1. CALL TO ORDER: The meeting was called to order at 5:30 P.M.
2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
Absent: CROCKETT, STIRRAT, BAUN
3. APPROVAL OF MINUTES:
A. Minutes of August 26, 2021
Commissioner Decker's moved to approve the minutes of August 26, 2021, as written.
Seconded by Commissioner Blaine. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. NEW BUSINESS:
A. Gary Segers presented on the bicycle pedestrian concerns as they relate to ACHD.
Council Member Bann entered the meeting at 6:06pm.
B. Rodney Evans with Rodney Evans Partners - 1450 W Bannock St. Boise, ID. 83702 presented on
Eventyr Subdivision.
B. Adam Anderson - 996 N Woodstream Pl. Eagle, ID. 83616. Presented on Eventyr Subdivision.
B. Steve Noyes presented on Eventyr Subdivision.
Chairman Huffaker makes a motion that with the proposal that's been made I would agree
with Section 1F under Trails and Pathways a private gravel pathway that will transition to
native surface trails to be constructed as shown. In 1G under Trails and Pathways information
only, that can remain. In H, can remain as information only. So essentially, I would strike
everything in the proposed recommendation other than Trails and Pathways 1F, G, and. I am
going to start again. Chairman Huffaker moves to approve Trails and Pathways 1D — H and
strike the rest of the recommendation. Seconded by Commissioner Blaine.
Commissioner Decker's makes an alternate motion that we accept the recommendations from
Steve Noyes as presented with the exception that we strike 2B under the public access
easements and that was as recommended tonight to strike 2B. Also, to add a note that it's not
the cities intention at this time to build a bridge at location C or a pathway at location
A. Chairman Huffaker said that your motion would be similar, but it would retain the
easement. Commissioner Deckers stated it retains the easement, it just signals that it's really
not our intent at this time to push forward with the pathway. It doesn't preclude it from
happening at some point. Seconded by Commissioner Minch.
Commissioner Decker's stated that just to make sure my motion was not confused, it did not
remove the potential for the city to ever build a pathway. It's just not our intent at this time to
proceed with the pathway.

Commissioner Blaine asked for clarification from Mr. Noyes, without the city being granted an
easement even if noted that we wouldn't have an intention of building, we would still have future
access through the state easement should we seek connectivity or have a desire and utilizing that
access in conjunction with the state. Steve Noyes stated yes.
Commissioner Minch asked for clarification that if Part 1 A were removed which says, currently the
developers shall not improve the shaded area A, does that imply in any way that the developer can
improve that shaded area. Could they extend something onto what's currently the state
easement. Chairman Huffaker stated, that would be a conflict with the state.

9. PUBLIC WORKS REPORT:
Eric Ziegenfuss stated the splash pads are off for the summer.
The City of Eagle purchased the Orville Jackson house and will start cleaning up the area immediately.
RFP was put out for concept design for Charlie Woods Park which has come back and would like the
engineering firm to present to Council.
Dog Park restroom is open.
Seal Coating has had mixed reviews.
The museum should be open by October 9"' (Harvest Fest).
6. TRAIL SUPERINTENDENT REPORT:
Steve Noyes shared about the BMX event.
Mission 43 put on the 9/11 miles of remembrance with over 1100 people in attendance.
Ribbon cutting on Mace Tunnel Murals.
Day of Caring postponed approximately 6 weeks due to smoke in the air and Covid.
Creighton Woods — the pathway was destroyed due to construction. The City of Eagle will return a
surety will be returned once the pathway has been restored.
Connecting to Eagle Island State Park. The exhibits have returned from the engineers.
7. PARKS AND RECREATION REPORT:
Brandon Johnson stated there are 3 more weekends for the Eagle Saturday Market.
Brandon Johnson formally invites the Commission to watch a soccer game either at Reid Merrill or
Stephen Guerber Park.
The City of Eagle is transitioning to a new background check process.
Yappy Hour was cancelled in September due to the high level of smoke.
Soccer has 532 signups

11. PPRC LIAISON ASSIGNMENT REPORT:
Commissioner Blaine discussed the BLM Concept Plan and asks the PPRC Commission members to
review and provide comments to make a recommendation to the Council at the next meeting.
