The Eagle City Landscaping Committee addressed Council seeking
guidance for the Committee and projects they are responsible for.
The Eagle City Council met in regular session on November 22, 1994.
Mayor GUERBER presiding.
YZAGUIRRE asked for consideration of an agenda amendment under Item
E, New Business for pathways discussion. ALL AYE: MOTION CARRIED.
The following members were present: RICK YZAGUIRRE, THOMAS EASON,
STAN BASTIAN, MORGAN MASNER.
Moved by MASNER and seconded by YZAGUIRRE to approve the minutes of
the November 8, 1994 meeting as presented. ALL AYE: MOTION
CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/Baker/North Channel Rezone
Moved by YZAGUIRRE and seconded by BASTIAN to approve the findings
and conclusions as presented. ALL AYE: MOTION CARRIED.
Findings of Fact and Conclusions of Law/Bevington -Rezone
Moved by EASON and seconded by MASNER to approve the findings and
conclusions as presented. ALL AYE: MOTION CARRIED.
APPOINTMENTS: Mayor GUERBER requested this issue be continued
until the next regularly scheduled meeting on December 13, 1994.
Moved by MASNER and seconded by YZAGUIRRE to continue the
appointment as requested. ALL AYE: MOTION CARRIED.
ORDINANCES-RESOLUTIONS:
Moved by YZAGUIRRE and seconded by EASON to dispense with the three
day ruling and to consider Ordinance #252 at this time. ALL AYE:
MOTION CARRIED.
Moved by YZAGUIRRE and seconded by EASON to adopt Ordinance #252,
a rezone ordinance for the Baker/North Channel Rezone from M1 to
Cl. ALL AYE: MOTION CARRIED.
Moved by BASTIAN and seconded by YZAGUIRRE to dispense with the
three day ruling and to consider Ordinance #253 at this time. ALL
AYE: MOTION CARRIED.
Moved by BASTIAN and seconded by MASNER to adopt Ordinance #253, a
rezone ordinance for the Bevington rezone from A to C2. ALL AYE:
MOTION CARRIED.
PROCLAMATION: Moved by BASTIAN and seconded by YZAGUIRRE to adopt
the Drunk & Drugged Driving Prevention Month Proclamation of 1994.
ALL AYE: MOTION CARRIED.
NEW BUSINESS:
Ada County Transmittal - 94-61-CU/LDS CHURCH:
Moved by BASTIAN and seconded by MASNER to approve the County
Transmittal subject to county standards. ALL AYE: MOTION CARRIED.
DRAINAGE DISTRICT #2 EASEMENT: A letter was received from
Timothy Gass, Drainage District No. 2 representative. The City
Clerk discussed the letter and advised the Council that a draft had
been proposed by the City Attorney for the City Clerk to send in
response.
PLAQUE BID: The City Clerk addressed the bid from Anderson
Foundry, Inc. for $506.57, or $706.57 for raised lettering, for a
plaque to honor the artist that donated the Eagle Sculpture at the
Flag Plaza. The City Clerk indicated staff had been unable to
secure any additional bids at this time, but was writing for one
additional bid locally. Moved by MASNER and seconded by EASON to
approve the raised letter plaque. ALL AYE: MOTION CARRIED.
STREET LIGHTS: The City Clerk suggested a maintenance agreement
with Power electric for care of the street lights. The agreement
would outline the labor at $32.00 per hour, lamps $1,742 each,
unless a storage of lights was permitted. Ordering 3 or more
lights the cost lowers to $2,586. Power Electric would have to
store the lamps and poles for the City. Stein McMurray submitted
a bid for premium coverage on the lights, Flag Plaza and Trees in
the amount of $425 per occurrance. The City Clerk asked for line
item changes in the budget in order to reflect accurate figures on
the lights and poles, etc. Moved by MASNER and seconded by BASTIAN
to authorize a shift in the line items of the budget as submitted.
ALL AYE: MOTION CARRIED.
Moved by EASON and seconded by MASNER to add the insurance coverage
necessary to insure coverage on the trees, lights and Flag Plaza.
ALL AYE: MOTION CARRIED.
Moved by BASTIAN and seconded by YZAGUIRRE to allow Power Electric
to store the poles and lamps for the downtown street lights for the
City of Eagle; and, to accept their proposal for service. ALL AYE:
MOTION CARRIED.
PATHWAY: The Pathway Committee asked for Council direction
regarding a Greenbelt/Pathway system through the City and on the
river. A representative of the Baker/North Channel project asked
for guidance for setback requirements on the river and Hreenbelt.
The pathway requirements the City would want to consider may
include paving or not and the probability of 10 ft. or less
pathway.
Moved by YZAGUIRRE and seconded by BASTIAN to require a 10 ft.
paved pathway from Eagle Rd. through to the mitiHation land with
this project. ALL AYE: MOTION CARRIED.
MAYOR'S REPORT: The BriHhton court date is December 20. AIC is
asking for support from cities that will send 8% of revenue sharing
back to local entities thereby reducing the property tax. The
Mayor will introduce a resolution at a later date. The Mayor will
ask Chet Corn to join the B.U.S. Committee.
The MAYOR and MASNER will attend the Legislative Committee Dinner.
The City will sponsor a Legislative representative.
COMMITTEE REPORTS: Library: They will negotiate the County
Library agreement. Pathway: Mary will get an updated report on
the Boise River Ordinance and bring information back to the Council
to discuss in order to establish a workshop on the ordinance.
A sewer update was given.
The playHround equipment was discussed. The Council wants to delay
the delivery until March.
The Mayor requested the December meetings be scheduled on December
13th and December 20th, rather than the 27th.
CLAIMS AGAINST THE CITY: Moved by MASNER and seconded by YZAGUIRRE
to approve the claims as presented. ALL AYE: MOTION CARRIED.
