Minutes - 1993 - City Council - 08/31/1993 - SpecialEAGLE CITY COUNCIL MINUTES August 31, 1993 7~30 p.m. Special Council Meeting Amendment to the FY 1992-93 Budget Proposed FY 1993-94 Budget The Eagle City Council met in special session on August 31, 1993. Mayor GUERBER presiding. The following members were present: RICK YZAGUIRRE, STAN BASTIAN. KELLI BLAIR. Absent: TOM EASON PUBLIC HEARING: FY 1992-93 BUDGET AMENDMENT Mayor GUERBER announced that this was the time and place set for a public hearing on the amendment to the FY 1992-93 City of Eagle Budget. The proposal is to increase the Building Inspector revenue by $60,000, increasing the Building Inspector Revenue line item from $80,000 to $140,000; increasing Legal Fees $25,00, increasing the Legal Fees expenditures from $48,000 to $73,000; increasing Contract-Other $10,000, increasing the Contract-Other expenditures from $7,000 to $17,000; and increasing the Building Inspector Fees $25,000, increasing the Building Inspector expenditure line item from $30,000 to $55,000. There was no public testimony, the public hearing was closed at 7~50 p.m. After discussion there was a motion made by YZAGUIRRE and seconded by BLAIR to dispense with the three day ruling and to consider Ordinance 228 at this time. ALL AYE: MOTION CARRIED. Moved by YZAGUIRRE and seconded by BASTIAN to adopt Ordinance 228, An Ordinance of the City of Eagle, Idaho, Amending Ordinance No. 210, The Appropriation Ordinance for the Fiscal Year Beginning October 1, 1993 and Ending September 30, 1993~ Appropriating Additional Monies that are to be Received by the City of Eagle, Idaho, as Additional Permit Fees in the Sum of $60,000 as presented. ALL AYE: MOTION CARRIED. PUBLIC HEARING: FY 1993-94 ANNUAL APPROPRIATIONS FOR THE CITY OF EAGLE Mayor GUERBER announced that this was the time and place set for a public hearing on the FY 1993-94 City of Eagle Budget. Mayor GUERBER presented an overview of the budget figures, and noted that the $2,000,000 included in the water portion of the budget will be eliminated due to the water bond election defeat. Public Testimony was heard by: Chuck Bower, Jan Castanda, Pauline Minman, Cheryl Bower, Julie Masner and Franc~s Transtrum~ Concerns of the public were~ the overall budget, property taxes appropriation, objections to the park acquisition of $175,000, proposal for a new City Hall and recreation/park funds. The Public hearing was closed at 9..10 p.m. After discussion by the Council a motion was made by BASTIAN and seconded by YZAGUIRRE reduce the pathway development fund by $12,809 therefore not necessitating a levy rate increase, and to adjust the water portion of the budget as discussed. ALL AYE.. MOTION CARRIED. ORDINANCE #229 Moved by BASTIAN and seconded by YZAGUIRRE to dispense with the three day ruling and to consider Ordinance 229 at this time. ALL AYE.. MOTION CARRIED. Moved by BASTIAN and seconded by BLAIR to adopt ORDINANCE #229, An Ordinance entitled the Annual Appropriation Ordinance for the Fiscal Year beginning October 1, 1993, Appropriating the sum of 3,057,912, corrected for preventing a levy increase. To defray the expense and liabilities of the City of Eagle for said Fiscal year, authorizing a levy of a sufficient tax upon the taxable property and specifying the objects and purposes for which appropriation is made. ALL AYE.. MOTION CARRIED. RESOLUTION 7-93 A Resolution for property tax increase over 5% or levy increase pursuant to the provisions of Section 63-224, Truth and Taxation. Moved by BASTIAN and seconded by YZAGUIRRE to adopt the Resolution as presented. ALL AYE.' MO?.~Q~ CARRIED.
