MINUTES
The Design Review Board met in regular session June 10, 2021, Chairman Grubb presiding.
1. CALL TO ORDER calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, GERMANO,
LINDGREN, MERRILL, MIHAN via WebEx. ABSENT: SAYER, DUPERAULT. A
quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on
the Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of May 27, 2021.
B. Findings of Fact and Conclusions of Law for the Approval of DR-22-21 —Personal
Service Building for Renu Medispa—Alexander Properties,LLC: Alexander
Properties, LLC, represented by Mysti Stelluto with Dave Evans Construction, is
requesting design review approval for a 6,782-square foot, two-story (1st Floor—4,780-
SF, 2nd Floor—2,002-SF) personal service building for Renu Medispa. The 0.69-acre
site is located on the north side of East Riverside Drive approximately 375-feet west of
East Shore Drive at 600 East Riverside Drive within Eagle River Development(Lot 18,
Block 3, Mixed Use Subdivision No. 5). (BAW)
C. Findings of Fact and Conclusions of Law for the Approval of DR-26-2 — Three
Building Wall Signs for Renu Medispa — Tawni Weaver: Tawni Weaver,
represented by Virginia Cunningham with Golden West Signs, is requesting design
review approval for three building wall signs for Renu Medispa. The 0.69-acre site is
located on the north side of East Riverside Drive approximately 375-feet west of East
Shore Drive at 600 East Riverside Drive within Eagle River Development (Lot 18,
Block 3, Mixed Use Subdivision No. 5). (BAW)

4. UNFINISHED BUSINESS:
A. ACTION ITEM: DR-27-21 — Common Area Landscaping within Eastfield
Subdivision — Dylan Schneider: Dylan Schneider, represented by Craig Brasher with
Ally Structural Consulting, LLC, is requesting design review approval of the common
area landscaping within Eastfield Subdivision. The 4.58-acre site is located on the
northwest corner of East Hill Road and North Edgewood Lane at 200 North Edgewood
Lane. This item was continued from the May 27, 2021, meeting. (ERG)

Grubb moves to approve DR-27-21: Common Area Landscaping within Eastfield
Subdivision with the site specific and standard conditions of approval as written with
the following modifications:
Remove site specific condition#2.
Remove site specific condition #3.
Leave site specific condition#4: To be reviewed by two members of the Board.
Add Site specific condition #12: Provide revised elevations showing more architectural
interest and detail around the mailbox cluster.
Board adds comments to City Council that Members Merrill and Germano are
opposed to the vinyl fencing and would recommend metal fencing or a different option
to the six-foot vinyl fencing along Hill Road and Edgewood Lane.
Seconded by Merrill. Germano requests it be added to the Board's comment to City
Council that the reason for the recommendation is that the white vinyl fencing does not
harmonize with the other developments across the street and we [Members Merrill
and Germano] feel it is important that it [the fencing] be consistent, so they [City
Council] understand our logic and that we are not just arbitrarily against vinyl.
Merrill requests the requirements for finding of facts and conclusion of law for DR
under Eagle City 8-2A-13(B)2 under general standards of(b) and (d) be added to the
motion and stated the fence does not meet these requirements.
Grubb moves to amend motion to add under the comment to City Council the reason
for objection is the consistency along Hill Road. The fencing types also per 8-2A-
13(B)(2 )(B&D) general standards of the code. Seconded by Germano.ALL AYE...

Grubb re-opens the motion and adds to the comment that the Board agrees to the
alternate method of compliance along Hill and Edgewood Rd. Seconded by Merrill,

townhome buildings (26-units) within Eastfield Subdivision (three — 4,205-SF, three —
4,231-SF, one — 3,958-SF, one — 3,971-SF, one — 6,210-SF, two — 3,665-SF, and one —
5,308-SF). The 4.58-acre site is located on the northwest corner of East Hill Road and
North Edgewood Lane at 200 North Edgewood Lane. This item was continued from the

Grubb moves to approve DR-28-21: Twelve Townhome Buildings (26-units)within
Eastfield Subdivision with the site specific and standard conditions of approval as
written with the following modifications:
Strike site specific conditions: #2, #3,#4,#5, & #6.
Site specific condition#13: All roof penetrations for heating, cooling, and mechanical
units need to match the roof color.

