MINUTES
The Design Review Board met in regular session on June 24, 2021, Member Merrill
presiding.
1. CALL TO ORDER calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: SAYER, GERMANO, MIHAN,
MERRILL. ABSENT: GRUBB, DUPERAULT, LINDGREN. A quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of June 10, 2021.
Germano moves to approve the Consent Agenda. Seconded by Mihan. Sayer
abstains. ALL AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM DR-14-21 —Common Area Landscaping within Bald Eagle Pointe
Subdivision—Todd Cunningham: Todd Cunningham,represented by Jesse Buster with
Stack Rock Group, is requesting design review approval of the common area landscaping
within Bald Eagle Pointe Subdivision. The 41.15-acre site is located on the south side of
• West State Street(SH-44) at the southeast corner of West State Street(SH-44) and West
Moon Valley Road.

Board Discussion.
Merrill moves to continue DR-14-21: Common Area Landscaping within Bald Eagle
Pointe Subdivision. Seconded by Sayer. ALL AYE...MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Germano inquired about the status of renderings of the new
"Prairie Style"bank building that was recently approved by the Board. Gero advised the
Board that a public records request has been made. Germano states the Board needs to be
provided full size plans to review because it is unfair to both the Board, and the applicant

when the plans are unreadable. Mihan makes a recommendation for the Planning and
Zoning Department staff to explain to applicants that if their submitted plans are not
legible then the application may be deferred by the Board.
Merrill states the applicant cannot make substantial changes the day of the meeting and
expect the Board to digest those changes in time for the meeting. Germano states the
Board may consider additional minor information. Merrill recommends the Board adopt
a policy to not accept any late changes to the application. City Planner Gero suggests it
may be better for the applicant to wait until after the Design Review Board makes
recommendations to the submitted application before the applicant submitting changes
instead of the applicant quickly attempting to update the application shortly before the
upcoming Design Review Board meeting.
B. Staff: City Planner Gero stated the retail buildings within Eagle Island Market Place
by Fred Meyer have submitted their revisions, and the Planning and Zoning Staff is
working with them on their application.
Sayer moves to adjourn at 7:23 p.m. Seconded by Merrill. ALL AYE... MOTION
CARRIES.
