Minutes - 2021 - Design Review - 09/09/2021 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on September 9, 2021. Member Lindgren presiding. 1. CALL TO ORDER Member Lindgren calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: LINDGREN, SAYER, DUPERAULT, MERRILL; WEBEX, GERMANO. ABSENT: GRUBB, MIHAN. A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. ACTION ITEM: DR-15-21 — Common Area Landscaping within Mosscreek Subdivision — Urban Solutions, LLC: Urban Solutions, LLC, represented by Steve Hart, is requesting design review approval of the common area landscaping within Mosscreek Subdivision. The 21.6-acre site, consisting of three parcels, is located at the terminus of West Escalante Drive, south terminus of North Tempsford Way, and 5806 West State Street. Lindgren moves to approve DR-15-21 Common Area Landscaping within Mosscreek Subdivision with the following site-specific conditions of approval: K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-09-09-21 MIN.doc Site Specific Condition #6: Address the fencing detail where we would like to see that wrought iron fence be a five-foot tall not six-foot tall where there is a discrepancy-we want to see a five-foot tall fence. Site specific condition #7: Condition striken because this condition has already been addressed under item 4. Site specific condition #15: Provide a cross-section of the ditch that runs east to west on the second phase of the project. Provide landscaping, planning detail, and also get Middleton Ditch Company's (if that is the right entity) to provide their comments and/or approval to be approved by staff and one member of Board. Site specific condition #16: Provide the specific location of the irrigation pump and additional design information regarding the detail of enclosure and any other architectural components that might be applied to that. To be approved by staff and one member of Board Site specific condition #17: Remove the red fescue which is currently purposed on w. extent of Escalante Dr. and to replace with planter bed per Duperault's comments tba staff and one member of Board. The approval of the wood textured vinyl fencing as depicted on the applicant's landscape plan along w. Beacon Light as it returns back into subdivision. Site specific condition#11: Same profile as textured vinyl fence with open rail as depicted in the applicant's landscape plane along Beacon light. which will be same profile textured brown fence open rail along beacon light. Site Specific Condition#12: Removal of two existing trees as purposed by the applicant is accepted by the Board. Seconded by Sayer. City Planner B. The 0.61-acre site is located on the south side of East Iron Eagle Drive approximately 585-feet west of South Edgewood Lane at 1395 East Iron Eagle Drive (a portion of Lot 3, Block 3, Merrill Subdivision No. 1). ACTION ITEM: DR-39-21 — Master Sign Plan for a Multi-tenant Flex Space Office Building, including Signage for Balmshot — Daniel Walker: Daniel Walker, represented by Daren Epperson with The Sign Center, is requesting design review approval for a master sign plan for a multi-tenant flex space office building, including signage for Balmshot. The 0.61-acre site is located on the south side of East Iron Eagle Drive approximately 585-feet west of South Edgewood Lane at 1395 East Iron Eagle Drive (a portion of Lot 3, Block 3, Merrill Subdivision No. 1). (BAW) Board Discussion Merrill moves to continue the sign DR-39-21 —Master Sign Plan for a Multi-tenant Flex Space Office Building, including Signage for Balmshot to match the applicant's DR-38- 21 and compliment the colors and the style of the building as they bring that forward continue it with the other application, so they come back together. Lindgren says, "So moved." Seconded by Sayer. ALL AYE...MOTION CARRIES. 6. REPORTS: A. Design Review Board: EASD book revisions-things could be added to make mor clear. Merrill also states in the past it would take three or four meetings to approve an application. Board should not feel bad when an application needs to be continued to be revised. Applicants need to be prepared for presentations. Merrill states she appreciates City Planner Williams and City Planner Gero's hard work on the applications. B. Staff: Design Parks Development agreement with design criteria and how do we work with that better. City Planner B. Williams informs Board there will be a joint meeting between City Council and the Design Review Board on Thursday, September 23, 2021, at 5:00 p.m. and asks Board to email her topics Board would like to discuss to be added to the Agenda. Meeting will be an open discussion. Merril would like to discuss how the Design Review Board can work with Development Agreements better. City Planner B. Williams states a new"office/shop building"for Terra View and Wendy's modification, and Arts West will be on the next meeting Agenda. C.
