A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAGLE, IDAHO, ADOPTING THE
MUNICIPAL FIBER OPTIC NETWORK PLANNING POLCIY DATED SEPTEMBER 14, 2021; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS,the City of Eagle finds that Telecommunications infrastructure is as important to the
community as streets,electricity,water,and sewer; and
WHEREAS, the City feels businesses, government, and citizens all need affordable, fast, and
reliable access to information networks; and
WHEREAS, the City of Eagle fords that such essential networks are not readily available within
the City and limits businesses, schools,hospitals,and government in their ability to function;and
WHEREAS,the City of Eagle desires to provide the City-citizens,business, and public entities-a
road map for the provision of fiber optic utilities within the City;and
WHEREAS, the City of Eagle has funded in the Fiscal Year 2021-2022 Budget the funding for
the development of a Fiber Optic Master Plan; and
WHEREAS,the City of Eagle seeks guidance from the Mayor and Council in the development of
the Fiber Optic Master Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY
OF EAGLE, IDAHO that the "Municipal Fiber Optic Network Planning Policy" dated September
14,2021,attached hereto as Exhibit A,is hereby adopted by the City.
This Resolution will be in full force and effect upon its adoption and approval this 14th day of September
2021.

Municipal Fiber Optic Network Planning Policy
September 14, 2021
Affordable and robust broadband telecommunications are essential for communities today. This brief
addresses both fiber optic service and infrastructure concerns while establishing fiber policy for the City
of Eagle with some short term goals and departmental responsibilities.

Purpose:
The purpose of this policy is to establish a Municipal Fiber Network Plan for the City of Eagle.
Executive Summary:
Telecommunications infrastructure is as important to communities as streets, electricity, water and sewer.
Phone and video jacks are as common as electrical outlets. When such essential networks are inoperable
our communities including businesses,schools,hospitals and government are compromised in their ability
to function. Communities are advanced by universal access to affordable and dependable Fiber Network
access.
Fiber Optic Network infrastructure and services affect economic growth. While our community is able to
receive basic broadband services, we pay a higher rate for these basic services than some other
communities. Prospects for either decreases in costs for services or improvements in service anytime in
the foreseeable future are not evident. The business model followed by the incumbent broadband service
providers precludes them from upgrading their redundant infrastructure or improving their services
without increasing costs.
DSL and cable networks cannot offer the speeds required to operate some services required today by both
businesses and residents. Such basic, essential services would include, but are not limited to, large file
transfers or video services. Businesses, government, and citizens all need affordable and fast access to
information networks. Therefore, we find cities throughout the country taking an interest in
telecommunications services and infrastructure.
Policy:
City of Eagle policy is that a Fiber Optic Network is a basic and essential service. Such services can be
cared for by a municipal fiber optic utility.
Responsibility:
The City of Eagle hereby tasks the following departments and individuals with performing a feasibility
study regarding development of a working business model for consideration by the Council.
1. The Public Works Department, under the direct supervision of the Mayor, is assigned the
leadership role in this endeavor. Within the scope of the department's abilities and assets, it will
devote the necessary time and energy to the creation of a feasibility study and business model for
City of Eagle Fiber Optic Municipal Network. As long as the assets needed to resolve these
immediate goals are available within the approved budget, including the contingency line item,
Council agrees that the Mayor may individually approve these expenditures from the Capital
Projects Fund as identified in the FY 22 City of Eagle Appropriation Ordinance.

2. The City will develop through a future Professional Services Agreement, to be approved by the
City Council,the following deliverables:
a. A City of Eagle Municipal Fiber Optic Network Feasibility Study
b. A working municipal business model
c. A recommended next step or proof of concept
3. Public Works Director, IT Director, Director of Long-Range Planning & Projects will be
responsible for technical review of the feasibility study and business model while still maintaining
their department priorities.
4. The Planning& Zoning Administrator is tasked with providing whatever support lies within the
time constraints and ability to offer in support of this project.
