ACTIONITEM: Minutes 4. PUBLIC COMMENT: This time is reserved for the public to address the Parks, Pathways and Recreation Commission regarding concerns or comments they would like to provide to the commission. ROLL CALL: BLAINE, CROCKETT, DECKERS, ELWER, HUFFAKER, MINCH, STIRRAT LIAISON: COUNCIL MEMBER BAUN Absent: Council Member Bann Chairman Huffaker amended the agenda item 5B to be moved to May agenda. Chairman Huffaker amended the agenda item 8 and 6 to after agenda item 5A. Seconded by Chairman Blaine. ALL AYES ... MOTION CARRIES. 3. APPROVAL OF MINUTES: A. Minutes of March 18, 2021 Commissioner Elwer moved to approve the minutes of March 18, 2021, as written. Seconded by Commissioner Blaine. ALL AYES... MOTION CARRIES. Council Member Bann entered meeting at 5:40pm 4. PUBLIC COMMENT: No Comment 5. NEW BUSINESS: Sherry Styles is representing Carrara Estates Subdivision in place of Becky McKay. Steve Noyes presented on Carrara Estates Subdivision. Ken Elwer makes a motion that the commission send their recommendation of approval of the Carrera Estates to the City Council according to city standards for pathways and sidewalks and including the recommendation on Steve Noyes list. Seconded by Commissioner Blaine. ALL AYES ... MOTION CARRIES. 6. PARKS AND RECREATION REPORT: Brandon Johnson introduced Lindsay Stanger as the new Recreation Coordinator. Brandon Johnson stated Park Reservations are booking fast and a reminder that booking times have changed. Eagle Saturday Market opens on May 151. Glow on the Greenbelt is April 24"'. Eagle Fun Camps went from 40 to 70 kids this year and almost all the camps are completely full. 7. PUBLIC WORKS REPORT: Eric Ziegenfuss stated there is a meeting tomorrow with Dennis Baker to discuss a phasing plan and implementing with CIP for Pamela Baker Park. Charlie Wood Park — The RFP went out for a study on what can be done with the property. The Dog Park — Waiting on sod to be delivered and hoping to open at the end of May. TRAIL SUPERINTENDENT REPORT: Steve Noyes stated the government no longer defines e -bikes as motorized. Council Member Baun clarified that the Department of Interior still considers Class 2 and 3 e -bikes as motorized. General Discussion Commissioner Blaine asked for clarification, is the discouragement from ACRD on the meandering sidewalks strictly a safety issue. Steve Noyes stated that he was told it was a reaction to ADA. Commissioner Blaine asked regarding the new Dry Creek Irrigation Company and the preference for a natural surface pathway versus the concrete to the standard that was recommended, is it strictly a cost issue or is there a functional issue for objecting to the concrete. Steve Noyes stated that there was no argument against concrete with the ditch company. 9. MAYOR / COUNCIL REPORT: None 10. UNFINISHED BUSINESS: Commissioner Minch presented on Downtown Mobility Project. Commissioner Minch makes a motion that members of the PPRC make recommendations for specific concerns in the ACHD roadways to bikeway plan and get those specific points of concern to Chairman Huffaker by April 20th, 5 days from now and have Chairman Huffaker consolidate those points of concern and forward them to the Eagle City Council for consideration and possible request or recommendation to ACHD to consider those points of concern. Seconded by Commissioner Blaine. ALL AYES ... MOTION CARRIES. Commissioner Blaine presented on the Volunteer Coordinator position. 11. PPRC LIAISON ASSIGNMENT REPORT: Commissioner Elwer discusses the BLM meeting. 12.
