like to provide to the City Council regarding subjects not on the agenda. At times,the City Council may seek
comments/opinions regarding specific City matters during this allotted time. This is not the time slot to give
formal testimony on a public hearing matter, land use application, or comment on a pending application or
proposal. Out of courtesy for all who wish to speak,the City Council requests each speaker limit their comments
to three(3)minutes.

D. Development Agreement Associated with RZ-13-20—Treasure Valley Chevron: Staff is
requesting approval of the development agreement associated with the rezone from RUT(Rural
Urban Transition—Ada County Designation)to C-1-DA(Neighborhood Business District with
a development agreement). The City Council approved the associated annexation and rezone
applications on April 27,2021 (A-10-20&RZ-13-20).(MJW)
E. Findings of Fact and Conclusions of Law for the Approval of FPUD-03-21 & FP-05-21—
Final Development Plan and Final Plat for Snoqualmie Falls No. 15—Red Butte, LLC:
Red Butte, LLC, represented by David Sterling with T-O Engineers, is requesting final
development plan and final plat approvals for Snoqualmie Falls No. 15,a 52-lot(45-buildable,
7-common), residential subdivision. The 27.35-acre site is located at the southeast corner of
West Floating Feather Road and North Palmer Lane. (DLM)

Road approximately 2,500-feet east of North Palmer Lane. (DLM)
G. Findings of Fact and Conclusions of Law for the Approval of FPUD-05-21 & FP-07-21—
Final Development Plan and Final Plat for Snoqualmie Falls No. 17 —Red Butte, LLC:
Red Butte, LLC, represented by David Sterling with T-O Engineers, is requesting final
development plan and final plat approvals for Snoqualmie Falls No. 17,a 25-lot(21-buildable,
4-common), residential subdivision. The 10.00-acre site is located on the north side of West
Floating Feather Road approximately 2,350-feet east of North Palmer Lane. (DLM)
H. DR-18-21 — Common Area Landscaping Within Stags Crossing Subdivision — Urban
Solutions,LLC:Urban Solutions,LLC,represented by Steve Hart,is requesting design review
approval of the common area landscaping within Stags Crossing Subdivision. The 68.4-acre
site is located on the south side of West Beacon Light Road approximately 1,970-feet west of

I. DR-19-21 — Two Subdivision Entry Signs for Stags Crossing Subdivision — Urban
Solutions,LLC:Urban Solutions,LLC,represented by Steve Hart,is requesting design review
approval for two subdivision entry signs for Stags Crossing Subdivision. The 68.4-acre site is
located on the south side of West Beacon Light Road approximately 1,970-feet west of North

J. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Barton and Bollar in an amount not to exceed$600.They will be performing at Eagle Fun Days
taking place on July 10th,2021.(BJ)
K. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Musicians Three in an amount not to exceed$300.They will be performing at Eagle Fun Days
taking place on July 10th,2021. (BJ)
L. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Red Light Challenge in an amount not to exceed$525. They will be performing at Eagle Fun
Days taking place on July 10th,2021. (BJ)
M. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Jeff Engelbert Band in an amount not to exceed $550. They will be performing at Eagle Fun
Days taking place on July 10th,2021. (BJ)
N. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Mexico Folklorico Mexico Lindo in an amount not to exceed $150. They will be performing
at Eagle Fun Days taking place on July 10th,2021. (BJ)
O. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Buckin Country in an amount not to exceed$400. They will be performing at Eagle Fun Days
taking place on July 10th,2021. (BJ)
P. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Generator Saints in an amount not to exceed$750.They will be performing at Eagle Fun Days
taking place on July 10th,2021. (BJ)
Q. Eagle Fun Days Live Performance Agreement: The Parks and Recreation Department is
seeking Council approval for a Live Performance Agreement between the City of Eagle and
Billy Blues Band in an amount not to exceed $1700. They will be performing at Eagle Fun

R. Museum Glass Repair for Display Case: The Museum Department is seeking Council
approval for a Service Agreement between the City of Eagle and Fast Glass Company in an
amount not to exceed$1109. (AD)
9. UNFINISHED BUSINESS:
A. ACTION ITEM: Receive the Impact Fee Analysis and Capital Improvement Plans for Star
Fire Protection District and Provide Direction to City Staff. This item was continued from the
May 25, 2021 meeting.

A. Discussion of construction bids for City Hall expansion — Wright Brothers, The Building

B. ACTION ITEM: Amendment to Construction Management Service Agreement between the
City of Eagle and Wright Brothers,the Building Company.
C. ACTION ITEM:Award of bids for City Hall Expansion Construction.
12. EXECUTIVE SESSION:
A. Idaho State Code 474-206. Executive sessions -- When authorized. (1) An executive session at
which members of the public are excluded may be held,but only for the purposes and only in the
manner set forth in this section.The motion to go into executive session shall identify the specific
subsections of this section that authorize the executive session.There shall be a roll call vote on the
motion and the vote shall be recorded in the minutes.An executive session shall be authorized by
a two-thirds(2/3)vote of the governing body.An executive session may be held:
(c) To acquire an interest in real property which is not owned by a public agency.
(f) To communicate with legal counsel for the public agency to discuss the legal ramifications of and
legal options for pending litigation, or controversies not yet being litigated but imminently likely
to be litigated. The mere presence of legal counsel at an executive session does not satisfy this
requirement.
