Minutes - 2021 - Design Review - 05/13/2021 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on May 13, 2021 Grubb presiding. 1. CALL TO ORDER calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, MIHAN, GERMANO, LINDGREN, MERRILL. ABSENT: DUPERAULT A quorum is present. 3. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A.ACTION ITEM: DR-18-21 —Common Area Landscaping within Stags Crossing Subdivision—Urban Solutions, LLC: Urban Solutions, LLC, represented by Steve Hart, is requesting design review approval of the common area landscaping within Stags Crossing Subdivision. The 68.4-acre site is located on the south side of West Beacon Light Road approximately 1,970-feet west of North Lanewood Road at 6391 West Beacon Light Road. Board discussion Grubb moves to approve DR-18-21 Common Area Landscaping within Stags Crossing Subdivision with the site specific and standard conditions of approval as written with the following modifications: Site specific condition# 17: Provide revised drawings to show elevations and location of K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-05-13-21MIN.doc the pump station and include color and landscape screening to be approved by staff and one member of the Board. Site specific condition #18: Provide samples for the mailbox structure to be approved by staff and one member of the Board. Site specific condition #19: Provide revised details playground equipment calling out specific colors and color of the fall-zone material to be approved by staff and one member of the Board. Site specific condition #20: Provide a revised plan showing the connectivity to pathways sidewalks, ped ramps, and flow to adjacent streets to be approved by staff and one member of the Board (amended) if approved by Ada County Highway District. Grubb notes the applicant shall provide documentation that the homeowner shall provide a French drain onto each parcel that backs up to the berm. Seconded by Lindgren. ALL AYE...MOTION CARRIES B.ACTION ITEM: DR-19-21 —Two Subdivision Entry Signs for Stags Crossing Subdivision—Urban Solutions, LLC: Urban Solutions, LLC, represented by Steve Hart, is requesting design review approval for two subdivision entry signs for Stags Crossing Subdivision. Grubb moves to approve DR-19-21 Two Subdivision Entry Signs for Stags Crossing Subdivision with the site specific and standard conditions of approval as written with the following modifications: Site specific condition #9: Provide revised elevations of stub street entry monument showing clear space underneath lantern is appropriate for pedestrians and pedestrians on bicycles to be approved by staff and two members of the Board. Site specific condition #10: Board unanimously agrees that the modification to the height of the architectural elements above the sign are appropriate based on the elevations provided in the Design Review Board packet.