B 1. ACTION ITEM: Findings of Fact and Conclusions of Law for the Approval of
DR-28-21 —Twelve Townhome Buildings (26-units)within Eastfield Subdivision

5. NEW BUSINESS:
A. ACTION ITEM: DR-20-21 - Convenience Store with Fuel Service for Treasure
Valley Chevron—JR Warila: JR Warila, represented by Dakota Gullickson with
ALC Architecture, is requesting design review approval of a 6,505-square foot
convenience store with fuel service for Treasure Valley Chevron. The 10.01-acre site
is located on the southeast corner of West Beacon Light Road and State Highway 16.

Mihan returns to Board. Grubb recuses himself from items 5A, 5A1, 5B, and 5B1.
Lindgren is the Chair.
Dakota Gullickson, ALC Architecture, 1119 E. State St. Suite 120 Eagle ID 83616, reviews
application. Board questions.
City Planner B. Williams reviews application.
City Planner B. Williams informs the Board that a citizen that would like to give public
comment,the Board does not typically take public testimony as it is not a public hearing,
however, it is advertised that if someone would like to provide comment it is completely up

to the Board to accept or decline public comments. Board will allow public comment.
Lindgren opens the meeting for public comment.
Woody Woodbury, 8585 W. Rioja St. Star, ID 83669. Lindgren advises Woodbury to limit
comments to three minutes. Woodbury takes issue with the berm along Highway 16. The
berm approved for the Terra View subdivision has a 10-12-foot berm along Highway 16 for
the residential area. Woodbury stated he feels the 3-foot berm is not going to cut back the
noise sufficiently and would like the Board to consider a 12-foot berm. Woodbury also
commented the signs are way too high. In previous discussions with the planning board, the
design package showed 6-8-foot sign, and now the current package shows 15-foot signs.
Woodbury further commented traffic impact in 5A shows traffic is going to be 5,520 extra
trips which was more than originally discussed. ACHD recommended changes to 5A, and
Woodbury asks Board to consider these changes.
Stephanie Hopkins, Kay Jerry 725 N. Discovery Way Boise, ID 83713, appears via WebEx,
and addresses Mr. Woodbury's questions. Hopkins states 3-foot berm is more than what would
normally be required for a commercial development, and a new commercial development they
are proposing would be hindered by the berm. She stated Terra View is a residential
development, and this is a commercial development. Also, 500 trips were going to be added in
peak hours of each day.
Lindgren clarifies signs have not been reviewed by the Board yet so comments should be
deferred until an application is presented. In terms of traffic, the Design Review Board should
not comment as the issue should be resolved though Planning and Zoning and City Council.
Lindgren states the Board is here to review aesthetic and overall design.
Mark Van Able, 2994 N. Merlot, Star ID, 83669, comments the Chevron is going to obstruct
the view of his home and the mountains. Since Chevron is going to be the only building, they
do not need a 15-foot or 25-foot sign as the people who will be using the Chevron everyday are
on Beacon Light and Hwy 16, and they do not need a big sign to find Chevron. Van Able
requests a 6-8 ft monument sign, larger berm, and color of pumps need to remain prairie colors.
Lindgren clarifies an application for signage has not been reviewed by the Board yet.
City Planner B. Williams further clarifies canopy and pumps are not blue.

Lindgren moves to continue DR-20-21: Convenience Store with Fuel Service for Treasure
Valley Chevron with following site specific conditions:
Site specific condition #21-Provide revised landscape plan showing cluster of trees around
north side of purposed landscape plan shall be reviewed and approved by one member of
the DR
City Planner B. Williams provides clarification that it is not necessary to provide numbered site
specifics at this time, and the Board may provide some direction to the applicant regarding
changes the Board would like to see at the next presentation.
Lindgren advises applicant that the Board wants to see more horizontal, vertical, lines
and warmth characteristic of"Prairie Style" if that is the style the applicant is proposing,
bring materials to next meeting, revisit berm along Highway 16, more plant variety in

Al. ACTION ITEM: Findings of Fact and Conclusions of Law for the Approval of DR-

Chevron mixed use commercial development, including building wall, multi-tenant monument,
and fuel island canopy signage for Treasure Valley Chevron. The 10-01-acre site is located on
the southeast corner of West Beacon Light Road and State Highway 16. (ERG)

Mixed Use Commercial Development, Including Signage for Treasure Valley Chevron —

6. REPORTS:
A. Design Review Board: Merrill informed the Chairman the site design book needs to be
updated as it is dated 2003. Germano stated he was told two years site standards were
going to be revised. City Planner B. Williams states funds that were allocated for that
were moved to something different. Merrill stated if City is in the budget planning stage
this would be time to prepare. City Planner B. Williams recommends Board write a letter
to the Mayor and City Council advising this is an important issue.
B. Staff: City Planner Gero states common area landscaping for Bald Eagle Pointe as
