Minutes - 1994 - City Council - 08/30/1994 - SpecialEAGLE CITY COUNCIL AGENDA August 30, 1994 7~30 p.m. Speci&l Council Meeting Proposed FY 1994-95 Budget The Eagle City Council met in special session on August 30, 1994. Mayor GUERBER presiding. The following members were present:YZAGUIRRE, BASTIAN, MASNER. Absent: EASON PUBLIC HEARING: FY 1994-95 BUDGET Mayor GUERBER announced that this was the time and place for a public hearing on the annual appropriation budget. Testimony: Erica Peterson - objects to the increase property tax, building inspector fees, B.U.S. and expenditures toward parks. Hal MOSS objects to the sheriff holding facility proposed in a new city hall complex, the B.U.S., and park expenditures. Francis Transtrum - objects to the city hall complex, B.U.S., and park expenditures. Leslie Stiburick - suggests a user fee for parks. The public hearing closed at 9:10 p.m. Moved by MASNER and seconded on YZAGUIRRE to accept the budget as presented with the exception of the water portion of the budget amended as follows: REVENUES Customer Connection Fees raised from $35,000 to $70,000 Water Revenue raised from $20,000 to $40,000 New Public Works Total $110,000 EXPENDITURES Professional Services raised from $10,000 to $50,000 Capital-Meter Installation raised from $18,000 to $28,000 Capital-Construction raised form $0 to $5,000 New Public Works Total = $110,000 ALL AYE: MOTION CARRIED. LAW ENFORCEbIENT CONTRACT: the Council continued the matter until the September 13 Council meeting. ORDINANCE 250 Moved by YZAGUIRRE and seconded by BASTIAN to dispense with the 3 day ruling and consider Ordinance 250 at this time. ALL AYE: MOTION CARRIED. Moved by YZAGUIRRE and seconded by BASTIAN to adopt Ordinance 250, the FY 1994-95 Appropriation Ordinance, as amended, at this time. ALL AYE: MOTION CARRIED. Moved by YZAGUIRRE and seconded by BASTIAN to adopt Resolution 5-94 Property Tax increase over 5% (Truth and Taxation). ALL AYE: MOTION CARRIED. UNFINISHED BUSINESS: KESTREL COVE SUBDIVISION: The ditch problem in the subdivision was addressed by the City Attorney and the City Engineer. If the City Engineer agrees that all 6 of the issues has been covered, along with the certification of the developer's engineer, Dave Roylance, which has been submitted, the Council will release the plat for recording. Moved by BASTIAN and seconded by YZAGUIRRE to release the plan when the conditions, as outlined, have been adequately addressed. ALL AYE: MOTION CARRIED. Moved by BASTIAN and seconded by MASNER to adjourn to executive session to discuss personnel matters. ALL AYE: MOTION CARRIED. The time was 9:45. Moved by BASTIAN and seconded by YZAGUIRRE to reconvene the regular Council session. ALL AYE: MOTION CARRIED.
