August 26, 2021, 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:30 P.M.
2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
Absent: Commissioner Crockett
3. APPROVAL OF MINUTES:
A. Minutes of July 29, 2021
Vice Chairman Stirrat moved to approve the minutes of July 29, 2021, as written. Seconded by
Commissioner Deckers. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. NEW BUSINESS:
A. Dan Waugh — Trails and Urban Spaces Committee Chair for the Idaho Horse Council. Mr. Waugh
presented on the details and goals of the non-profit organization.
Commissioner Crocket entered the meeting at 5:33pm.
B. Steve Noyes presented on Rene Commons Subdivision.
B. Becky McKay with Engineering Solutions — 1029 N. Rosario St. Meridian. Ms. McKay presented on Rene
Commons Subdivision.
Vice Chairman Stirrat makes a motion that we recommend to city council that it adopt the
recommendation of city staff for this project but also with including a caution that design review should
study and consider how to merge the micro pathway labeled as "E" with the staircase that's on the
adjoining property. Seconded by Commissioner Blaine. ALL AYES ... MOTION CARRIES.
6. PUBLIC WORKS REPORT:
Eric Ziegenfuss stated that the parks have decreased in use and that kids have returned to school. Snow Cone
Shacks will be removed by Labor Day and Splash Pads will be turned off after Labor Day weekend.
There has been a large increase in crime at the parks.
Seal coating of approximately 7 miles has been taking place by hand the past few weeks on the asphalt trails.
Day of Caring is coming up. Discussion of pouring concrete pads at the dog park and along the greenbelt as
well as marking mile markers along the greenbelt.
Dog Park signs will be placed soon. There were several complaints about the gates and the wire mesh but it
has been fixed.
Terra View Park — will be meeting soon to finalize the details.
Commissioner Deckers stated there is a citizen that lives east of Guerber Park, and they are wanting to do a
community garden on the slope area. Eric Ziegenfuss stated that nothing has been discussed regarding a
community garden at Guerber Park but there would be a concern due to the activities that take place and the
use during the summer.

Chairman Huffaker asked, what is the status of the museum. Eric Ziegenfuss stated there are some painter
contractor issues but the inside is completely done.
7. TRAIL SUPERINTENDENT REPORT:
Steve Noyes shared that the volunteers dedicated 56 hours patrolling the greenbelt in July.
Connecting to Eagle Island State Park is moving forward slowly. The exhibits have been approved by JUB
Engineers and returned to the City Attorney.
Steve Noyes presented on the BLM Work Group.
Day of Caring will take place on September 9, 2021.
8. PARKS AND RECREATION REPORT:
Brandon Johnson stated that tonight is Gazebo Concert with a final concert of the year being September 30".
Yappy Hour Splash Pad Edition is September 7"'.
Saturday Market is starting to slow down.
Harvest Festival is Saturday, October 9"' and will go beyond Heritage Park. State Street will be shut down
from 2❑d Street to Eagle Rd. with a Cornhole Tournament and kid's activities.
Eagle Youth Soccer has 531 athletes. Just for Kicks Soccer has 33 athletes but Dane is opening additional
sessions due to the number of kids on the waitlist.
Summer Camp ended on August 13"'
9. MAYOR / COUNCIL REPORT:
Council Member Baun stated the BLM Plan passed.
In regard to sports fields and the long-term plan and as population grows, each new development should have
a community level park. The Parks & Trails Master Plan will be getting revised. Emphasis is currently on
parks in the western part of the city.
Council Member Baun suggests a PPRC Commission Member attend the ACHD BAC (Bicycle Advisory
Committee) as a liaison.
