C. DISCUSSION:
• The applicant is requesting design review sign approval to construct three (3) building wall signs,
menu board signs, and directional/information signs. Building wall signs are proposed on the
north, south, and east building elevations. The building wall signs proposed on the north and south
building elevations are proposed to be constructed of pan channel letters for the "Car Wash" text
Page 5 of 8
FADR -10 -16 Epic Shine Car Wash signage drf.doc
and illuminated with white neon and the "Epic Shine Car Wash" sign is to be non illuminated with
the exception of the "Epic Shine" which is to be illuminated with exposed green neon. While the
size of the signs on the north and south building elevations do not exceed that which is permitted
within Eagle City Code, it is staff's opinion that the signs are very dominant on both these
elevations and should be scaled down in size to be more in proportion with the overall height of
the parapet walls on which they are proposed to be located. Pursuant to Eagle City Code, the City
shall give consideration to the sign's relationship to the overall appearance of the subject property.
The applicant should be required to provide revised elevation plans reducing the overall height
and width of the signs proposed on the north and south elevations to be more in proportion with
the overall height of the parapet walls on which they are proposed to be located. The revised
elevations should be reviewed and approved by staff and two members of the Design Review
Board prior to the issuance of a sign permit.
• The applicant is requesting approval to install an automated sign on the west building elevation.
Pursuant to Eagle City Code, automated signs may be permitted as a part of a monument sign and
shall be prohibited in all other types of signs. The automated building wall sign proposed on the
west building elevation is prohibited per Eagle City Code.
The applicant has provided a second option for signage on the west building elevation. The
construction of this sign is proposed to be like the "Epic Shine Car Wash" signage proposed on the
north and south building elevations. The "Epic Shine" text is to be illuminated with exposed
green neon. The size of the second sign option does not exceed that which is permitted within
Eagle City Code. However, staff's opinion of the sign dominating the parapet wall on which the
sign is proposed is again out of proportion on the west elevation. Pursuant to Eagle City Code, the
City shall give consideration to the sign's relationship to the overall appearance of the subject
property. The applicant should be required to provide revised elevation plans reducing the overall
height and width of the sign proposed on the west building elevation to be more in proportion with
the overall height of the parapet wall. The revised elevation should be reviewed and approved by
staff and two members of the Design Review Board prior to the issuance of a sign permit.
• The directional, entrance /exit, mission statement, and illuminated exit signs are all shown to have
brick on the lower 2 -feet on the base of the signs. The width of the brick does not match the width
of the sign face on several of the signs. The applicant should be required to provide revised
elevation plans of the directional, entrance /exit, mission statement, and illuminated exist signs
showing the brick base to be the width of the sign face. The height of the brick base on the
entrance /exit and illuminated exit signs should be a minimum of 2 -feet and 3 -feet (respectively) in
height. The revised elevation plans should be reviewed and approved by staff and one member of
the Design Review Board prior to the issuance of a sign permit.
• The applicant is proposing an internally illuminated exit sign to be located approximately 15 -feet
east of the exit from the automotive washing facility. The purpose of the internally illuminated
exit sign is to inform patrons when it is safe to exit the automotive washing facility. Pursuant to
Eagle City Code, all types of internal illumination is prohibited, except for automated signs and
drive through/drive -up service menu board signs as regulated in Eagle City Code. Staff defers
comment regarding the internally illuminated exit sign to the Design Review Board.
• Staff defers comment regarding design and color of all proposed signs to the Design Review
Board.
