Road and State Highway 55. (WEV)
10. NEW BUSINESS:
A. Review and action on Saturday Market Advisory Committee recommendations: The
Saturday Market Advisory Committee has recommended that the booth fee for Eagle Saturday
Market be reduced by 50%, from $30.00 per date to $15.00 per date. Additionally, they are
recommending that the booth fee for participants first date of the year be waived in its entirety.

B. Ordinance 750 – Rezone Ordinance – Commonly referred to as Crestpoint Place
Subdivision: An ordinance changing the zoning classification of the real property described
herein from A (Agricultural) to MU-DA (Mixed Use with a development agreement); amending
the zoning map of the city of eagle to reflect said change; and providing an effective date. The
property is located at 103 South Edgewood Lane Eagle, Idaho. (WEV)
C. Ordinance 751 – Rezone Ordinance – Commonly referred to as Crossley Park Subdivision:
An ordinance changing the zoning classification of the real property described herein from R-3-
DA (Residential with a development agreement) To R-5-DA-P (residential with a development
agreement – PUD); amending the zoning map of the city of eagle to reflect said change; and
providing an effective date. The property is located at 3391West Flint Drive Eagle, Idaho.

D. Ordinance 752 – Rezone Ordinance – Commonly referred to as East End Marketplace
Development: An ordinance changing the zoning classification of the real property described
herein from BP (Business Park) classification to MU-DA (Mixed Use with a development
agreement) and C-2-DA (General Business District with a development agreement); amending
the zoning map of the City of Eagle to reflect said change; and providing an effective date. The
property is generally located on the east side of South Edgewood Lane between State Highway 44
and East State Street inclusive of 1601, 1782, and 1794 East McGrath Road. (WEV)
E. Memorandum of Agreement for Cost Sharing of Engineering Services: A cost sharing
agreement between the City of Eagle, Eagle Urban Renewal Agency, Eagle Fire Protection
District, Pacific West Communities, Inc., and Eagle 26 LLC to initiate and obtain the preparation
of engineering construction drawings and an estimate of construction costs for a right-in, right-out
access on the north side of State Highway 44 generally at the halfway point between North Eagle
Road and Edgewood Lane and a collector roadway connecting the right-in, right-out access to the
Plaza Drive extension. The Parties estimate the cost to perform the engineering services to be
approximately thirty-five thousand dollars ($35,000.00). The Parties agree to share the cost of
the engineering services equally, even if it exceeds the estimated costs. (SR)
F. Cost Share Agreement with ACHD for Plaza Drive Extension: A cost sharing agreement
between the City of Eagle and the Ada County Highway District (ACHD) for the non-
transportation components (10-foot wide detached pathway, street trees, historic street lights, and
landscaping) for the extension of Plaza Drive from the existing terminus near Iron Eagle Drive
west to 2nd Street. The non-transportation components are estimated to cost approximately
$452,000.00 and are subject to the ACHD bid and award process. The non-transportation
components will be included in the ACHD bid and award process for the Plaza Drive extension
roadway construction but will be identified on a separate bid schedule. (NBS)
