Minutes
1. CALL TO ORDER: Meeting called to order at 10:02 a.m.
2. ROLL CALL: Present: FILLMORE,KRAMER,VAN ARNEM. Absent: PENCE, GRUBB. A
quorum is present.
3. UNFINISHED BUSINESS:
A. Action Item: Review and comment on the draft Eagle Rural Fire District proposed Capital
Improvement Plan.
Chairman Kramer introduces the item.
Kramer notes that the requested additions to the capital improvement plan have been incorporated on
page 12,referencing I.C. 67-8208 (j).
Grubb arrives at 10:03 a.m.
City Attorney Villegas states that he worked with the Fire District Attorney, Bill Gigray to arrive at
agreed upon language that is reflected in the most recent draft of the plan. Villegas reviews the process
required to allow the collection of fire and police fees. Discussion.
Van Arnem expresses his desire to ask the Council to move this forward separate from any other
Comprehensive Plan amendments in order to expedite the collection of fire fees. Discussion regarding
the recommendation to Council and potential timelines for processing the comprehensive plan
amendment and adoption of the ordinance.
Grubb moves to approve the Eagle Fire District Capital improvement plan amended June 2020 and
recommend City Council the Board unanimously agrees that they should move forward as
expeditiously as possible,and to ...Seconded by Fillmore. Discussion. ALL AYE...MOTION
CARRIES.
B. Action Item: Review and comment on the draft law enforcement impact fee Capital
Improvement Plan.
Chairman Kramer introduces the item.
Grubb moves to approve the police department CIP dated June 2020. Seconded by Fillmore. Discussion.
