1. CALL TO ORDER: The meeting was called to order at 5:30 P.M.
2. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT
LIAISON: COUNCIL MEMBER BAUN
Absent: DECKERS, ELWER, HUFFAKER
3. APPROVAL OF MINUTES:
A. Minutes of April 15, 2021
Commissioner Blaine moved to approve the minutes of April 15, 2021, as written. Seconded
by Commissioner Crocket. ALL AYES... MOTION CARRIES.
Commissioner Blaine makes a motion to move agenda item 10 to item 5. Also, move item 9 to
item 10. Seconded by Commissioner Crockett.
4. PUBLIC COMMENT:
None
5. NEW BUSINESS:
A. David Sterling with TO Engineers presented on Terra View Park.
General Discussion.
B. Ken Firmage 4904 W. Frenchglen Dr. Eagle. Representing Route 44 Development.
Steve Noyes presented on Route 44.
General Discussion.
Commissioner Blaine makes a motion to move to accept as proposed by Council and accepted by the
developer. Seconded by Commissioner Crockett. ALL AYES ... MOTION CARRIES.
6. PUBLIC WORKS REPORT:
Eric Ziegenfuss stated that trails are being cleaned up and trees are being trimmed. Irrigation and backflows
have been tested. Flower baskets are going up and looking into a city compost. Eric, Luis & Barb from
Planning & Zoning talked with Treasure Valley Canopy about trees. Splash pads will be turned on next week.
Yappy Hour will be held at the new dog park on June 15` with July I" being the grand opening with PetIQ.
Pamela Baker Park, meet with Dennis Baker today regarding funding. Terra View Park moving forward. City
Hall groundbreaking ceremony will be June 71' with bids opening on May 261h
Commissioner Stirrat asked about Charlie Wood Park. Eric Ziegenfuss stated the RFP went out for
engineering services.
7. PARKS AND RECREATION REPORT:
Lindsay Stanger presented on Eagle Saturday Market. Gazebo Concert starts on May 27`x' with the band Soul
Patch. Spring Soccer is now complete. Challenger Soccer will have 2 weeklong camps starting in June &
August. Eagle Youth Soccer registration opens soon for the Fall. Lindsay stated that camps and classes are
filling up fast with the first week of camp starting June 7`'

8. TRAIL SUPERINTENDENT REPORT:
Steve Noyes stated there was a developer meeting with the new Dry Creek Ditch Company and concrete is
allowed along the 1.3 miles of trail for Torrente Seco Subdivision.
Steve Noyes discussed connecting to Eagle Island State Park stating the easement has passed legal and awaits
the exhibits from TO Engineer to make changes that are required. Signatures are needed from the Newman's
and then it should be presented to Council.
Steve Noyes stated there have been several complaints about dogs off leash and dog waste being left behind
on the trails. Discussions have taken place with the police department and the police have met with Ridge to
Rivers. A volunteer program is currently being put together. Mayor Pierce has requested the police department
provide 1 full time employee strictly for greenbelt pathway patrol, bike park and foothills patrol.

Commissioner Blaine discussed Volunteer Coordinator Position.
Commissioner Blaine makes a motion to accept as it is written to move to next phase of presenting it to
Council. Seconded by Commissioner Crocket. ALL AYES ... MOTION CARRIES.
