Minutes - 2021 - Historic Preservation Commission - 04/30/2021 - Regular pP T THE CITY OF EAGLE 0 HISTORIC PRESERVATION COMMISSION 04 Minutes Eagle City Hall, 660 E. Civic Lane April 30, 2021, 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:38 p.m. 2. ROLL CALL: Present: FEND, DUNN, D'ANDREA, ROBINSON (absent) Mayor's Youth Advisory liaison,Nathan Jenson is in attendance A quorum is present. 3. PUBLIC COMMENT: None This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter,up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three(3)minutes. 4. UNFINISHED BUSINESS: A. ACTION ITEM: Sears Kit House 4520 N. Linder Rd: Dunn gave a brief history for Nathan on this house and property project. Dunn continues to try to contact Tatanka Livestock& Cattle Co. to ascertain plans for the house. B.ACTION ITEM: Brookside School House,22871 Ranchero Dr. Middleton,ID: Dunn gave a brief history for Nathan on this project. Dunn updated the Commission that Michelle Thompson went out and identified the building as a 1930's school-house but could not verify if it is the Brookside School House. Unfortunately,Michelle has taken a job and will no longer be able to help with the research of this project. Chairman Fend suggested this item continue to be on the agenda as Covid is opening up and HPC members will work on this project. C.ACTION ITEM: Formation of Historic House Resource Guide for Homeowners: Chairman Fend reported a townsite in Massachusetts has set up a link on their website for homeowners to look for preservation resources. The website also has a link to the Department of Interior National Park Service for links to their preservation briefs. Chairman Fend suggested the commissioners look at this website and see how the HPC can model a resource guide from it. Dunn reported SHPO also has a list of Historic Resources but is more regional. She spoke with Tyler Hoon who has contractor contacts, and he offered to speak with them and see if they would like to be in a local home-owners guide for preservation work. Chairman Fend would like to meet with Ellen Mattila and Devonte Goodman who manage the city's website,to see if a future Historic Preservation Resource Guide could be added as a drop down to the HPC option on the website. Dunn will set up a group email for Ellen, Page 1 of 3 Devonte, Fend and Dunn to introduce the idea. D.ACTION ITEM: Walking Tour brochures: Dunn reported she was contacted by the printing company who needed more photos due to the extensive reconfiguration of the brochure. She reported she will have the new brochures at the next meeting. 5. NEW BUSINESS: A. ACTION ITEM: Minutes of January 13, 2021 D'Andrea makes a motion to accept the minutes of January 13, 2021 as presented. Seconded by Dunn. ALL AYE...MOTION CARRIES B.ACTION ITEM: Quonset Hut home 1901 N. Eagle Rd. Dunn reported it is a 1956 home that was a Quonset hut, moved to Eagle from Mountain Home Air Force Base. This property had been researched in the past for the Historic Site Registry. Due to it not being Eagle original no further research was done. With much discussion,the commission agreed the uniqueness of this house warrants more research. D'Andrea will contact owner for history of home and report back at the next meeting. C.ACTION ITEM: Tyler Hoon property 1861 Washam Dunn contacted the accessors office and found this is a 1940 post war box-style house. Speaking with Hoon who originally wanted to tear the house down has changed his mind and now would like it to be considered for placement on the Historic Site Registry. The house having no significant architectural features or pioneer relevance the commission. decided to research this further. Fend will contact Hoon for more information and will take photos of the house and report back at the next meeting. Jenson will accompany Fend. D.ACTION ITEM: Eagle Fun Days July 9-10, 2021 Discussion of ideas for handouts/giveaways for the event. Will have the Walking Tour brochures and a few copies of the preservation briefs from the National Park Service to show examples of resources an HPC can assist homeowners with. Dunn has talked with P&R and secured spaces for Friday night and Saturday events but did not know actual location she will contact P&R and report back at the next meeting. Dunn has researched personalized table coverings and will send commissioners a few examples to choose from. Dunn will provide Fend with the new city logo to update table-top display. Chairman Fend makes a motion to spend up to $300 to purchase an HPC personalized tablecloth to be used at future events. Seconded by Dunn. ALL AYE...MOTION CARRIES E.ACTION ITEM: Future Agenda Items: Dunn suggested the commission should be looking for possible properties to consider for nomination to the National Registry. Commissioner Reports: 1.Goodale's Cutoff/Oregon Trail BLM land, Dunn reported that the BLM is working with the city on the property above Skyview Dr. Some thoughts have been to sell some of the land and or develop trails. The BLM would like to preserve the Oregon Trail and have trails for the public to explore. Dunn will send commissioners a link tp a video from Jerry Eichhorst, President of the Idaho Chapter of the Oregon-California Trails Association and encouraging the Commissioners to watch. • B. Civic Lane Eagle, ID 83616 RE: 2500 W. State St. Dear Mr. Williams, The existing home at 2500 W. State St. is listed as contributing craftsman style home per the Ada County Historic Preservation database due to a Phase 1 report completed in 1998. We would like to challenge this determination as the area and characteristics of this home have been altered substantially since this study was completed. The subject property and surrounding lots were agricultural in nature in 1998. Since 1998 to present all surrounding lots have been converted to developed R-1 and\or R-2 residential subdivisions\lots. From the original report,the two Craftsman style homes on adjacent lots listed as eligible at 2501 W. State Street and 2505 W. State St. have been removed and the areas in which they stood are now developed residential and commercial subdivisions. In the neighborhood meeting the home was referenced as the"Meth House"by several residents and consensus was that the area and home was a nuisance.Due to the characterization and modernization of the area and lack of preservation of the surrounding historical properties we do not feel the house to be contributing any longer to a historical area or district. Mike Cook, a home builder\contractor,cataloged the home on 9/3/21 with the attached synopsis and pictures. The home has been substantially renovated since 1998 and has not been maintained in its original state. The home has been modernized\altered in the following ways: 1. Exterior a. Roof—Updated from wood roof to architectural shingles b. Exterior doors—Updated from original doors(one original door found in house) c. Windows—Most changed from wood to metal or vinyl d. Chimney—unchanged but dilapidated e. Siding—Modified from wide clap board lap to small reveal lap 2. Interior a. Flooring—Changed from wood floor to vinyl planks b. Plaster Walls—completely removed and replaced with sheetrock\texture c. Cabinets—replaced with modern cabinets d. Lighting—replaced with modern LED lighting e. Interior Doors—Replaced with new doors that are not solid core or similar design. f. Trim—replaced with modern moldings 3. Out Buildings 2447 S. Vista Avenue •Boise, ID 83705 208-344-1180 a. In extreme disrepair i. Roofs falling apart ii. Structural issues The renovations above have modernized the home and significantly altered the original character of the home. We do not feel the home contributes to the original sense of time and place and historical development intended by preservation. The design,setting,materials,workmanship, feeling and historical association have been so altered that the overall historical integrity of the building has been irrevocably lost.
