Minutes - 1993 - City Council - 09/14/1993 - RegularEAGLE CITY COUNCIL MEETING September 14, 1993 Pre Councils Sheriff's report was given by Lt. Dale Woodcook. Lt invited the Mayor, Council members and City Clerk to a session to be held September 16, at 4:00. Woodcook training A presentation was given by Roy Cuellar regarding a Sub-School District established for Boise, Meridian and Eagle. Steve Givens, Meridian School Board member Joined in the discussion. Jack Peterson volunteered to aid, both with the school district and citizens proposing the sub-district. A petition was presented. The Planning and Zoning report was given by Mary Berent. A preliminary report was given by Jerome Mapp regarding the Downtown Redevelopment Grant. The grant closes out this month. This item will continue to the next agenda. THE REGULAR SESSION OF THE COUNCIL WAS CANCELLED DUE TO A LACK OF QUORUM. THE MAYOR ANNOUNCED THERE WILL BE A SPECIAL COUNCIL MEETING ON SEPTEMBER 21, 1993. THE AGENDA PRESENTED TONIGHT WILL CONTINUE UNTIL THAT DATE. Items 4-8 on the agenda are tabled by unanimous consent. The Mayor announced he will contact Carol West at City Hall to discuss the best way to get a message to the home owners in Downing Downs Subdivision speaking to: pets at large, trash and weeds, & discharge of firearms. BASTIAN reported on the activities of the Eagle Sewer District and the formation of a water committee by the district, which will include BASTIAN AND YZAGUIRRE plus 9 other members chosen by the ESD. The Langer letter was discussed by Council and the City Clerk. The Langer property is in violation of the UBC and Title 8, Zoning, this business was established in a residential neighborhood by building an addition to the home without a building permit. The Council asked for a letter to go to the Langer residence permitting them 30 days to clear up the matter. A letter is to go to the builder also. Stan McHuthinson informed the Council of his intent to add an additional condition to the Subdivision Conditions requiring a minimum construction of a street base to condition #6. Council discussed the announcement by a Lexington Official not to dedicate Well #2 to the City of Eagle. A letter of inquiry needs to be sent to Lexington. After further discussion of the Downtown Redevelopment the City Attorney was asked to resolve the question, "if we amend the LID, do existing LID assessments have to be notified? If so we may have to form a new LID. The Resolution proclaiming the City Election on November 2, 1993 was discussed. Since this resolution has a due date of September 15 it will be necessary to pass the resolution tonight. The Council telephoned BL, AIR in order to attain the quorum needed to pass the resolution; Moved by YZAGUIRRE and seconded by BASTIAN to approve the resolution, AYE'- YZAGUIRRE, BASTIAlq J~ND BI.
